It appears that the ditohes are not oonstruoted in aooordanoe wi th thi~ seotion shown on the plans and that the gravel surfaoing oontains 50% o lay, making 1 t unsuitable for surfaoing material. The maximum amount of olay in the surfacing should not exceed 15~. I wish to adv1se that prior to the aooeptanoe of this 1mprovement by this Departpleat, it will be neoessary to oonstruot the ditohes to the full ditch seotion as shown on the plans and to plaoe three or tour inohes of fine gravel on the present surfaoing in order to eq~l1ze the surplus of clay in the material that has been plaoed.
