Chairman Richard A. Broders and Member James A. DeLeo.

property the Board concurred to reduce only the improvement value of the property due to
defects in the house. Vice-Chairman Broders moved to overrule the Assessor's valuation of
parcel number 934 200 008 and reduce the improvement value from $86,895 to $69,330 for a
new total value of$160,330. This was done by reducing the 94% good factor of the replacement
value to 75% good. Member DeLeo seconded the motion which carried by a unanimous vote.

property the Board agreed that an adjustment is necessary due to the excessive water on portions
of the property. Additionally, the appellant provided the letter from the Health Department,
which was the necessary documented evidence needed to prove that the property cannot support
a septic system at this time due to the soil conditions. Vice-Chairman Broders read the letter.
The Board discussed how much of an adjustment to make and concurred to use a (-40%) for
utility. Vice-Chairman Broders moved to overrule the Assessor's valuation of the land only for
parcel number 721 043 003 and reduce it from $212,720 to $173,122 for a new total value of
$212,622. Member DeLeo seconded the motion which carried by a unanimous vote. (See also

The Board reviewed all the information submitted by both parties and conducted an inspection of
the property. Chairman Marlow stated that this property is recorded under two separate parcel
numbers because the appellant is in the senior citizen exemption program. Vice-Chairman
Broders stated that the appellant was concerned with drainage and erosion problems on the
property. He feels the Assessor's valuation fairly reflects the issues brought up by the appellant.
During the hearing, the Assessor's representative stated that since the value of the property must
be split between the two parcel numbers, he recommends that the Board place more of the value
on the portion of property in the senior citizen exemption program so that the appellant will
receive more of an exemption and in turn, would result in a reduction in value for the remaining
property which is not exempt. He suggested 80% of the total value be applied to the exempt
property and 20% of the total value be applied to the remaining property. Vice-Chairman
Broders moved to overrule the Assessor's valuation and apply 80% of the total value to the
exempted property and to discuss this appeal later in the meeting, after the Board has received the
correct figures from the Assessor's office. Member DeLeo seconded the motion which carried by

property the Board determined that the land is valued correctly, but an adjustment needs to be
made to the improvement value due to the deteriorated condition of the houses. The Board feels
that the property is not worth the purchase price. They discussed how much the improvement
values should be reduce and concurred to value the metal frame building at 50% good and value
the house at 35% good. Vice-Chairman Broders moved to overrule the Assessor's valuation of
parcel number 801204005 and reduce the improvement value from $61,710 to $38,890 for a
new total value of $107,590. Member DeLeo seconded the motion which carried by a unanimous

Chairman Marlow stated that the correct figures were confirmed with the Assessor's office.
Previously during the meeting the Board voted to overrule the Assessor's valuation and place
80% of the total property value on the exempt portion of the property. The remaining 20% is
then applied to the property which is not exempt. He continued by stating that the land value of
the exempt property, recorded under parcel number 921 182019, will be changed from $51,000
to $78,000 for a new total value of$92,100. The land value of the remaining property which is

not exempt is recorded under parcel number 921 182 011, and will be changed from $45,000 to
$18,000. The total property value is not being reduced, the value is being redistributed in a
manner that will give the appellant more of an exemption which will result in a reduction in her
