James A. DeLeo. Vice-Chairman Marlow was not present.

Mr. and Mrs. Kossow were not present Appraiser Dennis Pownall represented the Assessor's
office and was sworn in by Chairman Broders. The property under appeal consists of an
undeveloped lot located on the comer of21" Street and Gise Street in Port Townsend. The
appellant wrote on the petition that "In order to reach the lots I would have to put in 100' of road.
I would accept the Assessor's estimated value if the cost of road construction was deducted." He
is requesting the current assessed value of$25,000 be reduced to $12,750.

Mr. Pownall presented a map outlining sales of comparable property in the area. He explained
the methodology used in valuing the property.
After further discussion regarding market values in the area, the Board concurred to conduct an
inspection of the property and make a determination at a later date.
Ms. Loeschen was not present. Appraiser Peter Schuck represented the Assessor's office and
was sworn in by Chairman Broders. The property under appeal is a residential lot located at
3297 Cliff Street in Port Townsend. The appellant wrote on the petition that 'The land values
have not increased. The adjacent lots sold recently for $7,850 (1/2 of 4 lots). The City has

was a succession of potholes. My cost to fill them was $109.66. The potholes are reforming so
that this will be an ongoing expense. There is no full sewer service even though I'm charged full
fees. I am connected to a pressure sewer line pumping the liquids and collecting the solids in a
septic tank. These are serious disadvantages and affect property values. I believe that the old
value of$12,500 still reflects a fair market value." She provided sales of property she believes
are comparable to her property. She is requesting the Board reduce the current assessment from
$71,030 ($22,000 for the land and $49,030 for the improvements) to $61,530 ($12,500 for the
land and $49,030 for the improvements).
Mr. Schuck stated that the sales of comparable property provided by the appellant are not
comparable as two of the parcels have no access and one may not even be buildable. He
presented the sales of comparable property that he used in valuing the appellant's property. He
also responded to the concerns mentioned by the appellant in her petition.
The Board concurred to conduct an inspection of this parcel and make a determination at a later
date.
