The Board of Equalization convened at 9:00 a.m. with Chairman A.C.
Dalgleish, Vice-Chairman David G. Douglas, Member Archie Barber,
Jr. and Clerk Dierdrei Keegan-Whiteford present. The Board
dispensed with the reading of the Minutes of previous meetings at
this time.

PETITIONERS: Sandra and Philip Johnson
PARCEL NUMBER: 984-901-902
On the afternoon of August 18, 1989 the Board of Equalization and
the Deputy Assessor conducted an on-site inspection of this
property. The petitioner requested a reduction from $85,560 to
$75,285 total valuation. The basis of the request was that the
petitioners are constructing the building out of used materials
during their spare time; that the building is incomplete; and that
the valuation being raised by $10,875 in one year was questionable.
Vice-Chairman Douglas moved to sustain the land at $21,400 and
the improvements at $64,160 for a total valuation of $85,560.
This motion was based on a review of notes, comparables, and the
inspection data. Chairman Dalgleish seconded the motion which
passed unanimously.

On the afternoon of August 18, 1989 the Board of Equalization and
the Deputy Assessor conducted an on-site inspection of this
property. The petitioner requested a reduction from $20,400 to
$18,000 based on the purchase price of $18,000 in 1987.

On August 18, 1989 at 2:00 p.m. the Board of Equalization and the
Deputy Assessor conducted an on-site inspection of this residential
appeal. The petitioners sought a reduction of land value from
$17,625 to $10,500 and from $46,680 to $23,792 on improvements.
Judith Skeen was present at the July 31, 1989 hearing to supply the
Board with an extensive list of reasons for the requested equaliza-
tion. Two of the reasons presented were that the revaluation was a
41 percent increase over the previous valuation and that the basis
of valuation was not consistent with Marshall & Swift.

Vice-Chairman Douglas moved to sustain the valuation of $17,625
for land and $46,680 in improvements for a total valuation of
$64,305. He supported this determination because (1) the appeal
claims that the land is over-valued by $7,125 but at the
inspection a sweeping view of the Olympics as well as a partial
view of the Bay was noted; and (2) the appeal claims that the
building is over-valued because of its age, but it was noted that
although there is some loss of the view due to construction of a
house next to it, positive factors are a garage that's been
converted into a den/office, extensive interior refinishing
improvements, and double pane windows. The opinion of the Board
is that the age of the residence is tempered with the fact that
considerable work has been completed to improve this property.
Member Archie Barber, Jr. seconded the motion which passed
unanimously.
OTHER BUSINESS OF THE BOARD
There being no further business before the 1989 Board of
Equalization, the Board adjourned to reconvene the 1988 Board of
Equalization to determine the Orders of the Board on the property
appeals that arrived in January 1989 for the year 1988.
