DE LEO CHAIRMAN VICE-CHAIRMAN MEMBER ALTERNATE MINUTES A U GUS T 0 1, 1 9 9 1 The Board of Equalization convened at 9:00 a.m. with acting Chairman Archie Barber, Jr., Vice-Chairman David G. Douglas, Alternate Member James A. DeLeo, and Clerk Dierdrei Keegan present. Chairman Dalgleish was absent for medical reasons. CONVENING 1991 HEARINGS Acting Chairman Archie Barber, Jr., officially convened the 1991 Board of Equalization for property hearings for the 1992 tax year. He noted that the Board had met on July 11, 15, and 17, 1991 for administrative purposes [brief minutes to be provided]. STRUCTURE OF 1991 BOARD Vice-Chairman Douglas moved that the structure of the 1991 Board of Equalization be sustained as it was in 1990 with A. C. Dalgleish as Chairman, David G. Douglas as Vice- Chairman, James A. DeLeo as Alternate Member, and Archie Barber, Jr., as Member and Administrator of the meetings in the absence of Chairman Dalgleish. Member Archie Barber, Jr., seconded the motion which carried by unanimous vote. SWEARING IN 1991 BOARD Vice-Chairman Douglas noted that Chairman Dalgleish is on a temporary medical leave and that he will be officially sworn in at the first meeting he attends. Clerk Dierdrei Keegan swore in David Douglas, Archie Barber, and James DeLeo for the 1991 Board of Equalization season. . . . EQUALIZATION MINUTES OF AUGUST 1, 1991 REGULATIONS FOR 1991 DUTIES PAGE: 2 Vice-Chairman Douglas explained that at the June 11, 1991 seminar, new regulations pertaining to the duties of the Clerk of the Board were provided which are almost 100 percent in agreement with a comparative document that Clerk Keegan prepared at the Board's direction. The document was prepared at the end of the 1990 Board of Equalization season to establish what the new Department of Revenue rules and regulations are. He noted that the new regulations require additional coordination between the Assessor's Office and the Clerk. Also increased communications between the Clerk, the Assessors, and the Petitioners is needed for the exchange of the information that is used in the hearings of the petitions. The new requirement for notification of the hearings is 15 working days prior to the hearing date. There is a section in the new petition form which indicates whether or not the appellant wants information from the Assessor. If information is requested, it must be provided to the petitioner 10 or more days prior to the hearing. Vice-Chairman Douglas noted that as it is almost impossible to completely comply with this State regulation, if either the assessor or petitioner presents information at the hearing not previously viewed by the other party, an option to continue the hearing is available on request. The Clerk was notified that among other duties, she is to (1) swear in the petitioners and appraisers at each hearing, (2) provide sign in sheets for each hearing, (3) fill out a new form, Board Clerk's Record of Hearing, for every hearing, including the tape numbers and indexes, (4) provide worksheets for board member use, and (5) prepare the Minutes according to the preference of the Board of Equalization and in compliance with the Washington Administrative Code [unless otherwise directed by the Board of Equalization]. PRELIMINARY CERTIFICATION OF THE ASSESSOR'S 1992 TAX ROLLS Assessor Jack Westerman, III and Assessment Operations Manager Jeff Chapman were present. Jack Westerman presented the Assessor's Certificate of Assessment Rolls to County Board of Equalization subscribed and sworn to before the County Auditor. The total county assessed value is $ 1,240,990,600. Assessor Westerman reviewed the taxing district assessed valuations from an attached document titled 1991 Preliminary Valuations Jefferson County and explained that [with the exception of the Chimacum School District] new construction and various adjustments are not included in the values. New Construction changes of value will be mailed out by September 1, 1991. Vice-Chairman Douglas moved to accept the Assessor's assessment roll of $1,240,990,600 as presented. Member Archie Barber seconded the motion which carried by unanimous vote. ASSESSOR'S OFFICE REPRESENTATIVES Vice-Chairman Douglas noted that the Assessor provided an attached list of Assessors and their certification numbers: Bob Shold, Robert Kingsley, Jack Westerman, Jeff Chapman, William Butterfield, and Gayle Petrick. . . . EQUALIZATION MINUTES OF AUGUST 1, 1991 OTHER BUSINESS PAGE: 3 A discussion was held with Jack Westerman and Jeff Chapman regarding the anticipated impacts of the expanded Senior Citizen Exemption program, the data transmittal and tracking, hearing continuations, and a valuation "roll back" to 1985 which is on Initiative 559. Jack Westerman recommended that the appraisers and office staff be sworn in at each hearing along with the petitioners, and that it needs to be clear that the Board of Equalization maintains autonomy from the influence of the Board of Commissioners, the Assessor, and the Petitioner in the performance of it's function. After further discussion regarding equalization, and the demands of the 1991 process, Vice- Chairman Douglas moved to adjourn the meeting until the August 7, 1991 hearings.
