The Board of Equalization convened at 9:40 A.M.
Dick Broders, and Alternate member Lars Watson.
Members present were Bill Marlow,
Member James DeLeo was not present.
CONVENING 1993 HEARINGS
Member Bill Marlow officially convened the 1993 Board of Equalization for hearings for the
1994 tax year.
SWEARING IN THE BOARD
The Clerk of the Board swore in William S. Marlow, Richard A. Broders, and Alternate
member Lars Watson for the 1993 Board of Equalization season. Each member then signed
the Minutes and Proceedings form. James A. DeLeo will be sworn in at a later date.
FORMATION OF THE BOARD
Member Dick Broders moved to appoint James DeLeo as Chairman of the Board of
Equalization. Member Bill Marlow seconded the motion. Theplotion carried. Member
Dick Broders moved to appoint Bill Marlow as Vice-Chairman of the Board of Equalization.
Member Bill Marlow seconded the motion. The motion carried.

PROCESS/PROCEDURES
The Board reviewed the process and procedures for conducting hearings, onsite inspections
and making determinations. The role of the Alternate's position was also discussed.
Due to the absence of Chairman James DeLeo the Board concurred to defer the scheduling
of hearings to a later date. The meeting was recessed at the end of their business and
reconvened on Friday, July 16, 1993 at 9:30 a.m. Chairman James DeLeo and Vice-
Chairman Bill Marlow were present. Member Dick Broders and Alternate member Lars
Watson were not present.
The first order of business was to hear a request from Mr. Paul Palmer, to accept a petition
that was not timely ftled. Paul Palmer explained that the reason he missed the deadline for
f1ling his appeal was that his mother had recently passed away and he was ont of the State
of Washington when the time for ftling an appeal had elapsed. He added that the Assessor's
office told him the deadline for filing an appeal was July 15, 1993. Vice-Chairman Bill
Marlow explained that the Board attended a training seminar recently where the su~iect of
timely ftled appeals was discussed. The State Department of Revenue said, in no uncertain
terms, that Board's cannot accept appeals filed after thirty days of the date postmarked on
the change of value notice or after July 1st, of the current year. Therefore, the Board will
not be able to accept your appeal for 1993. He stated that Mr. Palmer is welcome to
contact the State Department of Revenue to discuss this matter with them. Mr. Palmer
stated he would like the Board to check with the Department of Revenue. Vice-Chairman
Bill Marlow directed the Clerk of the Board to contact the Department of Revenue and
advise Mr. Palmer by letter of their decision.
HEARINGS
The Board reviewed the appeals received to date and scheduled hearings for August 10, 11,
and 12, 1993 .
