DeLeo William S. Marlow Richard A. Broders Lars Watson Chairman Vice-Chairman Member Alternate Chairman James A. DeLeo called the meeting to order at 9:30 a.m. Vice-Chairman Richard A. Broders and Member William S. Marlow were also present. APPROVAL OF MINUTES Vice-Chairman Dick Broders moved to approve the minutes of October 26 and 27, 1994 as presented. Member Bill Marlow seconded the motion which carried by a unanimous vote. DETERMINATIONS Jack lacolucci 140 Hurricane Ridge Drive Sequim, W A 98382 BOE: 94-04-LO PN: 801 324 009 Chairman DeLeo reported that the Board reviewed the information provided by the petitioner and the Assessor and conducted an inspection of the property. Vice-Chairman Dick Broders stated that the Assessor provided several comparable sales that indicate the property value was assessed fairly. Mr. lacolucci feels the property is less valuable since it has been logged. Timber value is not considered during assessments and is not relative to the property value. Vice-Chairman Dick Broders moved to sustain the Assessor's valuation of $17,745 for parcel number 801 324 009. Member Bill Marlow seconded the motion which carried by a unanimous vote. (See also Minutes of October 26, 1994) Ted & Carolyn Knivila 180 Bobcat Lane Quilcene, WA 98376 BOE: 94-43-R PN: 702 134 019 The Board reviewed the information provided by the petitioner and the Assessor and conducted an inspection of the property. Vice-Chairman Dick Broders stated the petitioner is concerned with the value of $6,000 placed on the land improvements for the well and septic system. The cost of these improvements was only $3,000, but that was done sometime within the last 12 years. There were not many comparable sales, but the Board feels the Assessor's valuation is reasonable. Member Bill Marlow moved to sustain the Assessor's valuation of $49,445 for parcel number 702 134 019. Vice-Chairman Dick Broders seconded the motion which carried by a unanimous vote. Box 596 Quilcene, WA 98376 BOE: 94-44-R PN: 702 251 016 The Board reviewed the information provided by the petitioner and the Assessor and conducted an inspection of the property. Member Bill Marlow stated that the petitioners feel their property has been devalued as a result of Coast Oyster Company impairing their view by building a structure on a dock, south of the petitioner's property. They also believe that their view is not as good as neighboring homes. The Board did not find that to be the case at the time of the property inspection and does not feel the issues brought up by the petitioners constitute a reduction in value. Comparable sales presented by the Assessor's office indicate the property is valued fairly. Member Bill Marlow moved to sustain the Assessor's valuation of $252,030 for parcel number 702 251 016. Vice-Chairman Dick Broders seconded the motion which carried by a unanimous vote. (See also minutes of September 29, 1994) Mary A. Griffin 7801 Greenwood N. Seattle, WA 98103 BOE: 94-46-LO PN: 601 072 002 The Board reviewed the information provided by the petitioner and the Assessor and conducted an inspection of the property. Member Bill Marlow moved to send a letter to Cedric Lindsay, thanking him for providing transportation by boat, to inspect Ms. Griffin's property which is only accessible by water. Vice-Chairman Dick Broders seconded the motion which carried by a unanimous vote. Vice-Chairman Dick Broders stated that the Board only inspected the property from the boat as they were unable to get ashore. There was a very good view from the water. Member Bill Marlow stated that the sales presented by the Assessor were difficult to compare with the petitioner's property. Vice-Chairman Dick Broders explained the property was valued at $550 per front foot and then reduced by 40% for topography and access. The Board agrees that access is an issue, but without additional evidence proving the property is less valuable, the Board is unable to justify a further reduction. Member Bill Marlow moved to sustain the Assessor's valuation of $33,000 for parcel number 601 072 002. Vice-Chairman Dick Broders seconded the motion which carried by a unanimous vote. (See also of September 29, 1994) Rocky Brook Hydroelectric 11225 SE 6th, Suite 100 Bellevue, W A 98004 BOE: 94-47-C PN: 602 282 004 The Board reviewed the information provided by the petitioner and the Assessor and conducted an inspection of the property. Vice-Chairman Dick Broders presented figures he and Member Bill Marlow computed that better reflect the actual improvement value of the property. After further discussion Vice-Chairman Dick Broders moved to overrule the Assessor's valuation of the improvements and reduce it to $511,272, for a total property value of $543,672. Member Bill Marlow seconded the motion which carried by a unanimous vote. (See also minutes of October 26, 1994) BOARD OF EQUALIZATION MINUTES. DECEMBER 7, 1994 Page 3 Mary Lou Pederson 7223 224th Street SW Edmonds, W A 98026 BOE: 94-49-R PN: 956 100 007 The Board reviewed the information provided by the petitioner and the Assessor and conducted an inspection of the property. Chairman DeLeo explained that the petitioner feels the assessment is too high because the well on the property is contaminated by gasoline and water has to be trucked in by the State