(FOR THE YEAR 1990 IN 1991)

Chairman Dalgleish noted that the State Legislature started calling the Assessor's and
Treasurer's June amI November Boards the Manifest Boards. He referred to the Revised
Code of Washintdon 84.48JJ65 which was enacted during the 1988 legislative session.
This RCW governs the cancellations, and corrertions of erroneous assessments which do
not involve a revaluation of property. These Boards may be held at any time during the
year.
TREASURER'S MANIFEST BOARD
The Board of Equalization convened at 10:00 a.m. with Chairman A.C. Dalgleish,
Member Archie Barber, Jr. and Clerk Dierdrei L. Keegan present. Vice-Chairman
Douglas was absent.
The Treasurer's Office was represented by Treasurer IIa Mikkelsen, and Office
Supervisor, Janet Holbrook. A presentation of the changes which have been cancelled
and supplemented to the 1990 tax roll was given and a written data report was
provided. The Real Property Tax Reductions were $46,928.51 and the Personal Property
Tax Reductions were $15,686.04 for a Total Reduction of $62,614.55. The Real Property
Tax Additions were $73,517.94 and the Personal Property Tax Additions were $1,950.19
and Compensating, Open Space & Current Use Tax Additions of $339,882.43 for Total
Additions of $415,350.56. See altiu:hed Report.

MOTION
Member Arc:hie Barber, Jr. moved to acc:ept the Treasurer's
Manifest as presented. Chairman Dalgleish sec:onded the motion
which c:arried by unanimous vote, noting that if any details were
needed later, the Board wonld contact Ila Mikkelsen.
ASSESSOR'S MANIFEST BOARD
The Board of Equalization convened at 11:30 a.m. with Chairman A.C. Dalgleish,
Member Archie Barber, Jr. and Clerk Dierdrei L. Keegan present. Member Archie
Barber, Jr. left for half an hour during the presentation but was present at the
beginning and the end of the meeting, and for the Motion of the Board. Vic:e-Chairman
Douglas was absent.
The Assessor's Offic:e was represented by Assessor Jack Westerman III, Property Data
Technician Sherrie Rosbach, and Assessment Operations Manager Jeff Chapman. A
presentation of the adjustments to be made to the 1990 assessment rolls for taxes
payable in 1991 was made along with the written data report. It was noted that the
Assessor's Office broke down the effect, parcel by parcel, which the Board of
Equalization had on the 1990 assessed valuations. The assessed valuation of the property
appealed to the Board was $2,441,700 and the reductions granted by the Board of
Equalization were $462,705 for a total adjusted assessed valuation of $1,978,995. The
changes to the Assessed value of Jefferson County Preliminary Dated September 14, 1990
are listed below:

MOTION
Chairman Dalgleish called for the motion of the Board. Member
Ardde Barber, Jr. moved to accept the Assessor's Manifest Board as
presented. Chairman Dalgleish seconded the motion which carried
by unanimous vote, noting that if there are any further questions
Jack Westerman ill will be contacted.
Chairman Dalgleish explained that Vice-Chairman Douglas will be given the opportunity
to review the information presented by the Treasurer and Assessor.
OTHJ<.:R BUSINESS OF THE BOARD
There being no further business before the Board, the Manifest Board Meetings were
adjourned.
