Marlow James A. DeLeo Chairman Vice-Chairman Member Chairman Richard A. Broders called the meeting to order at 11:00 a.m. in the presence of Vice- Chairman William S. Marlow and Member James A. DeLeo. APPROVAL OF MINUTES Vice-Chairman Marlow moved to approve the minutes of September 3,8, and 9,1997 and October 14, and 21, 1997 and November 5,1997. HEARING WAIVERS/ASSESSMENT CORRECTIONS The Board concurred to accept the assessment corrections for the following appeals: NAME APPEAL NO. PARCEL NO. Ronald Kahler, GHB Co. Appraiser Dennis Pownall represented the Assessor's office. After explaining the hearing process, Chairman Broders swore them in. The property under appeal consists of approximately 12 acres located off of Porter Lane in the outskirts of Port Townsend. Mr. Pawelek stated that the land codes #9812 and #1375 used by the Assessor's office in valuing the property, falsely indicate that the property is improved. Mr. Pawelek presented a topography map and explained that there is a ravine which runs along the eastern boundary of his property. For that reason, he feels the property is not comparable to others in the area, which slope down to the bluff and are relatively flat. He asked the Board to also review the adjustment of +50% for view quality. The current assessed land valuation is $156,865. Mr. Pawelek did not provide his estimated value. Mr. Pownall explained that the added site improvement value was an error and should be removed. He valued the property based on the sales of raw land in the area. The appellant's property is unique as there are no other properties in the area with similar characteristics. There is a ravine on a portion of the property, however, it is unknown if that would affect the usability of the land. Mr. Pownall believes that the ravine would not impact the use, and in fact, it actually contributes to the view of the property. A brief discussion ensued regarding how views and waterfront properties are valued. After reviewing all the information submitted and hearing the testimony of both parties, the Board concurred to conduct a physical inspection of the property and make a determination at a later date. Lolita Lekha 2600 Second Avenue, Suite 1607 Seattle, WA 98121 BOE: 97-62-R PN: 985209602 Ms. Lekha was not present. Appraiser Robert Kingsley represented the Assessor's office and was sworn in by Chairman Broders. The property under appeal consists of a house on 2 lots located at 1633 Walnut Street, in Port Townsend. Ms. Lekha stated on her petition that "I am informed that property values have remained static in Port Townsend. Also there has been no improvements. Indeed there is deterioration." She is requesting that the current assessed valuation of$110,240 ($31,000 for the land and $79,240 for the improvements) be reduced to $95,160 ($22,500 for the land and $72,660 for the improvements). Mr. Kingsley stated that Ms. Lekha did not provide any documentation to support her petition. He presented sales of comparable properties located in the area. He believes that based on these sales, the property is correctly valued. At the close of the hearing the Board concurred to conduct a physical inspection of the property and make a determination at a later date. Meeting adjourned.
