DeLeo Richard A. Broders William S. Marlow Lars Watson Chairman Vice-Chairman Member Alternate Chairman James A DeLeo called the meeting to order at 10:00 AM. Members William S. Marlow and Richard A Broders were present. HEARINGS Ted & Carolyn Knivila 180 Bobcat Lane Quilcene, WA 98376 BOE: 94.43.R PN: 702 134 019 Ted and Carolyn Knivila were present. Bob Shold was present on behalf of the Assessor's office. Chairman James A DeLeo explained the hearing process and swore them in. Mr. Knivila explained that he did not feel septic, well and power improvements should be assessed at $6,000. This is the standard rate that all property owners are assessed. He said his well and septic were installed in the last 12 years and only cost $3,000. He said the Assessor's Office had sent him a list of six comparable properties. He noted that his house is only 928 square feet, but the Assessor had listed a "comparable" that was 1,474 square feet. In looking at the com parables, he had computed the dollar amount per square foot and his house was valued $5-$7 per square foot higher. Mr. Knivila added that he doesn't feel he could sell the house for the amount the Assessor has valued it at. Bob Shold stated he agreed with Mr. Knivila, that in the Quilcene area it is difficult to find comparables. There was a discussion about the Assessor's methodology to reach the land values on the comparables and on Mr. Knivila's property. After hearing the testimony of both parties the Board concurred that they would conduct an inspection of the property and make a determination at a later date. ft ~J 100% Recycled Paper BOARD OF EQUALIZATION MEETING MINUTES. Alexander BOE: 94-07-W PN: 950 100 708 Bruce & Margaret Samuelson BOE: 94-39-R PN: 901 191 015 Leon & Maridel Voetberg BOE: 94-42-C PN: 502 104 020 Roger & Marjorie Gillette BOE: 94-45-R PN: 502 213 022 Rose Rihtarich BOE: 94-52-R PN: 991 200 404 These withdrawals were submitted by the petitioners to the Assessor's Office. (See Attached) Chairman James A. DeLeo then read the Waiver into the record. L Enarson & R. Kraxberger BOE: 94-41-W PN: 001 034052 The corrected market value was agreed upon by the Petitioner and the Assessor's Office. (See Attached) REQUEST TO ACCEPT LATE PETITION The Board reviewed the circumstances under which Mrs. Audrey Schuele requested that her petition be accepted. After a brief discussion, Member Bill Marlow moved to accept Mrs. Schuele's petition to be heard this session. Vice-Chairman Dick Broders seconded the motion which carried by unanimous vote. BOARD OF EQUALIZATION MEETING MINUTES - SEPTEMBER 28,1994 Page 3 DETERMINATIONS Paul W. Palmer BOE: 94-01-LO PN: 801 151 008 Chairman James A. DeLeo stated that after reviewing all the information provided and conducting an inspection of the property, the Board determined that the Assessor's valuation accurately reflects the market value of the property. Vice-Chairman Dick Broders moved to sustain the Assessor's valuation of $188,000. Member Bill Marlow seconded the motion which carried by unanimous vote. (See also Minutes of August 17, 1994) Donalda Porter BOE: 94-08-LO BOE: 94-09-LO PN: 954 600 101 PN: 954 600 125 After reviewing all the information provided and conducting an inspection of the property, accompanied by Donalda Porter, the Board determined the Assessor's valuation accurately reflects the market value of the property. Vice-Chairman Dick Broders explained that Ms. Porter's request for the Board to evaluate each individual lot did not fall under their purview. Therefore, in their evaluation, the Board used the same parcel sizes as the Assessor's office. Member Bill Marlow moved to sustain the Assessor's valuation of $36,815 on PN: 954 600 101 and $110,450 on PN 954 600 101. Vice-Chairman Dick Broders seconded the motion which carried by a unanimous vote. (See also minutes of August 18, 1994) Charles Nordhoff BOE: 94-10-R PN: 990 300 132 Chairman James A. DeLeo stated that after reviewing all the information provided and conducting an inspection of the condominium, the Board determined that the Assessor's valuation accurately reflects the market value of the property. Member Bill Marlow explained that the appraisal from the fee appraiser listed three bedrooms. The Assessor's information includes the fourth bedroom, which was confirmed during the onsite inspection. Vice-Chairman Dick Broders moved to sustain the Assessor's valuation of $165,000. Member Bill Marlow seconded the motion which carried by unanimous vote.
