Chairman Richard A. Broders called the meeting to order at 9:30 a.m. in the presence of Vice-Chairman
William S. Marlow and Member James A. DeLeo.

After reviewing all the information submitted by both parties and conducting an inspection of the property, the
Board concurred to reduce the value of the property due to water and drainage problems. Chairman Broders
noted that the property value has already been given a -15% adjustment for excess lots, however, he believes a
further adjustment is needed. Vice-Chairman Marlow moved to overrule the Assessor and reduce the base
valuation of $20,000 by an additional 1 0% (-25% total) for a new valuation of $15,000. Member DeLeo
seconded the motion which carried by a unanimous vote. (See also minutes of September 8, 1997)

property is overvalued. Based on sales of comparable property, the valuation is fair and equitable. Vice-

$110,500 for parcel number 933 200 028. Member DeLeo seconded the motion which carried by a unanimous

After reviewing all the information submitted by both parties and conducting an inspection of the property, the
Board agreed that the property value of this parcel is too high based on the inability to use lots 2 and 4. Vice-
Chairman Marlow moved to overrule the Assessor and reduce the value of$513,255 ($314,500 for the land and
$198,755 for the improvements) by eliminating the +10% adjustment for depth, for a new valuation of
$485,755 ($287,000 for the land and $198,755 for the improvements). Member DeLeo seconded the motion
which carried by a unanimous vote. It was noted that no adjustment can be made for the potential
contamination problem unless the appellant provides documented evidence that an environmental problem

Board concurred to reduce the improvement value by 10% due to economic obsolescence. Vice-Chairman
Marlow moved to overrule the Assessor and reduce the value from $918,495 ($283,000 for the land and
$635,495 for the improvements) to $854,945 ($283,000 for the land and $571,945 for the improvements).

The Board reviewed all the information submitted by both parties and conducted an inspection of all the
properties. They concurred to reduce the valuation of parcel number 965702708 due to the extremely poor
condition of the property. Vice-Chairman Marlow moved to overrule the Assessor and reduce the
improvement value by lowering the percent good factor from 61 % to 45% which reduces the total valuation
from $61,235 ($26,000 for the land and $35,235 for the improvements) to $51,991 ($26,000 for the land and
$25,991 for the improvements). Member DeLeo seconded the motion which carried by a unanimous vote.
After discussing parcel number 984 903 503 it was agreed that the value is fair and equitable. Member DeLeo
moved to sustain the Assessor's valuation of$99,805. Vice-Chairman Marlow seconded the motion which
carried by a unanimous vote. The Board also feels the assessment of parcel number 995200104 reflects fair
market value. Member DeLeo moved to sustain the Assessor's valuation of$21I,675. Vice-Chairman Marlow
seconded the motion which carried by a unanimous vote. (See also minutes of September 8, 1997)
