DE LEO CHAIRMAN VICE-CHAIRMAN MEMBER ALTERNATE M I NUT E S SEPTEMBER 1, 1989 The Board of Equalization convened at 9:00 a.m. with Chairman A.C. Dalgleish, Vice-Chairman David G. Douglas, and Clerk Dierdrei Keegan-Whiteford present. The Board dispensed with the reading of the Minutes of previous meetings at this time. Member Archie Barber, Jr. was absent. DETERMINATIONS BOE-89-027-LO PETITIONERS: Robert and Judith Blair PARCEL NUMBER: 990-600-102 On August 7, 1989 at 11:25 a.m. the Board of Equalization and the Deputy Assessor conducted an on-site review of this appeal, which was for land only. A reduction in valuation was requested due to the purchase price being $27,500 on November 15, 1988 and that there are traffic noises from Oak Bay Road which impair the value. Both the Assessor and the petitioner presented comparables to Sllostantiate their .v_iews regarding valuation. Vice-Chairman Douglas moved to sustain the land valuation at $37,500 as an inspection of this parcel and comparables of the petitioner and the Assessor, showed no apparent justification to cause the Board to change the valuation on this lot. Chairman Dalgleish seconded the motion which passed unanimously. ROE MINUTES OF SEPTEMBER 1, 1989 Page: 2 BOE-89-005-LO PETITIONER: Allen Cook PARCEL NUMBER: 921-183-018 On August 7, 1989 at 10:55 a,m. the Board of Equalization and the Deputy Assessor conducted an on-site review of this appeal, which was for land onlv. The Detjtioner reauested a reduction from $52,500 to $32,000 on th~ basis of pu;chasing this property October 1, 1988 for $32,000 and because of a perc denial dated September 18, 1986. Vice-Chairman Douglas moved to sustain the land valuation at $52,500 in view of the Assessor's comparables and comments from the perc denial which indicated that an alternate location for the water source and septic system might be suitable and that a correction of surface drainage was possible. Chairman Dalgleish seconded the motion which passed unanimously. BOE-89-009-LO PETITIONER: Bruce L. McGhie PARCEL NUMBER: 021-282-017 On August 7, 1989 at 10:00 a.m. the Board of Equalization and the Deputy Assessor conducted an on-site review of this appeal, which was for land only. It was noted that at the time the Assessor placed the valuation on this property that they had calculated the value based on $350 per front foot with the property thought to be 80 feet wide. The petitioner brought the fact that the property is 75 feet wide, to the attention of the Board. The Assessor recommended that the reduction be granted at $350 a front foot times 75 feet for a total of $26,250. Vice-Chairman Douglas moved to reduce the valuation from $28,000 to $26,250. Chairman Dalgleish seconded the motion which passed unanimously. BOE-89-012-R PETITIONERS: Jack and Delores Wakely PARCEL NUMBER: 964-900-016 On August 7, 1989 at 1:25 p.m. the Board of Equalization and the Deputy Assessor conducted an on-site review of this appeal on a Kala Point Condominium No.1, Bldg. 2, Unit 102, which was for improvements only. The petitioner wanted a reduction of improvement valuation from $103,000 to $93,000 based on the purchase price on November 1, 1988 for $105,000 for the whole parcel after a six month listing at $112,000. Vice-Chairman Douglas moved to sustain the assessed valuation at $12,000 for land and $103,000 for improvements for a total of $115,000 on the basis of there being no appeals from the five other condominium owners. There was only one recent sale. Chairman Dalgleish seconded the motion which passed unanimously. BOE MINUTES OF SEPTEMBER 1, 198q Page: 3 BOE-89-008-LO PETITIONER: William F. Kiblinger PARCEL NUMBER: 801-153-004 On August 14, 1989 at 9:45 a.m. the Board of Equalization and the Deputy Assessor conducted an on-site review of this land only appeal. The petitioner requested a reduction from $20,000 to $8,000 for this eight acre parcel which was purchased in 1972, The inspection yielded a rolling terrain covered with trees1 the majority being alder. There were marshy areas and a creek on the parcel. The private road was not maintained to County standards; there were potholes. A discussion with the Assessor revealed that the Kiblinger family subdivided this portion of the subdivision into five, eight acre tracts which were distributed among the members of the family. Vice-Chairman Douglas moved to reduce valuation and to direct the Assessor to reduce all five parcels of this land from $2,500 an acre to $2,000 an acre for the unimproved acreage and to sustain the valuation of $2,500 on the two parcels that have cabins. This 20% adjustment on the equalized parcels was due to a lack of acceptable highway access and utility access. This parcel to be reduced to $16,000. Chairman Dalgleish seconded the motion which passed unanimously. BOE-89-010-LO PETITIONER: Alyer Mekalsen PARCEL NUMBER: 601-271-011 On August 141 1989 at 11:20 a.m. the Board of EquaJjzation and the Deputy Assessor conducted an on-site review of this land only annpal. The Board had bppn nn this nronprtv in 1987 and lqRR tn - ~...