SEPTEMBER 12, 1989
The Reconvened Board of Equalization reviewed and made
determinations on the petitions filed in January 1989 for
the year 1988. Chairman A.C. Dalgleish, Vice-Chairman David G.
Douglas, Member Archie Barber, Jr. and Clerk Dierdrei Keegan-
Whiteford were present. The Board dispensed with the reading of
the Minutes of previous meetings at this time.

PARCEL NUMBER: 002-331-038
On August 21, 1989 at 11:00 a.m. the Board of Equalization and the
Deputy Assessor conducted an on-site review of this land only
appeal. The Petitioner requested that this parcel be based on
$5,000 an acre. The Assessor based the valuation on $7,000 an
acre.
Vice-Chairman Douglas moved to sustain the assessed valuation of
$17,640 at $7,000 an acre after inspecting the land. It was
noted that there is an excellent view of the San Juan Islands,
Discovery Bay, and Protection Island from this buildable
property. Member Archie Barber, Jr. seconded the motion which
passed by unanimous vote.

On August 21, 1989 the Board of Equalization and the Deputy
Assessor conducted an on-site review of this land only appeal. The
Petitioner requested that this 2.27 acre parcel be based on $5,000
an acre instead of the $7,000 an acre valuation currently assessed.
The total valuation is $15,890.
Vice-Chairman Douglas moved to sustain the assessed valuation of
$15,890 at $7,000 an acre after inspecting the land. It was
noted that there is a view of the San Juan Islands and Discovery
Bay. Member Archie Barber, Jr. seconded the motion which passed
unanimously.

On August 21, 1989 the Board of Equalization and the Deputy
Assessor conducted an on-site review of this land only appeal
within Levine Short Plat No. One. The Petitioner would like the
assessed valuation based on $5,000 an acre instead of $7,000 an
acre.
Vice-Chairman Douglas moved to sustain the valuation of this 2.47
acre parcel at $17,290. It was noted that the land was buildable
and that the Assessor's camparables were considered in this
decision. Member Archie Barber, Jr. seconded the motion which
passed unanimously.

On August 21, 1989 the Board of Equalization and the Deputy
Assessor conducted an on-site review of this land only appeal.
This 2.25 acre parcel is currently valued at $15,750 which is
$7,000 an acre. The Petitioner would like the valuation based on
$5,000 an acre.
Vice-Chairman Douglas moved to sustain the valuation of $15,750
based on the terrain and view of the lot. Chairman Dalgleish
seconded the motion which passed by unanimous vote.

On August 21, 1989 the Board of Equalization and the Deputy
Assessor conducted an on-site review of this land only appeal. The
Petitioner took the value of the parcel ($12,500) and divided it by

what he believed to be 1.4 acres and came up with a figure of
$8,900 an acre. He was seeking a reduction based on $4,000 an
acre. The Assessor reported that the smaller lots were treated as
sites and are valued at $12,500 per site.
Vice-Chairman Douglas moved to sustain the assessed valuation at
$12,500 on the basis of being equitable. Chairman Dalgleish
seconded the motion which passed unanimously.

On August 21, 1989 the Board of Equalization and the Deputy
Assessor conducted an on-site review of this land only appeal. The
Petitioner wanted a reduction from $12,500 to $3,850 ($3,500 an
acre) for this 1.11 acre site. It was noted that the Petitioner
thought the parcel was based on $11,364 an acre, where in fact it
was assessed as a site under Land Code 1035 for $12,500.
Vice-Chairman Douglas moved to sustain the assessed valuation at
$12,500 on the basis of being equitable. Member Archie Barber,
Jr. seconded the motion which passed unanimously.

On August 21, 1989 the Board of Equalization and the Deputy
Assessor conducted an on-site review of this land only appeal in
Levine Short Plat No. Two. The Petitioner interprRted the $13,090
valuation on this land as being $6,889 an acre. He requested a
reduction based on $5,000 an acre. The Assessor indicated that
this 1.87 acre parcel is assessed under Land Code 4091 at $7,000
per acre.
