DE LEO CHAIRMAN VICE-CHAIRMAN MEMBER ALTERNATE MINUTES J A N U A R Y 1 7, 1 9 9 2 FOR THE YEAR 1991 The Board of Equalization convened at 9:00 a.m. with Chairman AC. Dalgleish, Member Archie Barber, JI. and Clerk Julie Matthes present. The Board dispensed with the reading of the minutes of previous meetings at this time. HEARINGS VERNON & LENA HUMBER 164 SLEEPY HOLLOW DRIVE SAN ANSELMO, CA 94960 BOE: 91-150-PP PN: 10-11445 (1991) Chairman Dalgleish introduced the Members of the Board and the Clerk and explained the hearing process. He then swore in Assessment Operations Manager Jeff Chapman, Personal Property Technician Kathy Guzman, and Property Data Technician Sherrie Rosbach who were present to represent the Assessor's Office. He also swore in Mrs. Humber, the appellant and Glen Brydges, the General Manager at the Manresa Castle. Mrs. Humber explained that on May 1, 1989 she and her husband purchased Manresa Castle. She began research to replace items that she did not feel were the quality she wanted for their business. The original owner, Ron Smith had listed the personal property at $100,000. When the Humbers purchased the Manresa Castle in May, 1989, they listed the personal property at $20,000. They refigured the personal property at $33,000 after the tourist season. She has been in the business for several years and feels that she is knowledgeable in the antique, motel and restaurant field. Board of Equalization Minutes: January 17, 1992 Page: 2 During the State Audit, the Auditor representing the State told Mrs. Humber he used a book titled Marshall & Swift to value the items. Mrs. Humber explained that she bought many items at auctions and paid much less than the amounts quoted in this book. Mrs. Humber explained about the State Department of Revenue Hearing that she attended on July 23, 1991 and the Determination by D.L Okamoto. Mrs. Humber went into detail about items that she did not agree about on the Jefferson County Assessor's list: . 41 guestrooms at $2100 each: She has documentation from hotel supply outlets where new, complete furnishings for a guestroom would cost from $1300. Most of their furnishings are antique or used. . $10,400 for linen: Mrs. Humber stated that according to Marshall & Swift that linen would run $6600 (low for 40 rooms). She said if she bought new linen today, it would cost less than $5000. Mrs. Humber had some questions for the record. Who assessed the items for Jefferson County? Where did they get their information? Jeff Chapman explained that the present appeal is for items on the premises on Jan 1, 1991. Items that were removed before that date should be deleted from the list. The Assessor makes the personal property list from the information received from the owner. He also explained that representatives from Jefferson County had been on the premises with the State Auditor. He said that rather than going room to room on the guestrooms, they valued each room at a typical valuation per room rate as assessed in similar businesses. Jeff Chapman went through the petitioners list of objections item by item and responded. The Assessor recommends: . The value per guestroom be sustained at $2100 per room. . They agree with the appellant about the restaurant/lobby furniture valuation except for any further depreciation. . Two lobby sofas that were removed from the premises will be removed from the list. . They agree with the appellant on the ice machine, oven and freezer and add 20% depreciation. . They agree with the appellant on the value of the conveyor oven. . If the wine cooler and the refrigerators were no longer on the premises, they will be removed from the list. Board of Equalization Minutes: January 17, 1992 Page: 3 . The tablecloth valuation should be upheld. . Live plants and flower pots should be removed from the list. . If the value per guestroom is not itemized, they would agree to zero out the "linen" line item. . Supplies valuation should be upheld. . The credit card imprinter disputed by the appellant has already been removed from the listing. The imprinter on the list was added in 1990 by the appellant. . The Assessor recommends an overall personal property value of 1/1/91 of $206,937. Jeff Chapman explained that the personal property listing is based on the cost of an item minus depreciation. Antiques are not depreciated. There was some discussion about assessing the value per guestroom or itemizing each guestroom, and the changes that would be required on the list. Chairman Dalgleish stated that the Board would do an on-site inspection. The General Manager of Manresa Castle, Glen Brydges, said he would show them "before and after" pictures of each room when they came for the inspection.
