Broders William S. Marlow Lars Watson Chairman Vice-Chairman Member Alternate Chairman James A DeLeo called the meeting to order at 10:00 AM. Members William S. Marlow and Richard A Broders were present. HEARINGS John & Patricia Stone P.O. Box 596 Quilcene, W A 98376 BOE: 94-44-R PN: 702 251 016 John and Patricia Stone were present. Bob Shold was present on behalf of the Assessor's office. Chairman James A DeLeo explained the hearing process and swore them in. Mr. Stone explained that Coast Oyster has built two huge buildings and added several large tanks to their dock system in the past few years. This construction has obstructed the Stone's view. They can no longer see down the canal. Bob Shold stated that he does not have any evidence to prove that the Stone's property has been devalued because of this construction. No houses have sold in the area. He added that the Stones are not contesting the value of the house or property and loss of view is a difficult thing to assess. Mrs. Stone explained that, in the future, when they sell their house, she feels it will be worth less money than the adjacent houses because of the view restriction. After hearing the testimony of both parties the Board concurred that they would conduct an inspection of the property and make a determination at a later date. ft \.t1 100% Recycled Paper BOARD OF EQUALIZATION MEETING MINUTES - SEPTEMBER 29,1994 Page 2 DETERMINATIONS Richard K. Call BOE: 94-02-R PN: 985 210 101 Chairman James A DeLeo stated that after reviewing all the information provided and conducting an inspection of the property, the Board determined that the Assessor's valuation accurately reflects the market value of the property. At the onsite inspection, the Board evaluated the proximity of the rental houses that Mr. Call claims devalue his property. The Board concurred that Mr. Call's house is far enough from these houses that they do not lower his property value. They added that there is also a vegetative buffer blocking Mr. Call's view of these houses. Vice- Chairman Dick Broders moved to sustain the Assessor's valuation of $325,025. Member Bill Marlow seconded the motion which carried by unanimous vote. (See also Minutes of August 17, 1994) Robert J. Clouse BOE: 94-12-LO BOE: 94-13-LO BOE: 94-14-LO PN: 985 203 701 PN: 985 202 801 PN: 985202 802 After reviewing all the information provided and conducting an inspection of the property, the Board determined the Assessor's valuation accurately reflects the market value of the property. Member Bill Marlow explained that Mr. Clouse's request to lower the assessed value before going into the Open Space Program next year was not supported by the comparable evidence of recent sales provided by the Assessor's Office. Member Bill Marlow moved to sustain the Assessor's valuation of $131,120 on PN: 985 203 701, $40,000 on PN: 985 202 801, and $20,000 on PN: 985 202 802. Vice-Chairman Dick Broders seconded the motion which carried by a unanimous vote. (See also minutes of August 18, 1994) Dashley & Nancy Graham BOE: 94-15-R PN: 965 700 405 Chairman James A. DeLeo stated that after reviewing all the information provided and conducting an inspection of the property, the Board determined that the Assessor's valuation accurately reflects the market value of the property. After the onsite inspection, the Board concurred that the newly constructed residence across the street had not effected the Graham's view to the point of devaluing the property. Vice-Chairman Dick Broders moved to sustain the Assessor's valuation of $118,005. Member Bill Marlow seconded the motion which carried by unanimous vote. (See also Minutes of August 18, 1994) BOARD OF EQUALIZATION MEETING MINUTES - SEPTEMBER 29,1994 Page 3 DETERMINATIONS - Continued Joseph Pollack BOE: 94-40-R PN: 921 094 011 After reviewing all the information provided and conducting an inspection of the property, the Board determined the Assessor's valuation does not accurately reflect the market value of the property. Member Bill Marlow explained that after the onsite inspection, the Board concurred that the continued erosion of the bluff would destroy the house. Vice-Chairman Dick Broders added that the house was for sale for several years and he felt that one reason it had not sold was due to the proximity of the sliding bank. Member Bill Marlow moved to overrule the Assessor's valuation of $340,570 and reduce it to $250,000. Member Dick Broders seconded the motion which carried by a unanimous vote. (See also minutes of August 24, 1994) HEARINGS - Continued Mary Griffin 7801 Greenwood N. Seattle, W A 98103 BOE: 94-46-LO PN: 601 072 002 Mary Griffin was not present. Bob Shold was present on behalf of the Assessor's office. Chairman James A DeLeo swore him in. Mrs. Griffin had written that the property was only accessible by water. Member Bill Marlow asked Mr. Shold if the property was landlocked? Mr. Shold stated that he did not know if it was landlocked, but the Assessor's office policy is to assume that there is legal access. He stated that the only sale in the area occurred after the revaluation. The lot sold for $125,000, it is bigger than Mrs. Griffin's property and has access. Mr. Shold explained that there is a lot adjacent to Mrs. Griffin's property that appears to share the same access problem. He requested that if an adjustment is made on Mrs. Griffin's property because of access, the Board should also adjust the value of the adjacent lot. After hearing the testimony of both parties the Board concurred that they would conduct an inspection of the property and make a determination at a later date.
