DeLeo Chairman Vice-Chairman Member Chairman William S. Marlow called the meeting to order at 9:30 a.m. in the presence of Vice- Chairman Richard A. Broders and Member James A. DeLeo. APPROVAL OF MINUTES Vice-Chairman Broders moved to approve the minutes of November 28,29,30, and December 15, 1995 as presented. Member DeLeo seconded the motion which carried by a unanimous vote. DETERMINATIONS Alma Taylor P.O. Box 116 Nordland, WA 98358 BOE: 95-105-R PN: 921051005 After reviewing all the information submitted by both parties and conducting an inspection of the property the Board agreed that based on comparable sales information the property is valued correctly. Member DeLeo moved to sustain the Assessor's valuation of $487,405 for parcel number 921 051 005. Vice-Chairman Broders seconded the motion which carried by a unanimous vote. During the hearing the representative of the Assessor's office recommended an adjustment be made for size. Vice-Chairman Broders moved to overrule the Assessor's valuation and reduce only the land value of parcel number 990600 162 from $174,000 to $160,000 for a new total value of $382,040. Member DeLeo seconded the motion which carried by a unanimous vote. Based on comparable sales information and the fact that the appellant's property consists of two useable lots the Board agreed that the assessment reflects fair market value. Member DeLeo moved to sustain the Assessor's valuation of $443)25 for parcel number 969 300001. Vice-Chairman Broders seconded the motion which carried by a unanimous vote. Vice-Chairman Broders moved to overrule the Assessor's office and reduce only the land value of parcel number 969 300 008 from $316,500 to $269,100 plus the $6,000 improvement value for a new total value of$415,860. During the hearing the representative of the Assessor's office recommended the Board reduce the value by 25% for topography. The Board concurred to make the reduction. Vice-Chairman Broders moved to overrule the Assessor's valuation and reduce only the land value of parcel number 969 400 007 from $92,000 to $73,000 for a new total value of$186,005. Member DeLeo seconded the motion which carried by a unanimous vote. They determined that the assessed valuations are consistent with similar properties in the area. Vice-Chairman Broders moved to sustain the Assessor's valuation of $434,845 for parcel number 969 400 014. Member DeLeo seconded the motion which carried by a unanimous vote. After further discussion Vice-Chairman Broders moved to also sustain the Assessor's valuation of$41O,810 for parcel number 969 400 015. It was agreed that an adjustment could not be made until the siding problems are reflected in market values. Based on comparable sales the property is valued correctly. Based on comparable sales information the parcel is correctly valued. Vice-Chairman Broders moved to sustain the Assessor's valuation of$248,965 for parcel number 998700037. Member DeLeo seconded the motion which carried by a unanimous vote. The comparable sales information used to assess the property indicate the value is correct. After further discussion of sales and views, Member DeLeo moved to sustain the Assessor's valuation of$293,815 for parcel number 998 700 046. Vice-Chairman Broders seconded the motion which carried by a unanimous vote. An adjustment cannot be made since it is yet to be determined if the siding problems negatively affect market value. Based on comparable sales the property is valued correctly. Vice- Chairman Broders moved to sustain the Assessor's valuation of $293,700 for parcel number 998 700 053. Member DeLeo seconded the motion which carried by a unanimous vote. Vice-Chairman Broders moved to overrule the Assessor's valuation and reduce only the land value of parcel number 821 152005 from $505,680 to $422,080 for a new total valuation of $423,480.
