DE LEO CHAIRMAN VICE-CHAIRMAN MEMBER ALTERNATE MINUTES DECEMBER 13, 1991 The Board of Equalization convened at 9:00 a.m. with Chairman A.C. Dalgleish, Vice- Chairman David G. Douglas, Member Archie Barber, Jr. and Clerk Julie Matthes present. MOTION Vice-Chairman Douglas moved to declare an Equalization Session to adjust values in areas of Port Ludlow. Member Archie Barber, Jr. seconded the motion which carried by a unanimous vote. EQUALIZATIONS John F. Eubank II BOE: #91-133-EQU PN: 990 900 003 (Lot 3) MOTION Vice-Chairman Douglas moved to reduce the land valuation from $70,000 to $63,000. Revised assessed value of land in this parcel is due to equalization for equity on values of Lots 3-10, Division 5. Member Archie Barber, Jr. seconded the motion which carried by a unanimous vote. The total valuation is reduced from $289,290 to $282,290. Revised assessed value of land in this parcel is due to equalization for equity on values of Lots 3- 10, Division 5. The total valuation is reduced from $318,380 to $298,380. The value of land in this parcel has been adjusted in the interest of equity. Equalization of Lots 26- 29, Division 2, Area 3. Member Archie Barber, Jr. seconded the motion which carried by a unanimous vote. Tobias J. The value of land in this parcel has been adjusted in the interest of equity. Equalization of Lots 26.29, Division 2, Area 3. Member Archie Barber, Jr. seconded the motion which carried by a unanimous vote. Arthur Brunstad BOE: #91-107-R PN: 990 600 328 (Lot 28) MOTION Vice-Chairman Douglas moved to reduce the land valuation from $81,500 to $61,500. The improvements are sustained at $81,145. The total valuation is reduced from $162,645 to $142,645. There is need for adjustment to gain equity in land values within this block. The total valuation is reduced from $195,055 to $175,055. The value of land in this parcel has been adjusted in the interest of equity. Equalization of Lots 26- 29, Division 2, Area 3. Member Archie Barber, Jr. seconded the motion which carried by a unanimous vote. Vice-Chairman Douglas excused himself from the meeting at this time because he owns property in the area where the next equalizations took place. (BOE:91-142-EQU through BOE:91-149-EQU) Arthur L. This equalization is for equity on Lots 65-72, Division 1, Area 1. Chairman Dalgleish seconded the motion which carried by a unanimous vote. J. The total valuation is reduced from $215,920 to $190,920. This equalization is for equity on Lots 65-72, Division 1, Area 1. Chairman Dalgleish seconded the motion which carried by a unanimous vote. The total valuation is reduced from $158,635 to $133,635. This equalization is for equity on Lots 65-72, Division 1, Area 1. Chairman Dalgleish seconded the motion which carried by a unanimous vote. The total valuation is reduced from $132,390 to $107,390. This equalization is for equity on Lots 65-72, Division 1, Area 1. Chairman Dalgleish seconded the motion which carried by a unanimous vote. The total valuation is reduced from $156,095 to $131,095. This equalization is for equity on Lots 65-72, Division 1, Area 1. Chairman Dalgleish seconded the motion which carried by a unanimous vote. Robert W. Stark BOE: #91-149-EQU PN: 990 400 172 (Lot 72) MOTION Member Archie Barber, Jr. moved to reduce the land valuation from $71,500 to $46,500. The improvements are sustained at $113,175. The total valuation is reduced from $184,675 to $159,675. This equalization is for equity on Lots 65-72, Division 1, Area 1. Chairman Dalgleish seconded the motion which carried by a unanimous vote. Vice-Chairman Douglas rejoined the Board at this time and they proceeded with determinations on appeals. MOTION Vice-Chairman Douglas moved that the Equalization Hearing be adjourned. At this time the Board resumed deliberations on petitions. Member Archie Barber, Jr. seconded the motion which carried by a unanimous vote. DETERMINATIONS Robert L. Reed BOE: #91-124-R PN: 821 333 029 The minutes of November 15, 1991 show the facts presented to the Board. Available data was reviewed and the Board noted that an on-site inspection was held on November 15, 1991 and a Deputy Assessor was present. Board of Equalization Minutes: December 13, 1991 Page: 7 Vice-Chairman Douglas stated that the current land valuation and improvement valuations on this petition were mislabeled in the Assessor's records. The Board has worked with the Assessor's Office to determine the proper positioning of site improvement values and improvements, based on actual locations. MOTION Vice-Chairman Douglas moved to sustain the land valuation at $20,950. The improvements are sustained at $53,450 for a total valuation of $74,400. This includes transfer of improvements on PN:821 333 030 to PN:821 333 029. Archie Barber, Jr. seconded the motion which carried by a unanimous vote. Robert L. Reed BOE: #91-125-LO PN: 994 600 209 The minutes of November 15, 1991 show the facts presented to the Board. Available data was reviewed and the Board noted that an on-site inspection was held on November 15, 1991 and a Deputy Assessor was present. MOTION Vice-Chairman Douglas moved to sustain the land valuation at $6,000. The Assessor has reduced the land value 50% for an unbuildable site in this 1991 valuation.
