Guy Rudolph was present. Jack Westerman was present on behalf of the Assessor's office.
Chairman James A. DeLeo explained the hearing process and swore them in. Mr. Rudolph
stated that after he had done a boundary line adjustment the Assessor's office increased his
property value by three times. He added that this was done outside the revaluation area for
this year and he feels the Assessor should have waited to adjust his property value until his
area was due for reassessment.
Jack Westerman reported that the subject property was previously 6 or 7 separate parcels.
Mr. Rudolph purchased each parcel and each was valued separately. The individual parcels
were not large enough to use so they were not valued at a high amount. When Mr.
Rudolph did a boundary line adjustment consolidating all the parcels into two larger parcels
the Assessor's office compared the two parcels to other equally sized parcels using 1991
figures (the time the property was last assessed) and found that Mr. Rudolph's property was
undervalued since the parcels are large enough to use. The Assessor's office was not trying
to establish fair market value of Mr. Rudolph's property, they were trying to be consistent
with property values in the area.
After hearing the testimony of both parties the Board concurred that they would conduct an
inspection of the property and make a determination at a later date.

Mr. Baker was not present. Representing the Assessor's office was Robert Kingsley who had
been sworn in for the year at a previous meeting. Mr. Kingsley reported that he had been
out assessing new construction on a parcel when he came across a mobile home that had
been moved onto the property without a building permit. Since there was noone on the
property to tell him who the mobile home belonged to, he intentionally placed a high value
on it in order to get a response from someone. The valuation notice was mailed to Mr.
Curtiss who gave it to the owner of the mobile home, Matt Baker. Mr. Baker responded
and petitioned the Board of Equalization to lower his value from $10,000 to $3,000. Mr.
Kingsley feels the property is overvalued and scheduled an appointment with the petitioner to
reinspect the property, however, the petitioner did not appear. The Assessor's office agreed
to lower the value to $3,000 and sent an assessment correction form to the petitioner to sign
and return. Mr. Baker has not returned the form.
After reviewing the petitioner's appeal and hearing the testimony of the Assessor, Vice-
Chairman Bill Marlow moved that since both the petitioner and the Assessor have agreed to
the value of the personal property, it is the decision of the Board to accept the reduced
value of $3,000. Member Dick Broders seconded the motion which carried by a unanimous
vote.

Mr. Hicks was present. Will Butterfield was present on behalf of the Assessor's office.
Chairman James A. DeLeo explained the hearing process and swore them in. Mr. Hicks
explained that his property is valued at $88,550 and he purchased it on July I, 1992 for
$76,000 through Windemere Real Estate. Therefore, he feels the market value of the
property is significantly lower than the assessed value. He also noted that he had to give
up one of his lots to provide an easement to allow access to an adjacent parcel behind his.
Mr. Butterfield presented some comparable sales. He added that Mr. Hicks had entered into
a lease agreement to purchase the property in 1988 at which time a purchase price was
agreed to. Since the purchase price was established in 1988 he feels the 1991 assessed
value is fair.
After hearing the testimony of both parties the Board concurred that they would conduct an
inspection of the property and make a determination at a later date.

Mr. Bourland was present. Bob Shold was present on behalf of the Assessor's office.
Chairman James A. DeLeo explained the hearing process and swore them in. Mr. Bourland
presented information on property comparable to his which is assessed less than his.
Mr. Shold presented information on Mr. Bourland's property. He stated after reviewing the
information provided by Mr. Bourland, that it appears that his is assessed higher than
similarly built duplexes, therefore, the Assessor suggests reducing the building value thereby
reducing parcel number 996 400 507 to $96,380 and parcel number 996 40 508 to $93,880.
Mr. Bourland stated that reduction is not acceptable to him and he wishes to go forward
with his appeal.
After hearing the testimony of both parties the Board concurred that they would conduct an
inspection of the property and make a determination at a later date.

Mr. Bruchle was not present. Robert Kingsley was present on behalf of the Assessor's and
was previously sworn in. Mr. Kingsley stated he put together a map listing the sales in the
area around the subject property. Based on these sales he recommends the Board reduce the
assessment to $25,000 and consider equalizing similar lots in the same area. He has not had
a chance to contact Mr. Bruchle about this recommendation. Mr. Bruchle is requesting the
property be reduced to $23,000.
The Board will further review the Appellant's petition and take the testimony of the Assessor
under advisement. A determination will be made at a later date.
