DE LEO CHAIRMAN VICE-CHAIRMAN MEMBER ALTERNATE MINUTES OCT 0 B E R 3 1, 1 9 9 0 The Board of Equalization convened at 9:00 a.m. with Chairman A.c. Dalgleish, Vice- Chairman David G. Douglas, Member Archie Barber, Jr. and Clerk Dierdrei Keegan present. It was noted that the purpose of this meeting is to provide determinations regarding the parcels under appeal for the assessment year of 1990. The Board dispensed with the Minutes of previous meetings at this time and proceeded with the Determinations. DETERMINATIONS Donley Jordan BOE: 90-004-R PN: 001 073 003 The Minutes of July 19, 1990 show the facts presented to the Board. Available data was reviewed and the Board noted that an on-site inspection was held on August 10, 1990 and the Deputy Assessor was present. Board of Equalization: Minutes of October 31, 1990 DETERMINATIONS Page: 2 MOTION Vice-Chairman Douglas moved to reduce the land valuation by $1,000 (from $7,100 to $6,100) as there isn't any access to water and the parcel is divided into two portions by Luck Road. The motion included the improvements being sustained at $6,930 for a total adjusted valuation of $13,030. Member Archie Barber, Jr., seconded the motion which carried by unanimous vote. Available data was reviewed and the Board noted that an on-site inspection was held on August 13, 1990 at 1:00 p.m. Vice-Chairman Douglas perused the land with a member of the Faith Farm, Diana Frantz. MOTION Vice-Chairman Douglas moved to sustain the valuation on Parcel Number 802 253 006. Member Archie Barber, Jr., seconded the motion which carried by unanimous vote. The justification for sustaining valuation on this parcel is that it already received a 40% reduction due to wet lands and that it is comparable to properties presented by the Assessor. Available data was reviewed and the Board noted that an on-site inspection was held on August 13, 1990 at 1:00 p.m. Vice-Chairman Douglas perused the land with a member of the Faith Farm, Diana Frantz. MOTION Vice-Chairman Douglas moved that the land value of $32,530 be sustained (20.02 acres times $2,500 = $50,050.00 x 60% as -40% reduction for wet lands = $30,030.00 plus $2,500 for one improved acre equalling $32,530) and that the valuation of the improvements (barn) be raised from $2,000 to $5,000 to reflect the true value as requested by the petitioner during testimony. Available data was reviewed and the Board noted that an on-site inspection was held on August 13, 1990 at 1:00 p.m. Vice-Chairman Douglas perused the land with a member of the Faith Farm, Diana Frantz. Vice Chairman Douglas noted that neither Diana Frantz, the Assessor, nor he were able to determine the exact location of the property due to the lack of survey information. MOTION Vice-Chairman Douglas stated that taking into considera- tion that the valuation as provided by the Assessor is based on $2,500 an acre with a -40% reduction for wet land, he moved to sustain the land value of $21,750. Available data was reviewed and the Board noted that an on-site inspection was held on August 13, 1990 at 1:00 p.m. Vice-Chairman Douglas perused the land with a member of the Faith Farm, Diana Frantz. MOTION Vice-Chairman Douglas stated that in view of the inspec- tion revealing this parcel to be in the central area of the parcels in question and that there isn't any evidence of wet lands, he moved to sustain the land valuation of $2,500 an acre, without reductions, for a total of $33,750. Raiguel BOE: 90-006-R PN: 993 800 005 The Minutes of July 19, 1990 show the facts presented to the Board. Available data was reviewed and the Board noted that an on-site inspection was held on August 8, 1990 at 10:12 a.m. MOTION Vice-Chairman Douglas stated that in light of the informa- tion that a contract was awarded to Inline Construction Company of Seattle on June 19, 1990 and that the con- struction of the system started on August 29, 1990 to be completed in 1990, and in recognition of the comparables presented by the Assessor, he moved to sustain the land valuation of $46,000 and the improvement valuation of $60,915 for a total valuation of $106,915. Member Archie Barber, Jr., seconded the motion which carried by un- animous vote. Thomas Berg BOE: 90-007-LO PN: 902 042 025 The Minutes of July 19, 1990 [page 8] and August 17, 1990 [page 19] show the facts presented to the Board. Available data was reviewed and the Board noted that an on-site inspection was held, with Mr. Berg present, on the morning of August 10, 1990. It was noted that the land under appeal is part of a larger acreage on the Clallam and Jefferson County line. MOTION Vice-Chairman Douglas stated that based on the findings of the Assessor and the Petitioner of the valuation set by Clallam County, and having inspected the parcel, he moved to reduce the valuation of the parcel by -40% due to topography, and limitations on utilization of the land due to a stream and road, the reduction to be from $6,500 to $3,900. Member Archie Barber, Jr., seconded the motion which carried by unanimous vote. Available data was reviewed and the Board noted that an on-site inspection was held on August 8, 1990. Mr. Roth was not present. MOTION Vice-Chairman Douglas stated that based on the work sheet (Assessor's Exhibit #2) for the subject parcel, and based on a review of the minutes of the meeting and the data presented by the Assessor, that it would be equitable to assess the land valuation at $2,000 an acre with a .25% reduction for wet lands. He moved to reduce the valua- tion, using this method thereby adjusting the value from $72,275 to $61,950 for 41.3 acres with the improvements on at $3,750 for a total valuation of $65,700. Member Archie Barber, Jr., seconded the motion which carried by un- animous vote. Ronald Roth BOE: 90-014-LO PN: 901 254 004 The Minutes of July 23, 1990 show the facts presented to the Board. Available data was reviewed and the Board noted that an on-site inspection was held on August 8, 1990. Mr. Roth was not present. MOTION Vice-Chairman Douglas moved to establish the acreage as one homesite at $5,000, reduced from $6,400 based on the Assessor's Example #2 and that the site is buildable and without wet lands. Member Archie Barber, Jr., seconded the motion which carried by unanimous vote. Available data was reviewed and the Board noted that an on-site inspection was held on August 8, 1990. Mr. Roth was not present. MOTION Vice-Chairman Douglas stated that in order to be consis- tent with the basis for setting valuations in accordance with the two previous parcels, he moved to establish this 10.69 acre parcel at $2,000 an acre with -25% reduction for wet lands for a total valuation of $16,035. Member Archie Barber, Jr., seconded the motion which carried by unanimous vote. OTHER BUSINESS OF THE BOARD There being no further business before the Board, the meeting adjourned until November 2, 1990 at which time the Board will continue making determinations.
