DE LEO CHAIRMAN VICE-CHAIRMAN MEMBER ALTERNATE MINUTES DECEMBER 12,1991 The Board of Equalization convened at 9:30 a.m. with Chairman A.c. Dalgleish, Vice- Chairman David G. Douglas, Member Archie Barber, Jr.and Clerk Julie Matthes present. The day was spent in decision making on determinations. . DETERMINATIONS Marion K. Lakeness BOE: #91-009-R PN: 801 112 045 The minutes of August 7, 1991 show the facts presented to the Board. Available data was reviewed and the Board noted that an on-site inspection was held on September 5, 1991 and a Deputy Assessor was present. MOTION Vice-Chairman Douglas moved to sustain the land valuation at $11,070. The appellant failed to provide the location of the mobile home and failed to respond to correspondence from the Board dated September 3, 1991 and July 16, 1991. Available data was reviewed and the Board noted that an on-site inspection was held on October 30, 1991 and a Deputy Assessor was present. MOTION Vice-Chairman Douglas moved to sustain the land valuation at $37,500. The appellant has already received a 50% reduction due to utility of the lot and its size. Available data was reviewed and the Board noted that an on-site inspection was held on October 30, 1991 and a Deputy Assessor was present. MOTION Vice-Chairman Douglas moved to sustain the land valuation at $16,500 and the improvements at $42,705 for a total of $59,205. Land value is consistent with Land Code #1286. Available data was reviewed and the Board noted that an on-site inspection was held on October 23, 1991 and a Deputy Assessor was present. MOTION Vice-Chairman Douglas moved to sustain the land valuation at $1,125. The Assessor has already reduced the site valuation by 75% for access and utility of this parcel. Available data was reviewed and the Board noted that an on-site inspection was held on October 23, 1991 and a Deputy Assessor was present. MOTION Vice-Chairman Douglas moved to sustain the land valuation at $3,600. The property has already been reduced 20% for low land or swampy portion. Available data was reviewed and the Board noted that an on-site inspection was held on October 18, 1991 and a Deputy Assessor was present. MOTION Vice-Chairman Douglas moved to sustain the land valuation at $45,000 and the improvements at $27,550 for a total of $72,550. This value of this parcel is sustained for the purpose of equalization and lack of evidence that the Assessor erred in his method of computation. Available data was reviewed and the Board noted that an on-site inspection was held on October 28, 1991 and a Deputy Assessor was present. MOTION Vice-Chairman Douglas moved to sustain the land valuation at $20,375 and the improvements at $43,425 for a total of $63,800. The appellant did not provide any clear, cogent evidence that the Assessor erred in his method of computation. Member Archie Barber, Jr. seconded the motion which carried by a unanimous vote. Board of Equalization Minutes: December 12, 1991 Page: 4 William J. Eldridge BOE: #91-101-R PN: 921 283 006 The minutes of October 4, 1991 show the facts presented to the Board. Available data was reviewed and the Board noted that an on-site inspection was held on October 30, 1991 and a Deputy Assessor was present. MOTION Vice-Chairman Douglas moved to reduce the land valuation from $65,500 to $62,500. The improvements are sustained at $122,770. The total valuation is reduced from $188,270 to $185,270. There is a 5% reduction on the land value of PN: 921 283 006 for lack of depth. Member Archie Barber, Jr. seconded the motion which carried by a unanimous vote. William J. Eldridge BOE: #91.102-R PN: 921 283 001 The minutes of October 4, 1991 show the facts presented to the Board. Available data was reviewed and the Board noted that an on-site inspection was held on October 30, 1991 and a Deputy Assessor was present. MOTION Vice-Chairman Douglas moved to reduce the land valuation from $11,200 to $7,200. The improvements are sustained at $15,850. The total valuation is reduced from $27,050 to $23,050. There is a reduction of $4000 on the land value for lack of water and sewer. Member Archie Barber, Jr. seconded the motion which carried by a unanimous vote. Louis E. Scott BOE: #91-119-LO PN: 990 900 010 The minutes of October 10, 1991 show the facts presented to the Board. Available data was reviewed and the Board noted that an on-site inspection was held on October 15, 1991 and a Deputy Assessor was present. MOTION Vice-Chairman Douglas moved to reduce the land valuation from $70,000 to $38,500. The Assessor's Office concurs with the Board that the land valuation be reduced because of an error in calculation. Member Archie Barber, Jr. seconded the motion which carried by a unanimous vote. Board of Equalization Minutes: December 12, 1991 Page: 5 Chairman Dalgleish established that Mr. Scott wasn't notified of this error earlier this year. Vice-Chairman Douglas commented that this valuation is due to recommended adjustments for equalization on this and other parcels on this road due to topography and road noise on Oak Bay Road. APPROVAL OF MINUTES Chairman Dalgleish noted that the minutes of September 18 and 24, 1991 were read by the Board Members. MOTION Vice-Chairman Douglas moved to approve the Minutes of SEPTEMBER 18, 1991 as presented. Member Archie Barber, Jr. seconded the motion which carried by unanimous vote. MOTION Vice-Chairman Douglas moved to approve the Minutes of SEPTEMBER 24, 1991 as amended. Member Archie Barber, Jr. seconded the motion which carried by unanimous vote.
