DE LEO CHAIRMAN VICE-CHAIRMAN MEMBER ALTERNATE MINUTES NOVEMBER 26, 1991 The Board of Equalization convened at 9:30 a.m. with Chairman A.c. Dalgleish, Vice- Chairman David G. Douglas, Member Archie Barber, Jr. and Clerk Julie Matthes present. The day was spent in decision making. DETERMINATIONS AIbe E. Ethington BOE:91-045-R PN:921 301 004 The minutes of September 12, 1991 show the facts presented to the Board. Available data was reviewed and the Board noted that an on-site inspection was held on October 18, 1991 and a Deputy Assessor was present. MOTION Vice-Chairman Douglas moved to sustain the land valuation at $26,500 and the improvements at $151,595 for a total valuation of $178,095. Member Archie Barber, Jr. seconded the motion which carried by a unanimous vote. P. W. Trammel, Jr. BOE:91-041-LO PN:900 900 009 The minutes of September 10, 1991 show the facts presented to the Board. Available data was reviewed and the Board noted that an on-site inspection was held on September 23, 1991 and a Deputy Assessor was present. Board of Equalization Minutes: November 26, 1991 Page: 2 MOTION Vice-Chairman Douglas moved to reduce the land valuation from $70,000 to $39,900. The basis for this is that there is an obstructed view of the water from this parceL Member Archie Barber, Jr. seconded the motion which carried by a unanimous vote. Elman T. Available data was reviewed and the Board noted that an on-site inspection was held on September 27, 1991 and a Deputy Assessor was present. MOTION Vice-Chairman Douglas moved to sustain the land valuation at $9,000. This parcel consists of Lot 6 and tidelands in the Killapie Beach Development. The land valuation is comparable to nearby properties with the same characteristics. Member Archie Barber, Jr. seconded the motion which carried by a unanimous vote. Elman T. Available data was reviewed and the Board noted that an on-site inspection was held on September 27, 1991 and a Deputy Assessor was present. MOTION Vice-Chairman Douglas moved to sustain the land valuation at $9,000. The land valuation is comparable to nearby properties with the same characteristics. This parcel consists of Lot 7, adjacent to the lot in the previous determination. Member Archie Barber, Jr. seconded the motion which carried by a unanimous vote. Melvin S. Available data was reviewed and the Board noted that an on-site inspection was held on October 18, 1991 and a Deputy Assessor was present. Board of Equalization Minutes: November 26, 1991 Page: 3 MOTION Vice-Chairman Douglas moved to reduce the land valuation from $4000 to $2,000. Comparable sales of adjoining properties indicate a 50% reduction. This is Tax 30A and the comparables are adjacent to this property. Member Archie Barber, Jr. seconded the motion which carried by a unanimous vote. Jack M. Hansen BOE:91-057-R PN:942 900 805 The minutes of September 18, 1991 show the facts presented to the Board. Available data was reviewed and the Board noted that an on-site inspection was held on October 18, 1991 and a Deputy Assessor was present. MOTION Vice-Chairman Douglas moved to sustain the land valuation at $9,700 and the improvements at $40,530 for a total valuation of $50,230. The land value is consistent with land code 1185 and it is supported by comparables. Member Archie Barber, Jr. seconded the motion which carried by a unanimous vote. Robert P. Smyth BOE:91-051-R PN:901 012 002 The minutes of September 12, 1991 show the facts presented to the Board. Available data was reviewed and the Board noted that an on-site inspection was held on October 18, 1991 and a Deputy Assessor was present. MOTION Vice-Chairman Douglas moved to sustain the land valuation at $2,200. This parcel is 90 feet of tidelands that is 95% under water. It is noted that an application for improvements to this environmentally sensitive parcel was denied by the Shoreline Commission. There is no justification for increasing this valuation. Kurtzo BOE:91-050-LO PN:953 700 423 The minutes of September 12, 1991 show the facts presented to the Board. Available data was reviewed and the Board noted that an on-site inspection was held on October 25, 1991 and a Deputy Assessor was present. MOTION Vice-Chairman Douglas moved to reduce the land valuation from $23,000 to $20,500. The improvements were sustained at $2,500 for a total valuation of $23,000. The basis for the reduction in land valuation is because during the on-site inspection, the Board determined that there was an acre of bog land that was wet year around. Archie Barber, Jr. seconded the motion which carried by a unanimous vote. Herman L. Friesen BOE:91-049-R PN:921 042 023 The minutes of September 12, 1991 show the facts presented to the Board. Available data was reviewed and the Board noted that an on-site inspection was held on October 25, 1991 and a Deputy Assessor was present. MOTION Vice-Chairman Douglas moved to sustain the land valuation at $55,000 and the improvements at $48,695 for a total valuation of $103,695. The value of land code 1535 appears to be appropriate. Archie Barber, Jr. seconded the motion which carried by a unanimous vote. Judith Taylor BOE:91-048-FC PN:821 151 002 The minutes of September 12, 1991 show the facts presented to the Board. Available data was reviewed and the Board noted that an on-site inspection was held on September 23, 1991 and a Deputy Assessor was present. MOTION Vice-Chairman Douglas moved to reduce the land valuation from $107,410 to $107,100. The waterfront part of this property is not impacted by the restrictions of the Tala Point Territory #689. However, an adjustment of 50% is granted on the 6.5 acres (forest classification) that are part of the protected area. The concern of the Board was that the major valuation of this property is the waterfront and access to this portion is not inhibited by the wildlife territory plan.
