DeLeo Chairman Vice-Chairman Member Chairman William S. Marlow called the meeting to order at 9:30 a.m. in the presence of Vice- Chairman Richard A. Broders and Member James A. DeLeo. HEARINGS Edward Dupont 192 Jakeway Road Quilcene, WA 98376 BOE: 96-27-P PN: 3147111 Edward Dupont was present. Bob Shold represented the Assessor's office. Chairman Marlow explained the hearing process and swore them in. The property under appeal is a 1969 Four Seasons mobile home. The current assessment is $8,545. Mr. Dupont stated that he paid $1,500 for the mobile, hoping to sell it for a profit. He presented a newspaper advertisement he had placed in the July 17, 1996, Port Townsend Leader, which lists the mobile home for sale for $2,995. In his opinion the mobile home is worth more than $1,500 but less than $3,000. Bob Shold stated that when the mobile home was assessed, it was set up with utilities. If it is now in storage, then the actual value is less than the current assessment. After further discussion the Board concurred to conduct an inspection of the property and make a determination at a later date. B. June Sinclair 390 - 7 Sisters Road Port Ludlow, W A 98365 BOE: 96-14-LO PN: 921 301 007 B. June Sinclair was not present. Robert Kingsley represented the Assessor's office and was sworn in by Chairman Marlow. The property under appeal is-located off of Oak Bay Road. The appellant's petition states: "Property triangular, point at water end, eagle nest 30' from n. line at n \,: 100% Recycled Paper BOARD OF EQUALIZATION MINUTES - AUGUST 14, 1996 Page 2 beach. Since moratorium, only one residence allowed." A property evaluation was also attached to the petition. The current assessment is $54,950. An estimate of value was not provided by the appellant. Robert Kingsley clarified that the property consists of 12.99 acres. The property evaluation stated that a permit for a septic system had been denied by the County. Mr. Kingsley stated that the permit was denied in 1979. Since that time, there have been other types of septic systems designed which would allow the appellant to develop the property if a permit was applied for now. Mr. Kingsley explained how he valued the property and stated that he reduced the valuation by the cost ofa mound septic system ($10,000). He spoke with the appellant on the telephone and asked if she had an eagle management plan for her property? She replied that she did not, but that someone in the neighborhood did. Mr. Kingsley researched and found which property owner has the eagle management plan and requested a copy be sent to the Assessor's office. After reviewing the plan it was determined that it has no effect on the value of his property. Since it has no effect on the property with the plan, it was also determined that it more than likely has no effect on the appellant's property. Additionally, the property evaluation states there is no water available in the area. Mr. Kingsley stated that a well has never been drilled on the appellant's property, so it should not be assumed that there is a well problem. Mr. Kingsley then presented comparable sales to the Board. After reviewing all the information provided and hearing the testimony of the Assessor's representative, the Board concurred to conduct an inspection of the property and make a determination at a later date. Bruno KoslotT 3740 Oak Bay Road Port Hadlock. W A 98339 BOE: 96-04-LO PN: 921194078 Bruno Kosloffwas present. Robert Kingsley represented the Assessor's office. Chairman Marlow explained the hearing process and swore them in. The property under appeal is located off of Oak Bay Road. Mr. Kosloff stated that he would like his property to be reassessed. He received additional property as a result of a neighboring survey. His property receives a reduction for wet conditions and he would like the additional property to receive the same reduction. Also negatively impacting the value of the property is a large tree which poses a risk to Puget Power's power lines. Mr. Kosloffwas given notice by Puget Power that he has to remove the tree at his own expense. He feels this would negatively impact the sale of his property. Noise pollution from aircraft is another negative factor. The current assessment is $8,360. He is requesting the value be reduced to $1,500. Mr. Kingsley explained that the appellant's property is in the senior citizen exemption program. The additional property was valued at $5,500 per acre, which is the standard rate in this area. Based on comparable sales in the neighborhood, the property value is fair. After reviewing all the information provided and hearing the testimony of both parties, the Board concurred to conduct an inspection of the property and make a determination at a later date. BOARD OF EQUALIZATION MINUTES - AUGUST 14, 1996 MOTION FOR RECONSIDERATION Page 3 Rocky Brook Hydroelectric 11225 SE 6th - Suite 100 Bellevue, W A 98004 BOE: 96-28-C PN: 602 282 004 No representatives from Rocky Brook Hydroelectric were present. Bob Shold represented the Assessor's office and was sworn in by Chairman Marlow. The property under appeal is a hydro electric plant located in Brinnon. This appeal is based on the fact that their power sales agreement ended in April of 1996. They are requesting the current assessment of$543,670 ($32,400 for the land and $511,270 for the improvements) be reduced to $39,400 ($32,400 for the land and $5,000 for the improvements). Mr. Shold stated that this information was available at the time of the original hearing in October of 1994. The current assessment was determined by the Board of Equalization in December of 1994.
