Ms. Ruby was not present. Robert Shold was present on behalf of the Assessor's Office.
Mr. Shold reported on comparable sales in the area. Those sales indicate that property that
fronts on highway 20 sell for significantly more than property that does not. He stated Ms.
Ruby was denied septic approval for this lot in 1981. In the past the Assessor's oftice
reduced the property value by $10,000 for pre-existing septic denials. With mound systems
and other new septic systems being allowed which were not in the past, if Ms. Ruby
submitted a plan she may get approval for a septic system.
After hearing the testimony of the Assessor's office the Board concurred that they would
conduct as inspection of the property and make a determination at a later date.

Mr. and Mrs. Low were present. Robert Kingsley was present on behalf of the Assessor's
office. Chairman James A. DeLeo explained the hearing process and swore them in. Mr.
Low presented the Board with pictures of the property and comparable sales he had
researched. He stated his property was valued on a rising market which has since declined.

Mr. Kingsley stated the improvements assessment of $2,390 may be high. He then reported
on comparable sales. In order to fmd a value somewhere in the middle he reported on
comparable sales that indicated the high range of values in the area, since Mr. Low used
comparable sales indicating the low range of values.
After hearing the testimony of both parties the Board concurred they would conduct an
inspection of the property and make a determination at a later date.

Mr. and Mrs. Pearson were present. Robert Kingsley was present on behalf of the
Assessor's office. Chairman James A. DeLeo explained the hearing process and swore them
in. Mr. Pearson stated they do not feel the property is worth what it was assessed for.
He added that there has not been much property sold in that area.
Mr. Kingsley explained that in the past having a well, septic, and power was worth $1,000.
In 1992 that figure was raised to $6,000 which more accurately retlects the impact of the
cost and value those site improvements have on the value of the property. He added that
the 1988 assessment of the property was less than the purchase price of $56,000 in 1979.
Mr. Pearson stated he does not feel that property in Gardiner should be compared to
property that has significantly risen county-wide. He added that they did not pay $56,000
for the property, but that they took it in on trade when they sold the Gardiner store.
After hearing the testimony of both parties the Board concurred that they would conduct an
inspection of the property and make a determination at a later date.
Chairman James A. DeLeo adjourned the meeting until 9:30, September to, 1992.
