The Board of Equalization convened at 9:30 a.m. with Chairman A.c. Dalgleish, Vice-
Chairman David G. Douglas, Member Archie Barber, Jr.and Clerk Julie Matthes present. The
Board dispensed with the reading of the minutes of previous meetings at this time.

The minutes of October 10, 1991 show the facts presented to the Board. Available data was
reviewed and the Board noted that an on-site inspection was held on October 28, 1991 and
a Deputy Assessor was present.
MOTION
Vice-Chairman Douglas moved to reduce the land valuation from $93,800
to $84,420. Ten percent reduction is due to unstable soil designation per
the Jefferson Countv Coastal Zone Atlas. page JEI0. Member Archie
Barber, Jr. seconded the motion which carried by a unanimous vote.

Vice-Chairman Douglas moved to reduce the land valuation from $161,785
to $145,600. Ten percent reduction is due to unstable soil designation per

reviewed and the Board noted that an on-site inspection was held on October 25, 1991 and
a Deputy Assessor was present.
MOTION
Vice-Chairman Douglas moved to sustain the land valuation at $25,500
and to reduce the improvements from $46,340 to $40,055. The total
valuation for this one acre parcel with a residence is reduced from $71,840
to $65,555. The Board decreased the value of the house by 14%, thereby
increasing the depreciation. Member Archie Barber, Jr. seconded the
motion which carried by a unanimous vote.

Vice-Chairman Douglas stated for the record that there are two parts of the original appeal,
PN:921 094 026 which consists of associated general acreage and PN:921 094 001 which
consists of one acre of property and the house. At the October 10, 1991 hearing, Mrs.
Baldwin withdrew her appeal on PN:921 094 026 which is also designated as BOE:91-115-
R (A).
MOTION
Vice-Chairman Douglas moved that petition number BOE:91-115-R (A) be
withdrawn as requested by Mrs. Baldwin at the October 10, 1991 hearing.
Member Archie Barber, Jr. seconded the motion which carried by a
unanimous vote.

The minutes of October 4, 1991 show the facts presented to the Board. Available data was
reviewed and the Board noted that an on-site inspection was held on October 25, 1991 and
a Deputy Assessor was present.
MOTION
Vice-Chairman Douglas moved to sustain the land valuation at $51,000 and
to reduce the improvements from $86,690 to $82,350. During the on-site
inspection the Board found that the house is not completed, therefore the
valuation is reduced by 5%. The total valuation is reduced from $137,690
to $133,350. Member Archie Barber, Jr. seconded the motion which
carried by a unanimous vote.

The minutes of October 4, 1991 show the facts presented to the Board. Available data was
reviewed and the Board noted that an on-site inspection was held on October 25, 1991 and
a Deputy Assessor was present.
MOTION
Vice-Chairman Douglas moved to sustain the land valuation at $102,125
and the improvements at $37,005. There was no clear and cogent evidence
that the Assessor's method and computation are in error. The total
valuation is $139,130. Member Archie Barber, Jr. seconded the motion
which carried by a unanimous vote.

The minutes of October 2, 1991 show the facts presented to the Board. Available data was
reviewed and the Board noted that an on-site inspection was held on October 25, 1991 and
a Deputy Assessor was present.
MOTION
Vice-Chairman Douglas moved to sustain the land valuation at $2,410. The
appellant did not present any evidence that the Assessor erred in the land
valuation. Member Archie Barber, Jr. seconded the motion which carried
by a unanimous vote.

The minutes of October 2, 1991 show the facts presented to the Board. Available data was
reviewed and the Board noted that an on-site inspection was held on October 25, 1991 and
a Deputy Assessor was present.
MOTION
Vice-Chairman Douglas moved to sustain the land valuation at $102,010
and the improvements at $15,395 for a total of $117,405. Comparable sales
indicate that the Assessor's land valuation was fair and equitable. Member
Archie Barber, Jr. seconded the motion which carried by a unanimous
vote.

The minutes of September 26, 1991 show the facts presented to the Board. Available data
was reviewed and the Board noted that an on-site inspection was held on October 25, 1991
and a Deputy Assessor was present.
MOTION
Vice-Chairman Douglas moved to sustain the land valuation at $77,000. The
appellant did not present any evidence the Assessor had erred in his land
valuation for that area. Member Archie Barber, Jr. seconded the motion
which carried by a unanimous vote.

The minutes of September 26, 1991 show the facts presented to the Board. Available data
was reviewed and the Board noted that an on-site inspection was held on October 25, 1991
and a Deputy Assessor was present.
MOTION
Vice-Chairman Douglas moved to sustain the land valuation at $81,000 and
the improvements at $10,710 for a total valuation of $91,710. The Assessor
has used the only waterfront land code used in that neighborhood.

unanimous vote.

The minutes of October 17, 1991 show the facts presented to the Board. Available data was
reviewed and the Board noted that an on-site inspection was held on October 25, 1991 and
a Deputy Assessor was present.
MOTION
Vice-Chairman Douglas moved to sustain the land valuation at $316,175
and the improvements at $179,820 for a total valuation of $495,995. The
appellant did not provide any clear and cogent evidence that the Assessor
erred in his valuation. Member Archie Barber, Jr. seconded the motion
which carried by a unanimous vote.
OTHER BUSINESS
Vice-Chairman Douglas stated for the record that the Board made a presentation to Assessor
Westerman expressing concern about land valuations in Port Ludlow. The Assessor reviewed
the information and the Board is in the process of making adjustments on petitions and
equalization adjustments on some properties in that area. Those parcels that are not directly
related to an existing petition will be assigned a petition number beginning at BOE:91-133.
