CHAIRMAN VICE-CHAIRMAN MEMBER ALTERNATE MINUTES AUGUST 2 6, 1 9 8 8 The Board of Equalization convened at 9:00 a.m. with Chairman A.C. Dalgleish, Vice-Chairman David G. Douglas, Member Archie Barber, Jr. and Clerk Dierdrei L. Whiteford present. The Board dispensed with the reading of the Minutes of previous meetings at this time. DECISIONS OF THE BOARD DETERMINATIONS BOE-88-016-LO Parcel Number: 901-201-005 PETITIONER: JOHN WHARTON On August 15, 1988 at 1:38 p.m. the Board along with the Deputy Assessor made an on-site inspection of the subject property. The Board noted that this acreage is on Moon Lake and that vandals completely destroyed a home on this property. The Board also noted that this property has been advertised in recent years for $40,000.00 though it was purchased for $2,500.00. The Chair requested the Decision of the Board: VICE-CHAIRMAN DOUGLAS MADE A MOTION TO SUSTAIN THE ASSESSOR'S VALUATION OF $36,000.00 BASED ON COMPARABLES, THE PRICE THE WHARTON'S WERE ASKING FOR THEIR PROPERTY, AND THAT THERE IS NO DOCUMENTATION THAT THIS PROPERTY DOESN'T PERC. MEMBER ARCHIE BARBER, JR. SECONDED THE MOTION. THE MOTION CARRIED BY UNANIMOUS VOTE. BOE-88-017-LO Parcel Number: 938-400-803 PETITIONER: JOE V. THOMPSON On August 15, 1988 at 10:10 a.m. the Board along with the Deputy Assessor made an on-site inspection of this property. The Board noted that Mr. Thompson requested that the Board reduce his valuation from $11,000.00 to $10,000.00; the reduction being for the improvements to the land. There is water, a septic system, underground wiring and a service box. The Chair requested the Decision of the Board: MEMBER ARCHIE BARBER, JR. MOVED TO SUSTAIN THE ASSESSED VALUATION OF $11,000.00 BASED ON THE INFORMATION PRESENTED, THE ON- 1 MINUTES o F AUGUST 2 6. I 9 8 8 SITE INSPECTION AND THE ASSESSOR'S RECOMMENDATION. VICE-CHAIRMAN DOUGLAS SECONDED THE MOTION. THE MOTION CARRIED BY UNANIMOUS VOTE. BOE-88-018-LO Parcel Number: 601-334-006 PETITIONERS: MARY AND HAROLD E. BINGEN On August 19, 1988 at 12:15 p.m. the Board along with the Deputy Assessor made an on-site inspection of this property. The Chair requested the Decision of the Board: VICE-CHAIRMAN DOUGLAS NOTED THAT THE BINGENS WERE PRESENT AT THE INSPECTION, AT WHICH TIME HE WAS MADE AWARE THAT THE GOAL OF THE PETITION WAS TO CONTEST THE VALUATION OF THE BEACH FRONT PROPERTY WHICH THEY PURCHASED AS A PROTECTION FOR THEIR EXISTING PARCEL. THE ASSESSOR USED THE SAME METHOD OF VALUATION FOR THIS PROPERTY AS FOR COMPARABLE PROPERTIES. HE MADE A MOTION TO SUSTAIN THE TOTAL ASSESSED VALUATION OF $63,650.00, THIS BEING $35,720.00 FOR LAND AND $27,930.00 FOR IMPROVEMENTS. MEMBER ARCHIE BARBER, JR. SECONDED THE MOTION. THE MOTION CARRIED BY UNANIMOUS VOTE. BOE-88-019-R Parcel Number: 948-302-802 PETITIONERS: DAVID AND JOAN BLOEDEL On August 17, 1988 at 1:10 p.m. the Board along with the Deputy Assessor made an on-site inspection of this property. The Board noted that the property located in the City of Port Townsend has a condemned building which has the water shut off to comply with the Port Townsend Building Code with reference to sewage disposal. Letters to substantiate this fact were received. The Bloedels were asking for a total reduction (down to $0.00) on the valuation of the improvements which were on at $11,740.00. They did not contest the land value of $8,000.00. Upon inspecting the property, the Board deemed that there was value in the improvements as the house could be made habitable. The Chair requested the Decision of the Board: VICE-CHAIRMAN DOUGLAS NOTED THAT THE BLOEDELS DID PAY $21,500.00 FOR THIS PROPERTY TWO YEARS AGO. HE MADE A MOTION TO REDUCE THE TOTAL VALUATION TO $15,000.00, THIS BEING $8,000.00 FOR THE LAND AND $7,000.00 FOR THE IMPROVEMENTS. MEMBER ARCHIE BARBER, JR. SECONDED THE MOTION. THE MOTION CARRIED BY UNANIMOUS VOTE. BOE-88-004-LO Parcel Number: 802-123-014 PETITIONER: LESLIE G. SLATER On August 15, 1988 at 3:40 p.m. the Board along with the Deputy Assessor made an on-site inspection of this property. The Board noted 2 MINUTES o F AUGUST 2 6. I 9 8 8 that the land was hilly with clay type soil and that the property had signs of wetness. The Board held the opinion that there is at least one building site on this 5.5 acre property. The Chair requested the Decision of the Board: VICE-CHAIRMAN DOUGLAS MADE THE MOTION TO REDUCE VALUATION FROM $10,000.00 TO $8,370.00 WHICH IS $1,500.00 PER ACRE. MEMBER ARCHIE BARBER, JR. SECONDED THE MOTION. THE MOTION CARRIED BY UNANIMOUS VOTE. BOE-88-002-R Parcel Number: 900-400-156 PETITIONER: LLOYD PIERCE On August 10, 1988 at 11:10 a.m. the Board along with the Deputy Assessor made an on-site inspection of this property. It was noted that the petitioner wants the property reduced ($11,000.00 land, $79,930.00 improvements, total valuation $90,930.00) to a total valuation of $56,000.00 ($6,000.00 land and $50,000.00 improvements). Mr. Pierce had been contacted prior to the on-site inspection and the Board requested that he allow an interior inspection of his home due to the fact that he'd contested the valuation on this home. He was given his ten day notice but no one was home when the inspection was made. The Chair requested the Decision of the Board: VICE-CHAIRMAN DOUGLAS MADE THE MOTION TO SUSTAIN THE VALUATION OF $90,930.00 AS THE PROPERTY VALUATION WAS CONSISTENT WITH ADJACENT PROPERTIES. THE LOT WAS $10, 000.00 AND THE LOT IMPROVEMENT WAS $1,000.00. VICE-CHAIRMAN DOUGLAS ALSO NOTED THAT THE INTERIOR INSPECTION OF THE HOME WAS NOT POSSIBLE EVEN THOUGH ADEQUATE NOTICE WAS GIVEN. MEMBER ARCHIE BARBER, JR. SECONDED THE MOTION. THE MOTION CARRIED BY UNANIMOUS VOTE. BOE-88-001-LO Parcel Number: 801-283-012 PETITIONER: MICHAEL SEXTON On August 19, 1988 at 10:00 a.m. the Board along with the Deputy Assessor made an on-site inspection of this five acre tract and comparable properties in the area. The Chair requested the Decision of the Board: VICE-CHAIRMAN DOUGLAS MADE THE MOTION TO SUSTAIN THE CURRENT VALUATION OF $17,500.00 AS IT WAS CONSISTENT WITH COMPARABLE FIVE ACRE TRACTS IN THE SUBJECT PROPERTY'S VICINITY. MEMBER ARCHIE BARBER, JR. SECONDED THE MOTION. THE MOTION CARRIED BY UNANIMOUS VOTE. BOE-88-007-LO PETITIONER: MARY FERRETTI Parcel Number: 965-000-001 3 MINUTES o F AUGUST 2 6. 1 9 8 8 On August 10, 1988 at 2:00 p.m. the Board along with the Deputy Assessor made an on-site inspection of this property. Mrs. Ferretti was not present on-site or at the Hearing. The Chair requested the Decision of the Board: MEMBER ARCHIE BARBER, JR. MADE THE MOTION TO SUSTAIN THE CURRENT VALUATION OF $21,000.00 DUE TO THE FACT THAT THE LOT IS UNUSUALLY LARGE WITH GOOD CHARACTERISTICS AND THAT THE ASSESSOR'S VALUATION IS NOT EXCESSIVE. VICE-CHAIRMAN DOUGLAS SECONDED THE MOTION. THE MOTION CARRIED BY UNANIMOUS VOTE. BOE-88-009-LO Parcel Number: 001-181-022 PETITIONER: STANISLAW LORECKI On August 17, 1988 at 9:56 a.m. the Board along with the Deputy Assessor made an on-site inspection of this property. Mr. Lorecki was on-site. The Chair requested the Decision of the Board: VICE-CHAIRMAN DOUGLAS MOVED TO SUSTAIN THE CURRENT VALUATION OF $21,825.00 WHICH IS $4,500.00 PER ACRE. MEMBER ARCHIE BARBER, JR. SECONDED THE MOTION. THE MOTION CARRIED BY UNANIMOUS VOTE. BOE-88-010-R Parcel Number: 001-071-014 PETITIONER: STANISLAW LORECKI On August 17, 1988 at 10:26 a.m. the Board along with the Deputy Assessor made an on-site inspection of this property and the comparab1es in the area. Mr. Lorecki was on-site. The Chair requested the Decision of the Board: MEMBER ARCHIE BARBER, JR. MOVED TO REDUCE THE CURRENT VALUATION ON THE IMPROVEMENTS ONLY, TO $1,500.00 FROM $2,950.00. HE MOVED THAT THE LAND VALUE BE SUSTAINED AT $15,000.00 FOR A TOTAL VALUATION OF $16,500.00. HE BASED HIS MOTION ON THE COMPARABLES PRESENTED BY BOTH THE PETITIONER AND THE ASSESSOR WITH ADJUSTMENTS BEING MADE FOR LACK OF WATER, CONVENIENCES AND PAVED ROADS. VICE-CHAIRMAN DOUGLAS SECONDED THE MOTION. THE MOTION CARRIED BY UNANIMOUS VOTE. BOE-88-008-LO Parcel Number: 940-800-069 PETITIONER: J. ALDEN ATWOOD On August 15, 1988 at 8:58 a.m. the Board along with the Deputy Assessor made an on-site inspection of this property. This property was denied a septic permit as it failed a perc test. The Chair requested the Decision of the Board: VICE-CHAIRMAN DOUGLAS NOTED THAT AT THE HEARING THE ASSESSOR RECOMMENDED THAT THE VALUATION BE REDUCED FROM $6,000.00 TO $5,700.00 4 MINUTES OF AUGUST 2 6. 198 8 DUE TO AN ERROR IN CALCULATION. VICE-CHAIRMAN DOUGLAS MOVED TO REDUCE VALUATION TO $5,700.00. MEMBER ARCHIE BARBER, JR. SECONDED THE MOTION. THE MOTION CARRIED BY UNANIMOUS VOTE. OTHER BUSINESS OF THE BOARD There being no further business before the Board, the Board adjourned until August 29, 1988; at which time the Board will conduct more on-site inspections.
