Broders Lars Watson Chairman Vice-Chairman Member Alternate Chairman James A. DeLeo called the meeting to order at 9:30 a.m. Vice-Chairman Richard A. Broders and Member William S. Marlow were also present. HEARINGS Audrey Schuele 2415 NE 93rd Ave. Vancouver, WA 98662 BOE: 94-57-R PN: 602 352 015 Audrey Schuele was not present. Bob Shold was present on behalf of the Assessor's Office. After being sworn in Mr. Shold stated there have not been many sales in this area. The subject property is approximately 1 1/3 acre with a 680 sq. ft. cabin on it. There is another structure located on the property which is about 1000 sq. ft. that serves as a carport, shed and workshop. The property also contains one or two RV hook-ups. He presented a comparable sale which he feels indicates the value of the site is at least what it is assessed at. At the close of the hearing the Board concurred to conduct an inspection of the property and make a determination at a later date. Fred & Barbara Hilliard 5425 Crystal Springs Dr. NE Bainbridge Island, W A 98110 BOE: 94-55-LO PN: 601 032 001 Will Butterfield was present on behalf of the Assessor's office and sworn in by Chairman DeLeo. Fred and Barbara Hilliard arrived shortly after the hearing began. Mr. Butterfield explained that this property is located south of the Dabob Cove Tracts. They have access off of Coyle Road. Some of the lots are in the process of being logged. He went out to see the property but due to the logging going on he was unable to see how the property has been impacted. There have been three sales in that area which occurred around the same time the Hilliard's purchased their property and they all sold for about the same amount. He stated when the Hilliard's purchased this property they were aware that it was going to be logged and that the road would be difficult to build. They hired an engineer to do a report which specified an area that could be developed. He is not sure what effect the logging has had in reducing the value of their property. n \..1 100% Recycled Paper BOARD OF EQUALIZATION MEETING MINUTES - OCTOBER 27, 1994 Page 2 At this point Mr. and Mrs. Hilliard arrived. Chairman DeLeo explained the hearing process and swore them in. Mr. Hilliard stated they purchased this property a year ago. At that time they hired a soil engineer to do a report on their property. In this report he expressed concerns about soil stability, and slope stability of the road leading into their property. He added the timber company clearcut their property up to the 200 foot mark, ignoring the soil engineer's recommendation of 300 feet. Heavy rains caused a slide which uprooted some trees. They feel the property has been significantly compromised by the timber company. Mrs. Hilliard stated the contract was for conifer trees only but the timber company took conifer trees plus madrona, maple, etc. She said that when they purchased the property they went to a lawyer and a forestry consultant to get advice on forest plans. There was only supposed to be a select cut in the northeast corner. But instead the whole eastern half of their property has been clearcut. They presented photographs to show the degree of devastation. The property was assessed prior to the logging and they feel the value has since diminished. The Hilliard's expressed their concerns about being delayed for a building permit. Their house on Bainbridge Island is for sale and they are planning on building their primary residence on this property but are unable to do so for at least a year. Member Bill Marlow stated that those concerns are a different issue. The Board of Equalization is only responsible for determining the fair market value of the property. It does not have any authority over building regulations. After reviewing all the information and hearing the testimony of both parties the Board concurred to conduct an inspection of the property and make a determination at a later date. Mary Lou Pederson 7332 224th Street SW -J5 Edmonds, WA 98026 BOE: 94-49-R PN: 956 100 007 Mary Lou Pederson and Janet Pederson were present. Bob Shold was present on behalf of the Assessor's office. Chairman DeLeo explained the hearing process and swore them in. Janet Pederson stated that the well that provides her house with water has been contaminated with gasoline. She is one of four houses that this well served. As a short term solution a water truck has been donated and the Forest Service provides the water for the residents of the four houses. The State Department of Ecology and the local Health Department are conducting tests to try to locate the source of the contamination. A long term solution would be a community water system for Quilcene, however, it is unknown if that will ever happen. Janet Pederson is concerned about getting water this winter when the water hoses coming from the truck freeze. She added that the garage is unfinished and the roof had to be replaced after living there only five years. She does not think she could sell the property with the problems it has and feels her property value should be reduced. Bob Shold presented a map provided by the Health Department that identified which wells are contaminated. The Assessor's office made an adjustment for the contamination problem. They reduced the land value by 50% and the improvement value by 25%. They feel this problem does have an impact on the market value of the property but without any sales they do not know to what degree. The Board explained to the Pederson's that their next tax statement will reflect the adjustment made by the Assessor's office. The adjusted assessed value is approximately $5,000 less. Roberta Webb/Lori Millard 901 S. 5th Ave. Yakima, WA 98902 BOE: 94-56-R PN: 702 273 001 Roberta Webb and Lori Millard were not present. Bob Shold, who was sworn in at a previous hearing, was present on behalf of the Assessor's office. Mr. Shold stated this is 624 sq. ft. cabin located on Highway 101 near Mt. Walker. The parcel is 34.42 acres in size. Of those acres 30.03 are in the timber program. He was only able to value the cabin from the outside so he is not sure what it looks like inside. He presented a comparable sale of a piece of property that is located across the street from the subject property. After further discussion the Board concurred to conduct an inspection of the property and make a determination at a later date. WITHDRAWAL Chairman DeLeo noted for the record that petition number BOE 94-53-R of Allan J. Kollar for parcel number 701 191 012 has been withdrawn, thereby cancelling his hearing scheduled for 1:30 p.m. At the end of the meeting the Board scheduled property inspections for November 15, 16, and 17, 1994.
