DE LEO CHAIRMAN VICE-CHAIRMAN MEMBER ALTERNATE MINUTES N 0 V E M B E R 2 1, 1 9 9 0 The Board of Equalization convened at 9:00 a.m. with Chairman A.c. Dalgleish, Vice- Chairman David G. Douglas, Member Archie Barber, Jr. and Clerk Dierdrei Keegan present. It was noted that the purpose of this meeting is to provide determinations regarding the parcels under appeal for the assessment year of 1990. The Board dispensed with the Minutes of previous meetings at this time and proceeded with the Determinations. DETERMINATIONS Frederic C. Helm BOE: 90-055-R PN: 601 074 003 The Minutes of October 3, 1990 show the facts as presented to the Board. Available data was reviewed and the Board noted that an on-site inspection was held on October 22, 1990 with the Deputy Assessor present. MOTION Vice-Chairman Douglas moved to sustain the valuation of the land at $70,620 and the improvements at $77,520 for a total of $148,140 based on the comparables presented by the Assessor, the information presented at the hearing, and the on-site inspection of the land and residence. Helm BOE: 90-056-R PN: 601 074 023 The Minutes of October 3, 1990 show the facts presented to the Board. Available data was reviewed and the Board noted that an on-site inspection was held on October 22, 1990 with the Deputy Assessor present. MOTION Vice-Chairman Douglas moved to sustain the valuation of the land at $57,600 and the improvements at $14,620 for a total of $72,220 based on there being no clear and cogent reason for changing the assessed valuation. Member Archie Barber, Jr., seconded the motion which carried by unanimous vote. Gordon R. Available data was reviewed and the Board noted that an on-site inspection was held on October 22, 1990 with the Deputy Assessor. MOTION Vice-Chairman Douglas moved to sustain the land at $21,750 and the improvements (stairs) at $250 for a total of $23,000 based on a review of the comparables and the on-site inspection of this recreational site. Member Archie Barber, Jr., seconded the motion which carried by unanimous vote. Norman Griswold BOE: 90-071-R PN: 936 000 114 Lot 14 The Minutes of October 10, 1990 show the facts as presented to the Board. Available data was reviewed and the Board noted that an on-site inspection was held on October 22, 1990 with the Deputy Assessor present. MOTION Vice-Chairman Douglas moved to reduce the land valuation (including site improvements) from $17,250 to $15,000, based on comparable sales information as provided by the Assessor's Office, and to sustain the improvement valuation at $46,920 for a total of $61,920. Vice-Chairman Douglas noted that the Assessment Opera- tions Manager, Jeff Chapman, of the Assessor's Office, recommended that Lots 13, 15, 16, 17, and 18 in Block 1 of Brinnonwold should have the land values adjusted accordingly. Available data was reviewed and the Board noted that an on-site inspection was held on October 24, 1990 with the Deputy Assessor present. MOTION Vice-Chairman Douglas moved to sustain the land value at $5,500 and to reduce the improvements from $3,395 to $500 for a total valuation of $6,000 based on a field inspection of the improvements and the recommendation of the Assessor. Member Archie Barber, Jr., seconded the motion which carried by unanimous vote. Available data was reviewed and the Board noted that an on-site inspection was held on October 19, 1990 at 10:05 a.m. with Deputy Assessor Bob Shold present in lieu of Deputy Assessor Robert Kingsley. Board of Equalization: Minutes of November 21, 1990 DETERMINATIONS Page: 6 MOTION Vice-Chairman Douglas moved to sustain the land value at $56,000 and the improvement value at $357,370 for a total sustained valuation of $413,370 based on the review of the site and the computer fieldsheet, there being no clear, cogent, convincing evidence presented that the valuation is grossly inequitable, excessive, or made on a fundamentally wrong basis. Member Archie Barber, Jr., seconded the motion which carried by unanimous vote. OTHER BUSINESS OF THE BOARD There being no further business before the Board, the meeting adjourned until the month of December, at which time the Board will conduct further hearings and determinations.
