DE LEO CHAIRMAN VICE-CHAIRMAN MEMBER ALTERNATE MINUTES NOVEMBER 2,1990 The Board of Equalization convened at 9:00 a.m. with Chairman A.C. Dalgleish, Vice- Chairman David G. Douglas, Member Archie Barber, Jr. and Clerk Dierdrei Keegan present. It was noted that the purpose of this meeting is to provide determinations regarding the parcels under appeal for the assessment year of 1990. The Board dispensed with the Minutes of previous meetings at this time and proceeded with the Determinations. DETERMINATIONS Harry L Hendy BOE: 90-018-R PN: 801 033 008 The Minutes of July 23, 1990 show the facts presented to the Board. Available data was reviewed and the Board noted that an on-site inspection was held on August 8, 1990 at 11:30 a.m. and that the Assessor was present. MOTION Vice-Chairman Douglas noted that the inspection of the property revealed that the improvements of this parcel are in poor shape and that the land value is consistent with other properties in the area. He moved to sustain the land valuation at $6,000 and that the improvements be reduced from $10,000 to $5,000 for a new, total, assessed valuation of $11,000. Hendy BOE: 90-019-C PN: 801 102 011 CENTER VALLEY STORE The Minutes of July 23, 1990 show the facts presented to the Board. Available data on this commercial site was reviewed and the Board noted that an on-site inspection was held on August 8, 1990 at 11:30 a.m. and that the Assessor was present. MOTION Vice-Chairman Douglas reported that the Assessor came to the same conclusion at the inspection as the Board. He made a motion to sustain the land at $12,000 and that the improvements be reduced from $39,600 to $17,000 for a total, assessed valuation of $29,000 (reduced from a total valuation of $51,600). Member Archie Barber, Jr., seconded the motion which carried by unanimous vote. Seattle First National Bank Miesen & Associates Bank Improvements & Land BOE: 9O-021-C (a) PN: 989 704 206 The Board noted that the Minutes of August 17, 1990 show the facts presented to the Board. Available data submitted by the Assessor's Office, the State Department of Revenue, and Miesen and Associates (as representatives for Seattle First National Bank), were reviewed and the Board noted that an on-site inspection was not held. MOTION Vice-Chairman Douglas moved to sustain the land valuation on this parcel at $132,000 and that the improvements be reduced from $697,000 to $520,046 as corrected and recom- mended by the Department of Revenue (Exhibit 1). The total recommendation is to reduce the parcel valuation from $829,000 to $657,046. Chairman Dalgleish seconded the motion which carried by unanimous vote. Board of Equalization: Minutes of November 2, 1990 DETERMINATIONS Page: 3 Seattle First National Bank Miesen & Associates 220 front feet improved land (parking Lot) BOE: 90-021-C (b) PN: 989704 203 The Minutes of August 17, 1990 show the facts as presented to the Board by the State Department of Revenue, the County Assessor, and Miesen and Associates (as representatives for Seattle First National Bank). Available data was reviewed and the Board noted that an on-site inspection was not deemed necessary. MOTION Vice-Chairman Douglas explained that the documentation and presentation prepared by Miesen & Associates as exhibits in this appeal indicate the value of this parcel as $132,000, however, the valuation of record in the Assessor's Office indicates the land value as $132,000 with improvements to the land of $15.000 for a total valuation of $147.000. Based on this information, Vice-Chairman Douglas moved to sustain the current valuation of $147,000. Member Archie Barber, Jr., seconded the motion which carried by unanimous vote. Edward W. Anderson Charles Gage BOE: 90-023-LO PN: 712 063 003 The Minutes of September 26, 1990 show the facts presented to the Board regarding this 11.96 acre piece valued at $23,920. Available data was reviewed and the Board noted that an on-site inspection was not held due to the terrain and lack of accessibility to the subject property. MOTION Vice-Chairman Douglas moved that the determination be based on the Assessor's Exhibit Number One, as accepted by the appellants Mr. Anderson and Mr. Gage, with the valuation to be reduced from $23,920 to $8,970 at $750 an acre. Available data was reviewed and the Board noted that an on-site inspection was not held due to the terrain and the lack of accessibility to the subject property. It was recommended by the Assessor and accepted by the Petitioner, at the hearing, that the valuation be reduced from $3,000 to $500 for the site. Vice-Chairman Douglas noted that this appeal was added at the discretion of the Board of Equalization as Mr. Anderson was of the opinion that he was including this parcel in his original appeal, and it was within the boundaries. MOTION Vice-Chairman Douglas moved to reduce the assessed valuation of this unimproved site from $3,000 to $500. Member Archie Barber, Jr., seconded the motion which carried by unanimous vote. Available data was reviewed and the Board noted that an on-site inspection was not held due to the terrain and the lack of accessibility to the subject property. It was recommended by the Assessor and accepted by the Petitioner, at the hearing, that the valuation be reduced from $3,000 to $500 for the site. Available data was reviewed and the Board noted that an on-site inspection was not held due to the terrain and the lack of accessibility to the subject property. It was recommended by the Assessor, at the hearing, that the valuation be reduced from $3,000 to $500 for the site. Vice- Chairman Douglas noted that the property surrounding this parcel has been reduced in a like manner. MOTION Vice-Chairman Douglas moved to reduce the assessed valuation of this unimproved site from $3,000 to $500. Member Archie Barber, Jr., seconded the motion which carried by unanimous vote. APPROVAL OF MINUTES The Minutes of September 26, 1990 were reviewed by the Board. MOTION Vice-Chairman Douglas moved to approve the Minutes of September 26, 1990 with changes as indicated on page three.
