DeLeo William S. Marlow Richard A. Broders Lars Watson Chairman Vice-Chairman Member Alternate Chairman James A. DeLeo called the meeting to order at 9:45 A.M. Marlow and Richard A. Broders were present. APPROVAL OF MINUTES . Members William S. Vice-Chairman Bill Marlow moved to approve the minutes of November 10, 1992. Member Dick Broders seconded the motion which carried by a unanimous vote. DETERMINATIONS Richard F. Duce BOE: 92-23-R PN: 821 084 013 Vice-Chairman Bill Marlow stated that the information needed to make a determination is not available at this time so a determination will need to made at the next meeting. All members concurred. Evelyn Tice BOE: 92-33-LO 92-34-LO PN: 001 283 003 001 283 027 Member Dick Braders stated he telt the Assessor's value fairly retlects the market value of the property. Vice-Chairman Bill Marlow agreed and added that Ms. Tice was not clear on the senior citizen exemption. She received a senior citizen exemption only on the portion of her property her house sits on. Member Dick Broders moved to sustain the Assessor's valuation of $10,750 for parcel number 001 283 003 and $54,150 for parcel number 001 283 027. Niichel HOE: 92-42-LO 92-43-LO PN: 951 000 107 951 000 213 After conducting an inspection of the property the Board of Equalization determined that the Assessor's value takes into consideration the restrictions placed on the land by the Quinault Indian Reservation and retlects the market value of the property. Vice-Chairman Bill Marlow moved to sustain the Assessor's value of $7,500 for parcel number 951 000 107 and $157,175 for parcel number 951 000 213. Member Dick Broders seconded the motion which carried by a unanimous vote. (See also Minutes of August 25, 1992) Floyd L. Dickinson HOE: 92-45-LO 92-46-LO PN: 413 273 002 951 000 102 After conducting an inspection of the property the Board of Equalization determined that the Assessor's value takes into consideration the restrictions placed on the land by the Quinault Indian Reservation and reflects the market value of the property. Vice-Chairman Bill Marlow moved to sustain the Assessor's value of $146,400 for parcel number 413 273 002 and $6,000 for parcel number 951 000 102. Member Dick Broders seconded the motion which carried by a unanimous vote. (See also Minutes of August 25, 1992) . Mary P. Moriarty After conducting an inspection of the property the Board of Equalization determined that the Assessor's value takes into consideration the restrictions placed on the land by the Quinault Indian Reservation and retlects the market value of the property. Vice-Chairman Bill Marlow moved to sustain the Assessor's value of $54,745 for parcel number 413 272 002. Member Dick Broders seconded the motion which carried by a unanimous vote. (See also Minutes of November 10, 1992) BOE: 92-52-LO PN: 413 272 002 Donald E. Vitale, Vitae Inc. HOE: 92-66-LO PN: 001 212 017 Chairman James A. DeLeo stated that since Vice-Chairman Bill Marlow had a personal interest in the property at one time, he will excuse himself from the discussion and ruling on this appeal. Member Dick Broders stated that after reviewing the Assessor's comparable sales and conducting an inspection of the property he feels the Assessor's value fairly retlects the market value. Chairman James A. DeLeo stated he also feels the Assessor's value is fair. Member Dick Broders moved to sustain the Assessor's value of $69,375 for parcel number 001 212 017. Chairman James A. DeLeo seconded the motion which carried by a unanimous vote. (See also Minutes of November 10, 1992) . .BOARD OF EQUALIZATION MEETING MINUTES - JANUARY 5, 1993 Page 3 . HEARING Oliver Gardner P.O. Box 65156 Port Ludlow, W A 98365 HOE: 92-68-R PN: 990 600 257 Oliver Gardner was present. Bob Shold was present on behalf of the Assessor's office. Chairman James A. DeLeo explained the hearing process and swore them in. Mr. Gardner explained that he does not have a problem with the value of the land, but he does object to the value placed on improvementslbuildings. He stated he paid approximately $111,000 to build his house and he feels the value of property should be based on what it cost to build or what it sold for within a reasonable time period. He added that he had gone to a bank to get a loan for the amount the property was assessed at and was told that there was no way they would appraise it for that amount. . Bob Shold stated that the contractor's cost breakdown that Mr. Gardner presented, is dated December 9, 1990 and the assessment was done on January I, 1992. He added that there are certain costs that are not included in contractor's cost breakdowns. Comparable sales were presented to the Board, and Mr. Shold explained that since these sales occurred after January 1, 1992 they were not used in evaluating new construction. The Assessor's office used their tables/formulas to estimate the value of new construction and the comparable sales that have occurred show the estimates to be fairly accurate. After hearing the testimony of both parties the Board concurred that they would conduct an inspection of the property and make a determination at a later date. Meeting Adjourned.
