DE LEO CHAIRMAN VICE-CHAIRMAN MEMBER ALTERNATE M I NUT E S SEPTEMBER 6, 1989 The Board of Equalization convened at 9:00 a.m. with Chairman A.C. Dalgleish and Vice-Chairman David G. Douglas present. Member Archie Barber, Jr. and Clerk Dierdrei Keegan-Whiteford were absent. The Board dispensed with the reading of the Minutes of previous meetings at this time. DETERMINATIONS BOE-89-028-LO PETITIONER: Pamela Rondeau PARCEL NUMBER: 948-305-102 On August 16, 1989 at 9:50 a.m. the Board of Equalization and the Deputy Assessor conducted an on-site inspection of this land only appeal. The petitioner requested a reduction from $26,000 to $19,000 based on there not being any utility service connections. Pamela Rondeau received this property as a gift on November 30, 1987. Vice-Chairman Douglas moved to sustain the valuation of $26,000 as the comparables were of similar value, there is timber on the property, the utilities are within 150 feet, and there is an excellent view from the property. Chairman Dalgleish seconded the motion which passed unanimously. BOR MINUTES OF SEPTEMBER 6, 1989 Page: 2 BOE-89-019-R PETITIONER: Ivan crutcher PARCEL NUMBER: 948-305-501 On August 16, 1989 at 1:15 p.m. the Board of Equalization and the Deputy Assessor conducted an on-site inspection of this appeal. The petitioner requested a reduction of valuation from $77,915 to $75,500 in improvements. The land, which is valued at $34,500 was not under appeal. Vice-Chairman Douglas moved to sustain the assessed valuation of $77,915 in improvements and $34,500 for land for a total valuation of $112,415. The comparables presented substantiated the value. The improvements inspection of the two buildings showed no justification for changing their valuation. Chairman Dalgleish seconded the motion which passed unanimously. BOE-89-020-LO PETITIONER: Ivan Crutcher PARCEL NUMBER: 948-305-001 On August 16, 1989 at 1:30 p.m. the Board of Equalization and the Deputy Assessor conducted an on-site inspection of this appeal. The petitioner requested a reduction of valuation on this land from $77,000 to $56,000. The petitioner felt that the $21,000 reduction would compensate for access problems due to street sizes. It was noted that there weren't any sales in the immediate area. Vice-Chairman Douglas moved to sustain the assessed valuation of $77,000 as the parcel does have a limited view of the city, and the comparables in the immediate area are similarly valued. Chairman Dalgleish seconded the motion which passed unanimously. BOE-89-021-R PETITIONER: Edna M. Graff PARCEL NUMBER: 981-600-901 On August 14, 1989 at 12:45 p.m. the Board of Equalization and the Deputy Assessor conducted an on-site inspection of this appeal. The petitioner requested a reduction of valuation on the improvements from $6,265 to between $1,500 and $2,000. Chairman Dalgleish moved to reduce the valuation of the replacement cost ($8,665) by 80% on the improvements while sustaining the $4,000 land value. He based this motion on the house being dilapidated as it isn't any more than the "shell" of a shack. Vice-Chairman Douglas seconded the motion which carried by unanimous vote. The adjusted valuation is $1,750 for improvements plus $4,000 on land for a total valuation of $5,750. BOE ~INUTRS OF SEPTEMBER 6, 1989 Page: 3 BOE-89-014-R PETITIONER: Ronald Schuttie PARCEL NUMBER: 987-001-102 On August 21, 1989 at 9:35 a.m. the Board of Equalization and the Deputy Assessor conducted an on-site inspection of this appeal. The petitioner requested a reduction of va1uation on the land from $3,750 to $2,185 (the previous valuation) as the parcel is land locked. The land lock was caused by the vacation of a street and alley in 1945. Vice-Chairman Douglas moved to reduce the land valuation (2 lots at $2,500) by 40% for a total valuation of $3,000 as the inspection findings concurred that the parcel was land locked; it is in the middle of a large pasture. Chairman Dalgleish seconded the motion which passed unanimously. BOE-89-033-LO PETITIONER: Angelo Zamperin PARCEL NUMBER: 948-315-101 On August 16, 1989 at 10:15 a.m. the Board of Equa1ization and the Deputy Assessor conducted an on-site inspection of this appeal and the comparables presented by the Assessor's office. The petitioner requested that the land be reduced from $28,000 to $24,000. The pasture land is zoned as sing1e family residential use and