The Board of Equalization convened at 9:00 a.m. with Chairman A.c. Dalgleish, Vice-
Chairman David G. Douglas, Member Archie Barber, Jr. and Clerk Dierdrei Keegan
present. It was noted that the purpose of this meeting is to provide determinations
regarding the parcels under appeal for the assessment year of 1990. The Board dispensed
with the Minutes of previous meetings at this time and proceeded with the Determinations.
CORRECTION TO NOVEMBER 2,1990 MINUTES

Chairman Dalgleish noted that a correction to a Motion of the Board regarding the Seattle
First National Bank appeal is necessary. The original motion occurred in the Minutes of
November 2, 1990.
CORRECTED MOTION
Vice-Chairman Douglas moved to sustain the land valuation on this
parcel at $132,000 and that the improvements be reduced from $697,000
to $510,046 as corrected and recommended by the Department of
Revenue (Exhibit 1). The total recommendation is to reduce the parcel
valuation from $829,000 to $642,046. Member Archie Barber, Jr.,
seconded the motion which carried by unanimous vote. The correction
removes $15.000 in improvements which were attached to this parcel in
error.
Clerk Keegan was instructed to provide the corrected notice in lieu of the notice dated
November 2, 1990.

Vice-Chairman Douglas noted that as of October 4, 1990, Assessment Operations Manager
Jeff Chapman wrote a letter regarding Mr. Fettig's request for an exemption in 1989. In
this letter, Mr. Fettig was denied a 1989 exemption due to his 1988 income being too high.
Mr. Fettig believes his 1989 exemption should be based on 1989 income.
Mr. Fettig is appealing the denial for a Senior Citizen Exemption for 1989, although he
has not complied with the Revised Code of Washington (RCW) 84.36.383 by submitting
adequate data specific to 1988 income verification. It was noted that Clerk Keegan wrote
a letter to Mr. Fettig (November 5, 1990) requesting adequate hearing information. The
Board is postponing a hearing on this petition until the information is received.

was reviewed and the Board noted that an on-site inspection was held on October 29, 1990
at noon with the Deputy Assessor. Both the exterior and interior of the residence were
viewed.
MOTION
Vice-Chairman Douglas moved that since there is no clear
and cogent evidence that an error was made by the
Assessor, that the value for the land be sustained at $6,000
and the improvements be sustained at $31,030 for a total
sustained valuation of $37,030. Member Archie Barber,
Jr., seconded the motion, commenting that the valuation
appears to be consistent with the market value. The
motion carried by unanimous vote.

was reviewed and the Board noted that an on-site inspection was held on October 19, 1990
along with the Deputy Assessor.
MOTION
Vice-Chairman Douglas moved that as a result of the field
inspection it was determined that the previous assessment
was too high on the correct building, thus the improve-
ments are to be reduced from $1,215 to $300 with the land
valuation being lowered from $8,925 to $5,250 based on
comparable properties for a total reduced valuation of
$5,550 on this parcel. Member Archie Barber, Jr.,
seconded the motion which carried by unanimous vote.

MOTION
Vice-Chairman Douglas moved that the assessed valuation
be sustained based on fmdings that the petitioner did not
provide clear and cogent evidence that the assessed valua-
tion is incorrect on this l/5th undivided interest, and that
the Assessor provided evidence that this valuation is com-
parable to like properties substantiating the valuation of
$35,190. Member Archie Barber, Jr., seconded the motion
which carried by unanimous vote.

MOTION
Vice-Chairman Douglas moved that the assessed valuation
be sustained based on findings that the petitioner did not
provide clear and cogent evidence that the assessed valua-
tion is incorrect on this 3/5th undivided interest, and that
the Assessor provided evidence that this valuation is com-
parable to like properties substantiating the valuation of
$105,575. Member Archie Barber, Jr., seconded the
motion which carried by unanimous vote.

was reviewed and the Board noted that an on-site inspection was held on October 29,
1990, with the Deputy Assessor, for the subject property and those adjoining to the North
and South (Fulton and Strong).
MOTION
Vice-Chairman Douglas moved to sustain the improvements
on this property while adjusting the land valuation based
on the adjacent parcel to the North being comparable in
front footage and that adjustments for excess tidelands and
topography be -20 percent. Member Archie Barber, Jr.,
seconded the motion which carried by unanimous vote, the
improvements remaining at $19,120 and the land being
reduced from $124,060 to $100,640 for a total assessed
valuation of $119,760.

from $164,700 to $147,825 based on $700 a front foot,
noting that at the field inspection it was confIrmed that
there is 50 feet less low bank than was used in the
assessment process. Member Archie Barber, Jr., seconded
the motion which carried by unanimous vote.
