After a day of on-site inspections the Board of Equalization
convened with Chairman A.C. Dalgleish, Vice-Chairman David G.
Douglas, Member Archie Barber, Jr. and Clerk Dierdrei Keegan
present. The Board dispensed with the reading of the Minutes of
previous meetings at this time.
CERTIFICATION OF 1990 TAX ROLLS
Jefferson County Assessor, Jack Westerman III, appeared before the
Board to present the Assessor's certificate of Assessment Rolls to
County Board of Equalization dated August 6, 1990. Jack Westerman
informed the Board that this certification includes the value as of
the time the County closed the tax rolls, but it does not include
all the New Construction which will be completed by statute as of
August 30, 1990 (except the City of Port Townsend which was
completed early and Brinnon and Quilcene which were picked up from
September 1989 through May 30, 1990). He stated that we will have
New Construction in the West End, Chimacum, and Discovery Bay areas
as well as changes from the Board of Equalization, the state Public
assessed Public utilities, Senior citizen changes, late Personal
Property listings, septic denials, properties converting from Open
Space or Designated Forest Land, and administrative changes. These
modifications, which are tracked, will be included in the Manifest
Errors Board prior to the finalization of the 1990 Assessment Roll
for setting the levies for the 1991 taxes.

Mr. Westerman pointed out that the certification was subscribed and
sworn to before the AUditor, Mary Gaboury, on August 6, 1990 at
which time it was signed. He has sent a copy to the Department of
Revenue as required.

Vice-Chairman Douglas moved to accept the Assessor's certificate of
Assessment Rolls to County Board of Equalization as presented:

unanimous vote.