there is a sewer to the northeast corner of the parcel. The petitioner felt that a 16% increase over 1988's valuation is too high, considering usage and lack of improvements. Vice-Chairman Douglas moved to sustain the eight 10ts at $3,500 per lot for a total valuation of $28,000. This motion was based on comparable lots being valued between $4,000 and $6,000. There are also four building sites with a partial view of the Cascades and Admiralty Inlet. Chairman Dalgleish seconded the motion which passed unanimously. BOE-89-034-R PETITIONER: Angelo Zamperin PARCEL NUMBER: 948-332-901 On August 16, 1989 at 10:25 a.m. the Board of Equalization and the Deputy Assessor conducted an on-site inspection of this appea1. The petitioner requested a drop in valuation on 1and from $45,640 to $38,800 and on improvements from $50,880 to $36,400. The assessed valuation is $96,520 and the requested reduced valuation is $75,200, a difference of $21,320. The petitioner purchased the 4.96 acres in 1966 and the house is rented for $450 a month. The basis for appeal is that the valuation was raised 25% since the 1988 revaluation, and there have been no improvements since that time. . BOE MINUTES OF SEPTEMBER 6, 1989 Page: 4 Vice-Chairman Douglas moved to sustain the total valuation of $96,520 as the valuation was established by neighborhood and land use codes which were consistent with other properties in the area (land being 4.96 acres at $10,000 an acre plus the site improvement of $1.000). Extensive information was presented by the Assessor to substantiate the values of both land and improvements. Chairman Dalgleish seconded the motion which passed unanimously. BOE-030-R PETITIONER: M. Jeanne Meacham (Frye) PARCEL NUMBER: 988-801-705 On August 18, 1989 at 10:07 a.m. the Board of Equalization and the Deputy Assessor conducted an on-site inspection of this appeal. The petitioner requested a drop in valuation on land from $27,000 to $10,000 with no change in improvement valuation. The petitioner contends that the parcel doesn't have a marine view. The inspection revealed that the deck opposite the living and dining area has a 15 to 20 degree view of Admiralty Inlet and an 80 percent view of the Cascades and Whidby Island. It was noted that Mr. Frye stated at the inspection that he made an error on the petition. He meant the adjustment in valuation to be $10,000 a lot for a reduction in land valuation to $21,000. Vice-Chairman Douglas moved to sustain the valuation of the land at $27,000 and the improvements at $66,185 for a total of $93,185 as the comparables justify the valuation and a view of the Cascades and Whidby Island does exist. Chairman Dalgleish seconded the motion which passed unanimously. EQUALIZATIONS After research, Vice-Chairman Douglas provided the Board with information that required equalization of parcels that were not under appeal this year. The action covers four parcels of land in an area off of Highway 104. The Board approved a reduction in land value on Tax Lot 5, Section 15, Township 28, Range 1 West (Note: Petition Number BOE-89-008-LO) which then necessitated the Board consider equalizing the similar 8 acre lots in the vicinity. Board of Equalization numbers have been assigned below. BOE-89-050-LO OWNER: GOODRICH PARCEL NUMBER: 801-153-005 Vice-Chairman Douglas moved to reduce the valuation from $20,000 to $16,000. Chairman Dalgleish seconded the motion, which passed unanimously. . BOE MINUTES OF SEPTEMBER 0, 1989 Page: 5 BOE-89-051-LO OWNER: GOODRICH PARCEL NUMBER: 801-153-006 Vice-Chairman Douglas moved to reduce the valuation from $20,000 to $16,000. Chairman Dalgleish seconded the motion which passed unanimously. BOE-89-049-R OWNER: KUCHEA PARCEL NUMBER: 801-153-003 Vice-Chairman Douglas moved that the improvement value be sustained at $7,305 and the land value be reduced from $20,500 to $17,000 for a total valuation of $24,305. Chairman Dalgleish seconded the motion which passed by unanimous vote. BOE-89-052-R OWNER: OWERS PARCEL NUMBER: 801-153-007 Vice-Chairman Douglas moved that the improvement value of $7,110 be sustained and the land value be reduced from $20,500 to $17,000 for a total valuation of $24,110. Chairman Dalgleish seconded the motion which carried by unanimous vote. OTHER BUSINESS OF THE BOARD There being no further business before the Board, the Board adjourned until September 11, 1989.
