DETERMINATIONS Larry & Sandy Cooney 63 Robin Lane Port Lndlow, WA 98365 BOE: 95-73-R PN: 935900 013 After reviewing all the information submitted by both parties and conducting an inspection of the property the Board agreed that based on the information provided, the parcel is valued correctly. Member DeLeo moved to sustain the Assessor's valuation of$104)25 for parcel number 935 900013. Vice-Chairman Broders seconded the motion which carried by a unanimous vote. (See also minutes of November 8, 1995) Larry Matson 200 Blue Jay Lane Port Ludlow, W A 98365 BOE: 95-123-R PN: 934500 010 After reviewing all the information submitted by both parties and conducting an inspection of the property the Board determined that the lots in question could be hooked up to an existing drain field at some point in the future, Therefore the lots have a market value above the current use as an engineered septic system site. Vice-Chairman Broders moved to sustain the Assessor's valuation of$25,400 for parcel number 934 500 010. Member DeLeo seconded the motion which carried by a unanimous vote. Vice-Chairman Broders moved to overrule the Assessor's valuation of parcel number 934 200 008 and reduce the improvement value from $86,895 to $69,330 for a new total value of$160,330. This was done by reducing the 94% good factor of the replacement value to 75% good. Member DeLeo seconded the motion which carried by a unanimous vote. Vice-Chairman Broders moved to sustain the Assessor's valuation of $71,130 for parcel number 994 600 205. Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of November 7, 1995) Drew & Pamela Elicker 331 Engel Road Port Townsend, W A 98368 BOE: 95-97-LO PN: 721043003 After reviewing all the information submitted by both parties and conducting an inspection of the property the Board agreed that an adjustment is necessary due to the excessive water on portions of the property. Additionally, the appellant provided the letter from the Health Department, which was the necessary documented evidence needed to prove that the property cannot support a septic system at this time due to the soil conditions. Vice-Chairman Broders read the letter. The Board discussed how much of an adjustment to make and concurred to use a (-40%) for utility. Vice-Chairman Broders moved to overrule the Assessor's valuation of the land only for parcel number 721 043 003 and reduce it from $212,720 to $173,122 for a new total value of $212,622. Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of November 7, 1995) Perry & Krista Brestel 11525 Willamette Meridian Road NW Silverdale, W A 98383 BOE: 95-121-LO PN: 954 600 120 After reviewing all the information submitted by both parties and conducting an inspection of the property the Board agreed to make an adjustment due to the restricted access to water as compared to adjacent lots. Vice-Chairman Broders moved to overrule the assessed valuation of $87,000 for parcel number 954600 120 and reduce it by 10% for a new value of$78,300. (See also minutes of November 7, 1995) Anne Savage 271 Old Oak Bay Road Port Hadlock, W A 98339 BOE: 95-148-R " PN: 921182019 921 182 011 The Board reviewed all the information submitted by both parties and conducted an inspection of the property. Chairman Marlow stated that this property is recorded under two separate parcel numbers because the appellant is in the senior citizen exemption program. Vice-Chairman Broders stated that the appellant was concerned with drainage and erosion problems on the property. He feels the Assessor's valuation fairly reflects the issues brought up by the appellant. During the hearing, the Assessor's representative stated that since the value of the property must be split between the two parcel numbers, he recommends that the Board place more of the value on the portion of property in the senior citizen exemption program so that the appellant will receive more of an exemption and in turn, would result in a reduction in value for the remaining property which is not exempt. He suggested 80% of the total value be applied to the exempt property and 20% of the total value be applied to the remaining property. Vice-Chairman Broders moved to overrule the Assessor's valuation and apply 80% of the total value to the exempted property and to discuss this appeal later in the meeting, after the Board has received the correct figures from the Assessor's office. Member DeLeo seconded the motion which carried by a unanimous vote. (See later in the meeting and