- - - - - - - - - - ... -- - -... - - - - -- review adjacent property. The basis of the appeal on this forest zoned land was that the petitioner had been attempting to sell it for $55,000 without success, and there is an easement road on the waterfront of the property which was deemed to affect the value. The petitioner requested the valuation be dropped from $73,500 to $4.5,000. Chairman Dalgleish moved to sustain the valuation of $73,500 on this property as neither the Assessor nor the petitioner produced recent sales to indicate a market value trend up or down. Vice- Chairman Douglas seconded the motion which passed unanimously. Vice-Chairman Douglas also noted that during the inspection evidence of clearing and rough cutting right-of-ways on adjacent land was noticed. It appears that roads are being developed. BOE-89-016-LO PETITIONER: Geraldine I. Hankey PARCEL NUMBER: 954-900-010 On August 14, 1989 at 10:45 a.m. the Board of Equalization and the Deputy Assessor conducted an on-site review of this land only BOE MINUTES OF SEPTRMBER 1, 198~ Page: 4 appeal. The petitioner requested a drop in valuation from $9,500 to $3;500 due to this land being considered recreational and because water is not available. The inspection showed that scrub needs to be cleared. Access is from a County road which has just been resurfaced. Water has been acquired from a source by properties in the area. The information provided by the Assessor showed recent sales of this development, some of the sales being as high as $15,000 a lot. Vice-Chairman Douglas moved to sustain the valuation at $9,500 as the market sales information does not present recent sales below this valuation. Chairman Dalgleish seconded the motion which passed unanimously. BOE-89-017-LO PETITIONER: Geraldine I. Chairman Dalgleish seconded the motion which passed unanimously. BOE-89-037-LO PETITIONER: David L. Green PARCEL NUMBER: 001-104-003 On August 16, 1989 at 9:15 a.m. the Board of Equalization and the Deputy Assessor conducted an on-site review of this land only appeal. The inspection of this parcel revealed an excellent marine view of Port Townsend Bay and the Cascades. Although it is an oddly shaped parcel; it is large enough to build on. The Assessor based the valuation on an acreage building site at $30,000 and <3djllsted it TO +25 peT cent dlle to an exceedingly fine view and then lowered it -20 percent due to limited access and the shape of the parcel. T.he net value is $31,500. Based on adjacent parcels it appears that the valuation is equitable. Vice-Chairman Douglas moved to sustain the valuation of this parcel in the amount of $31,500. Chairman Dalgleish seconded the motion which passed unanimously. BOE-89-038-LO PETITIONER: David L. Green PARCEL NUMBER: 948-324-803 On August 16~ 1989 at 9:15 a.m. the Board of Equalization and the Deputy Assessor conducted an on-site review of this land only appeal. The Assessor provided information which indicated that the square footage has been enhanced since the 1985 and 1989 evaJ1J.atj,ons. The 'ValTI€ currently found to be the squ.are footage; from the legal descriptions, is 4,64 lots at $7,500 a lot for a totaj valuation of $34;800~ This valuation appears consistent with lot values to the north and south, Vice-Chairman Douglas moved to sustain the valuation of this parcel in the amount of $34,800. Chairman Dalgleish seconded the motion which passed unanimously. BOE-89-036-R PETITIONER: David L. Green PARCEL NUMBER: 948-324-701 On August 16, 1989 at 9:15 a.m. the Board of Equalization and the Deputy Assessor conducted an on-site review of this appeal on land and improvements, The petitioner requested a reduction of total valuation from $389;265 to $388;495. The improvements consist of a victorian home; a carriage house and a guest house. The total compound: including the improvements and added parcels; is $350;000. Comparables were presented which supported the current valuation. . .
