APPROVAL OF MINUTES
Vice-Chairman Bill Marlow moved to approve the minutes of September 22, 1992. Member
. Dick Broders seconded the motion which carried by a unanimous vote.
ASSESSOR'S CERTIFICATE OF NEW CONSTRUCTION VALUE
The Board reviewed the Certificate of New Construction Value submitted by the Assessor.
New construction was added subsequent to Certification of Assessment rolls to the Board of
Equalization. An additional $17,496,607 in new construction was included in the certification
for a total new construction amount of $55,988,920. Vice-Chairman Bill Marlow moved to
accept the new construction value added to the 1992 assessment roll. Member Dick Broders
seconded the motion which carried by a unanimous vote.

Mr. & Mrs. Walden were both present. Robert Kingsley was present on behalf of the
Assessor's office. Chairman James A. DeLeo explained the hearing process and swore them
in. Mr. Walden stated that he feels their property is not worth the assessed value since it
used to be the City of Port Townsend's garbage dumping site. They presented photographs
of the garbage on the property. The majority of the garhage is on the beach and in the
cliff.
Mr. Kingsley reported that when he was ont assessing the property, Mr. Walden informed
him of the garbage problem. He felt if a value adjustment needed to be made for the
problem, that the Board of Equalization would have to make that determination.
After hearing the testimony of both parties the Board concurred that they would conduct an
inspection of the property and make a determination at a later date.