minutes of November 8, 1995) Norman & Frances Warner 1982 Oak Bay Road Port Hadlock, W A 98339 BOE: 95-176-R PN: 921 073 005 After reviewing all the information submitted by both parties and conducting an inspection of the property the Board determined that based on the comparable sales information the property is valued correctly. Member DeLeo moved to sustain the Assessor's valuation of $230,335 for parcel number 921 073 005. Vice-Chairman Broders seconded the motion which carried by a unanimous vote. It was agreed that the appellant did not provide any evidence to justifY a reduction in value. Vice-Chairman Broders moved to sustain the Assessor's valuation of $317, 170 for parcel number 921 063 014. Member DeLeo seconded the motion which carried by a unanimous vote. The Board agreed that the appellant did not provide any clear, cogent or convincing evidence. Vice-Chairman Broders moved to sustain the Assessor's valuation of$368,350 for parcel number 921 063 012. Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of November 8, 1995) Fern Michelson & Pat Stroble 943 Old Tarboo Road Quilcene, WA 98376 BOE: 95-83-R PN: 801 204005 After reviewing all the information submitted by both parties and conducting an inspection of the property the Board determined that the land is valued correctly, but an adjustment needs to be made to the improvement value due to the deteriorated condition of the houses. The Board feels that the property is not worth the purchase price. They discussed how much the improvement values should be reduce and concurred to value the metal frame building at 50% good and value the house at 35% good. Vice-Chairman Broders moved to overrule the Assessor's valuation of parcel number 801204005 and reduce the improvement value from $61,710 to $38,890 for a new total value of $107,590. Member DeLeo seconded the motion which carried by a unanimous vote. They determined that the wet areas on the property are fairly reflected in the current assessment. Vice-Chairman Broders moved to sustain the Assessor's valuation of $36,420 for parcel number 801212003. Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of November 7, 1995) " PN: 921182019 921182011 Anne Savage - Continued 271 Old Oak Bay Road Port Hadlock, W A 98339 HOE: 95-148-R Chairman Marlow stated that the correct figures were confirmed with the Assessor's office. Previously during the meeting the Board voted to overrule the Assessor's valuation and place 80% of the total property value on the exempt portion of the property. The remaining 20% is then applied to the property which is not exempt. He continued by stating that the land value of the exempt property, recorded under parcel number 921 182019, will be changed from $51,000 to $78,000 for a new total value of$92,100. The land value of the remaining property which is BOARD OF EQUALIZATION MINUTES - NOVEMBER 15, 1995 Page 6 not exempt is recorded under parcel number 921 182 011, and will be changed from $45,000 to $18,000. The total property value is not being reduced, the value is being redistributed in a manner that will give the appellant more of an exemption which will result in a reduction in her property taxes. (See earlier in the meeting and minutes of November 8, 1995) Ralph & Helen Cole 4 Phinney Lane Port Ludlow, W A 98365 HOE: 95-78-R PN: 990400171 The Board reviewed all the information submitted by both parties and conducted an inspection of the property. The property recently sold for less than the assessed valuation. The Board determined that the sale of the property establishes fair market value. Vice-Chairman Broders moved to overrule the Assessor's valuation of parcel number 990 400171 and reduce only the improvement value from $117,735 to $111,535 for a new total value of$188,785. Member DeLeo seconded the motion which carried by a unanimous vote. Member DeLeo moved to sustain the Assessor's valuation of $40,000 for parcel number 990600 127 and $40,000 for parcel number 990600 128. Vice-Chairman Broders seconded the motion for discussion. He reviewed the comparable sales and stated that both of the appellants provided the same exact information. Chairman Marlow called for a vote on the motion, which passed unanimously. They concurred to reduce the land value by 15% due to the erosion problems on the property. Vice-Chairman Broders moved to overrule the Assessor's valuation of parcel number 969000003 and reduce only the land value from $161,000 to $137,750 for a new total value of $222, 155.