Forest Service until a long term solution can be reached. Vice-Chairman Dick Broders stated that the Assessor's office did take into consideration the well contamination and reduced the land value in excess of 50% and partially reduced the improvement value as well. The Board feels the valuation reduction is fair and equitable. Member Bill Marlow moved to sustain the Assessor's valuation of $56,420 for parcel number 956 100 007. Vice-Chairman Dick Broders seconded the motion which carried by a unanimous vote. (See also minutes of October 27, 1994) Gary Lafrentere 21423 4th Place S. Des Moines, W A 98198 BOE: 94-51-LO PN: 701 344 026 The Board reviewed the information provided by the petitioner and the Assessor and conducted an inspection of the property. Vice-Chairman Dick Broders stated this property is located in Dabob Cove Tracts and all the lots in the development share beach access. There is also tribal access to the beach, which the petitioner feels devalues the property. Member Bill Marlow stated comparable sales presented by the Assessor prove the market value. Additionally, the Board does not know what impact the tribal access to the beach has, since all the lots have access and this property does not have a water view. Vice-Chairman Dick Broders added that there has not yet been a Court decision on this issue, so impacts would be difficult to determine. The tribal access does not limit the property owners access to the beach. Member Bill Marlow moved to sustain the Assessor's valuation of $49,950 for parcel number 701 344 026. Vice-Chairman Dick Broders seconded the motion which carried by a unanimous vote. (See also minutes of October 26, 1994) Patrick and Bonnie Rodgers P.O. Box 62 Brinnon, W A 98320 BOE: 94-54-R PN: 502 023 019 The Board reviewed the information provided by the petitioner and the Assessor and conducted an inspection of the property. The 150 foot waterfront lot is located off of highway 101 in Brinnon. The petitioner is protesting the method used by the Assessor to assess waterfront land value. The Board reviewed the chart used by the Assessor and determined that $650 per front foot is fair for the first 100 feet, but not for the excess front footage since it is used primarily for a drainfield and cannot be used for another building site. To be consistent with the Assessor's methods the Board feels a 10% reduction of the total land value would be fair. Vice-Chairman Dick Broders moved to overrule the Assessor's land valuation and reduce it to $91,750 for a total property value of $165,485. Member Bill Marlow seconded the motion which carried by a unanimous vote. (See also minutes of October 26, 1994) Fred & Barbara Hilliard 5425 Crystal Springs Drive Bainbridge Island, WA 98110 BOE: 94-55-LO PN: 601 032 001 The Board reviewed the information provided by the petitioner and the Assessor and conducted an inspection of the property from a distance, as there was logging going on which prevented them from getting to the property. The property is located south of the Dabob Cove Tracts. The BOARD OF EQUALIZATION MINUTES. DECEMBER 7,1994 Page 4 petitioners feel that the logging has significantly impacted the value of their property. Vice- Chairman Dick Broders stated that the purchase price was more than the assessed value and sales of adjacent property prove the land is assessed at market value. Member Bill Marlow added that timber value is not considered during assessments and moved to sustain the Assessor's valuation of $182,325 for parcel number 601 032 001. Vice-Chairman Dick Broders seconded the motion which carried by a unanimous vote. (See also minutes of October 27, 1994) Roberta Webb/Lori Millard 901 S. 5th Avenue Yakima, WA 98902 BOE: 94-56-R PN: 702 273 001 The Board reviewed the information provided by the petitioner and the Assessor and conducted an inspection of the property. The 34 acre parcel is located south of Quilcene near Mt. Walker. Member Bill Marlow stated the property is designated as timber land and the petitioners are asking for a reduction in the value, but failed to provide any evidence indicating the Assessor's value is incorrect. Member Bill Marlow moved to sustain the Assessor's valuation of $33,090 for parcel number 702 273 001. Vice-Chairman Dick Broders seconded the motion which carried by a unanimous vote. (See also minutes of October 27, 1994) Audrey Schuele 2415 NE 93rd Avenue Vancouver, WA 98662 BOE: 94-57-R PN: 602 352 015 The Board reviewed the information provided by the petitioner and the Assessor and conducted an inspection of the property. The 1.3 acre parcel is located in Brinnon near Church Road. One- third of an acre is a gully so the petitioner feels that a 10% reduction in value should be given. The Assessor's office presented several comparable sales that indicated the property is assessed at market value. Vice-Chairman moved to sustain the Assessor's valuation of $45,915 for parcel number 602 352 015. Member Bill Marlow seconded the motion which carried by a unanimous vote. (See also minutes of October 27, 1994) APPROVAL OF MINUTES The Board concurred to approve the actions taken on this date upon the completion and signing of the minutes. There being no further business before the Board of Equalization for the 1994 season, the Board adjourned Sine Die.
