Chairman William S. Marlow called the meeting to order at 9:30 a.m, in the presence of Vice-
Chairman Richard A. Broders and Member James A. DeLeo.
1995 RECONVENING DETERMINATION

After reviewing all the information submitted by both parties and conducting an inspection of the
property, the Board agreed that the Assessor's suggested alternate method of valuing the property
would take into account the problem of wet areas on the property by reducing a portion of the
land value by 25%. With the exception of the wet area problems, the Board believes that the
property value is fair and equitable based on the January 1, 1995 appraisal date. Vice-Chairman
Broders moved to overrule the Assessor on parcel number 998 700 036 and reduce only the value
of the back 8.87 acres of the property by 25% due to water problems, for a new total valuation of
$310,436. Member DeLeo seconded the motion which carried by a unanimous vote. (See also
minutes of May 21, 1997)

After reviewing all the information submitted by both parties and conducting an inspection of the
property, the Board concurred that without evidence that this was not an arms-length transaction,
which is defmed as when a buyer and seller seek to maximize their positions, the sale price of the
property accurately reflects its market value. Member DeLeo moved to overrule the Assessor on
parcel number 990 600 233 and reduce the value to $120,000. Vice-Chairman Broders seconded
the motion which carried by a unanimous vote. (See also minutes of May 21, 1997)

The Board reviewed all the information submitted by both parties. They did not conduct an
inspection of the property. Based on the unique nature of this parcel and the fact that there is no
indication that the sale of the property was not an arms-length transaction, the Board concurred
that the sale price accurately reflects fair market value of the property. Vice-Chairman Broders
moved to overrule the Assessor and reduce the total value to $250,000 ($150,385 for the land
and $99,615 for the improvements). Member DeLeo seconded the motion which carried by a
unanimous vote. (See also minutes of May 21, 1997)
With no further business during the 1995 and 1996 reconvenings, the meeting was adjourned.
