DeLeo Chairman Vice-Chainnan Member Alternate MINUTES 17 September 1986 The Board of Equalization came to order at 9:00 A.M. with all Board Member and Clerk present for the purpose of completing final decisions on Appeals. BOE-86-030-l0: The Board inspected this parcel at 10:00 A.M on the 2nd of September with the assistance of Mr. Charles Smith of Coast Oyster Co. After an onsite review of a new survey of the parcel and an overview of the land it became evident that approximately 77% of the land was productive and that 23% was of no use except to act as buffer. The Board noved to adjust the valuation on the basis of 53 acres @ $500/Acre and 16 acres @ $250 for a total valuation of $30,523. BOE-86-031-LO: Consistent with the above rationale, the Board found that this parcel may very well be enterely non-productive and, therfore, moved to revalue this land at $250 per acre for a total valualtion of $11,050. BOE-86-032-LO: The Baord inspected this parcel inthe company pf Mr,Chijrles Smith of Coast Oyster Company on the 2nd of September. It became evident that, without further on-site survey effort, it would be difficult to ascertain percentage of productive and non-productive land. The Board moved to consider a 50-50 percentage breakdown and adjusted the total valuation at $15,000. . BOE-86-058-TL: The Board inspected these parcel.s of tide lands in the Company of Mr. Yamashita at 1:00 P.M. on the 4th of September. There was some discussion as to the deviations between the DNR lease documents and available maps of this area cousing difficulty in determining true areas of productive tide lands. In a effort to find an equitable valuation, the Board moved to make the following adjustments: Parcel 601-282-002 reduced to $18,385 Parcel 601-284-019 reduced to $3,685 BOE-86-059-LO: The Board inspected the water front and uplands form the beach on the 4th of September. The Board moved to sustain the current valuation of this parcel at $100,000. BOE-86-062-LO: The Board inspected this parcel at 10:30A.M. on the 29th of August in the cimpany of Mr. Charles smith of Coast Oyster. The parcel is in the middle of the East Quilcene bay at approximately 3 feet below mean low tide and is subjected to stronscurrents, making it non-productive for raising oysters. The Board moved to revalue this parcel at $250 per acre with. a total valuation of $3,75D. , BOE-86-065-LO: The Board inspected this parcel and the three other parcels below in the company of Mr. R. N.Steele starting at 10:10 A.M. on the 4th of September. The Assesser agreed to provide futher detail on valuation process prior to final deliberation -- particularly on the docks. The Board moved to adjust the land valuation to $3,805 per acre for a total land valuation of $83,530 and (based on Assessor's adjustment of dock valuation) to adjust the building improvements to #31,360 for a total valuation of $114,890. BOE-86-066-LO: On the basis that the beach appears to be non-productive as oyster bed, the Board moved to adjust the land valuation to $3,500. BOE-86-067-LO: Upon the recommendation ~f the Assessor, the Board moved to sustain the current building improvements valuation at $3,240 and adjust the land valuation to $26,145 ($3,150 per acre)for a total valuation of $29,385. BOE-86-0fi8-LO: The inspection of this parcel indicates that 70 acres of the tidelands appear non-productive and 100 acres of the tidelands appear productive. The Assessor had subsequently provided amended valuation of improvements reflecting adjustment to drop III: valuation. The Board moved to adjust the land val uation to $64,000 and the improvements to $55,000 for a total valuation of $119,000. BOE-86-069-R; The Board inspected this parcel in the company of the owners at 3"15 P.M. on the 29th of August. The Board moved to sustain the land valuation at $46,000 and to reduce the building improvements valuation to $47,600 for a total valuation of $93,600. BOE-86-070-LO: The Beard inspected this parcel at 3:15 P.M. on the 29th of AU9ust, finding the water front uplands to be very steep, unstable and un-buildable. The Board found no justification for change and moved to sustain the land valuation at $22,500 ($300 per front foot less 25% for topography) BOE-86-071-LO: The Board inspected this and the following parcel at 2:55 on the 29th of August, finding that the Jand includes a long spit extending into a tidal basin and the cabin is built on concrete piers and posts and has a loft one half the size of the main floor. The Board moved to sustain the current valuation of the land at $93,925 and the building improvements at $24,720 for a total valuation of $118,645. BOE-85-072-LO: Finding that the current valuation of trois parcel in the Assessors records at $40,000 (not $45,000 protested by the appellant), the Board moved to sustain th~ current valuation of this parcel. BOE-86-073-LO: The Board inspected this parcel at 3:45 P.M. on the 4th of September and found it to be approximately 2900 lineal feet of tidelands fully exposed to S.W. winds with cliff fronted uplands preventing land access. The Board moved to sustain the current valuation of $28,975 (approximately $10 per front foot standard). BOE-86-074-R: The Board inspected this parcel at 3:30 P.M. on the 29th of August an again at 2:50 P.t1. on the 4th of September -- This time with the owner. It was found,that the parcel is 4.71 acres of land above a 100 foot high bank with a path to the beach and a' excellant view of lands on the other side of canal, and further confirming that the house has three bedrooms, one bath and a partial basement and that it is graded fair construction. The Board moved to sustain the current valuation of land at $36,000 and buildign improvements at $43,500 for a total valuation of $79,500. BOE-86-075-C: The Beard inspected this parcel in the afternoon of the 11th of September, in the company of W.E. Seton. Based on new construction of a mini- storage building and shop area. Based on a Incom and Expense Analysis presented by the Assessor's office, the Board moved to sustain the valuation issued by the Assessor on 22 July, 1986, setting land valuation at $11,250 and the building improvements at $63,615 for a total valuation of $74,865. BOE-86-076-R: The Board inspected this parcel at 2:55 P.M. on the 27th of August, finding an old mobile home with w some external decking. Il0ting that this appeal did not reflect a non-perk revaluation issued by the Assessor on g June 1986, The Board moved to sustain the current land valuation of $21,250 and to adjust the i.mprovements valuation to $1,700 for a total valuation of $22,950. Having completed all deliberations of appeals, the Board moved to adjourn until approximat-ly the 21st of 6ctober and the return of two Board members from out-of-state trips.
