Board convened at 9:00 A.M. Full Board and Clerk present to continue deliberations
on final decisions on Appeals.
BOE-86-003-LO: The Board insepcted this parcel at 2:15 P.M. on the 8th of September
and confirmed that this parcel located immediately behind the Safeway Store could
have no logical use but commercial and that acess woold require the construction of
street and utility extensions. The Board moved to adjust the land valualtion to
$12,000.
BOE-86-004-LO: The Board inspected this parcel at 1:50 P.M. on the 11th of September
and confirmed that this parcel conformed with the criteria used by the Board and
Assessor in making equalization adjustments in 1985, and again reveiwed the comparables
information submitted by the Assessor. The Board moved to sustain the current
valuation of $2,500 on this parcel.
BOE-86-009-R: The Board inspected this parcel at 11:55 A.M. on the 25th of August
and confirmed the configuration and relationship of this condominium development
as to grade, location and view. '~The Board moved to sustain the land valuation at
$1,500 and to adjust the building improvement (Time Share Unit) valuation to $9,500
for a total valuation of $11,000. The Board further moved to seek the assistance of
the Assessor staff to produce notices of change in val uation for the purposes of
equalizati,on on all time share units under BOE-86-1D6R.
NOTE: There are 456 units in this time .share development.
BOE-86-018-R: The Board inspected this develpment at 10:16 A.M. on the 25th of August
to gain concurrence with the Assessor as to a proposed equalization and adjustment
in land and building improvement valuations the Board moved to set adjusted values
of building improvements for each of the Models A through F and to establish three
classes of land valuations based on size, elevation and view.

BOE-86-023-R: The Board inspected this parcel (Kala Point Heights) at 10:55 A.M.
on the 25th of August in a effort to determine whether there was an equal ization
relationship between this parcel and those of the Kala Point Bluffs recommendation
of the Assessor. The Board moved to adjust the land valuation from $41,500 to
$44,000 and to adjust the building improvement valuation from $110,500 to $104,000
for a total valuation of $148,000. without making further adjustments to Kala
Point Heights valuations.
BOE-86-024-LQ: The Board inspected this parcel at 11:10 A.M. on the 25th of August
to consider'the AsseSsor's recommendation of adoption of Equalization Revaluation is
based on 95% of a price list made by the RealEstate Agent and submitted by the
Petitioner. With out receipt of an adequate set of comparables to substantiate this
price list, the Board moved to sustain the land valuation at $62,000 on this parcel.
BOE-86-028-R: The Board inspected this parcel the morning of the 11th of September
to ascertain the true configuration and state of completion of the building improve-
ments. The Board %1 moved to sustain the current land valuation of $12,500 and to
adjust the building improvements valuation to $40,750 for a total valuation of $53,250.
BOE-86-034-A: The Board inspected this parcel in the morning of the 11th of September
to substantiate the recommendations of valuations indicated on analysis of Market an
Income Approaches. The Board moved to increase the land valuation to $150,000 and
to reduce the building improvement valuation to $710,000 for a total valuation of
$860,000.
BOE-86-035-LO: The Board inspected this parcel at 3:15 P.M. on the 27th of August
and noted the view from the crest of a 200' bluff to the west of Kilisit Harbor and
the Olympics. Despite the recommendation of the Assessor to consider a 20% reduction
in land valuation of this and the parcel to the south (021-184-004) the Board moved
to sustain the current land valuation at $65,000.
BOE-86-037-LO: The Board inspected this parcel on thecmorning of the 11th of
September and reviewed evidence pertaining to availability of utilities. After
reviewing comparable information submitted by the Assessor, the Board moved to sustain
the land valuation at $7,000.
BOE-86-055-R: See BOE-86-018 above for rationale by which the Board moved to adjust
the valualtion on this parcel~-the land at $14,000 and the Building improvements at
$93,000 for a total valuation of $107,000.
BOE-86-056-LO: The Board inspected this parcel at 11:25 A.M. on the 25th of August
and viewed comparable parcels. The Board moved to reduce the land valuation to
$17,000 based on comparable.
BOE-86-057-R: The Board made a trip to Clearwater and inspected this parcel at 1:0D P.M.
It was noted that there were several inconsistanciews in the designation of land areas
and the status of building improvements. Upon return to home office, the Assessor
made necessary adjustment to his records and the Board moved to sustain the land
valuation at $5,500 and to reduce the building improvement valuation to $40,500
for a total valuation of $46,000.
BOE-86-060-LO: The Board inspected this parcel at 2:33 P.M. on the 4th of September
to confirm the status Qf utility improvements and ~inding there to be a view of the
water through the trees on a Irr.oposedouTlding slte. The Board ma-ileoto-sustaTri
the valuation at $9,000.
BOE-86-061-R: The Board inspected this parcel at 11:10 A.M. on the 29th of August
to review the status of the flood plain of the river and to investigate the current
condition of the appartment building. Based on the income analysis of the Assessor,
the Board moved to sustain the land valuation at $4,750 and to adjust the building
improvement valuation to $38,450 for a total valuation of $43,200.
BOE-86-063-LO: The Board inspected this parcel at 11:00 A.M. on the 29th of August
to confirm size, location and condition of this pasture land. Based on this
inspection and the review of comparables, the Board moved to sustain the current
land valuation at $34,500.
BOE-86-064-LO: The Board inspected this parcel at 1:45 P.M. on the 29th of August.
It is quite clear that the water front land (marshy) has questionable value;
however, the uplands are forested slopes with view of lake and valley, the Board
moved to adjust the total 25 +~acres to a valuation of $2,500 per acre for a
total valuation of $62,850.
The Board moved to recess futher deliberations until 9:00 A.M. on Wednesday the 17th
of September.
