Board agreed that sales indicate that mobile homes located on property and set up with utilities, increase in value
over time if they are kept in good condition. As this is the case with the appellant's property the current
assessment is fair and equitable. Vice-Chairman Broders moved to sustain the Assessor's valuation of$20,680
for parcel number 3037079. Member DeLeo seconded the motion which carried by a unanimous vote. (See

The Board reviewed all the information submitted by both parties and conducted an inspection of both parcels
under appeal. It was determined that the value of parcel number 801 045 016 is consistent with similar property
in the area. Vice-Chairman Broders moved to sustain the Assessor's value of$38,980. Member DeLeo
seconded the motion which carried by a unanimous vote.
The appellant's house is located on parcel number 801045018 which is very wet and swampy. During the site
inspection it was noted that there is approximately 6 inches of standing water underneath the house due to
inadequate drainage. The Board agreed that the problem affects the market value and that the improvement
value should be reduced by $5,000. Vice-Chairman Broders moved to overrule the Assessor and reduce the
improvement value to $113,380 for a new total valuation of$156,545. Member DeLeo seconded the motion

Since the mobile home is currently located in a storage yard and its condition has significantly deteriorated, the
Board concurred to reduce the valuation. Vice-Chairman Broders moved to overrule the Assessor and reduce

inspection revealed that there is a substantial canyon or gully in the center of the property which detracts from
the value. After further discussion the Board concurred to reduce the land value by 15% for topography
problems. Vice-Chairman Broders moved to overrule the Assessor and reduce the valuation of parcel number

The Board reviewed all the information submitted by both parties for this motion for reconsideration and conducted
an inspection of both parcels of land. The Board went further to request an opinion from the State Department of
Revenue's attorney Jim Winterstein regarding the method of valuing property in multiple ownership; and look into
the effects Bonneville Power Authority (B.P.A.) easements have on valuations. It was learned that property in
multiple ownership must be assessed as if were owned by a single individual. This means property in multiple
ownership does not negatively affect the value. Furthermore, it was discovered that B.P.A. easements do not
adversely affect property values. Based on this information and comparable sales information, the Board
concurred that the property value is fair and equitable. Vice-Chairman Broders moved to sustain the Assessor's
valuation of $62,590 for parcel number 954600101 and $187,765 for parcel number 954 600125. Member
DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of September 6, 1996)
