DeLeo Chairman Vice-Chairman Member Chairman Richard A. Broders called the meeting to order at 9:30 a.m. in the presence of Vice- Chairman William S. Marlow and Member James A. DeLeo. ASSESSOR'S CERTIFICATION OF ASSESSMENT ROLLS Member DeLeo moved to accept the Assessor's Certification of Assessment Rolls in the amount $2,213,756,700. Vice-Chairman Marlow seconded the motion which carried by a unanimous vote. HEARINGS George & Kathy Casprowitz 6260 49th Avenue Delta, B.C. Canada V4K 4S5 BOE: 98-19-R PN: 601323015 Mr. and Mrs. Casprowitz were not present. Representing the Assessor's office was Appraiser Peter Schuck who was sworn in by Chairman Broders. The property under appeal consists of l/7th share of approximately 25 acres and 100% interest in the cabin on property located on the Toandos Peninsula. The appellants stated on their petition the following reasons for appealing the value of the property: I) Rural location with no services (sewer, electricity, phone); and 2) Unique ownership arrangement which makes it very difficult to sell at market price. Currently the property is assessed for $127,160 ($35,910 for the land and $91,250 for the improvements). No estimate of value was provided by the appellants. Mr. Schuck stated that the appellants argue that because they have a fractional interest in the property it is not marketable. There is no evidence to prove or disprove this argument. The property value increase was significant. At the close of the hearing the Board concurred to conduct an inspection of the property and make a determination at a later date. Robert & Maurya Falk 29 Bear Drive Mt. Baldy, CA 91759-0203 BOE: 98-04-LO PN: 821355006 Mr. and Mrs. Falk were not present. Appraiser Robert Shold represented the Assessor's office and was sworn in by Chairman Broders. The property under appeal consists of approximately 6.47 acres of land located in Bridge View Estate Tracts Division I (lot 6). The appellants stated on their petition that, "This property has been on the market for the past 2 years. It is listed at $84,900. We have not had any offers as of today. In addition, numerous other lots are for sale at comparable prices." Also included with the petition was a copy of their listing sheet and a comparative market analysis prepared by Windermere Real Estate. The appellants are requesting the current land assessment of$104,760 be reduced to $84,900. Mr. Shold stated that he went to visit the area prior to the hearing and noticed that there were several "for sale" signs on properties in the area as well as one on the appellants' property which appeared to have a "sold" sign on it As there has not been any documents processed in the Assessor's records, he is not sure if the sale actually took place or if it is still pending. This parcel has been actively marketed and while he does not know of any problems with the property, it does appear that the current assessment may be incorrect based on the market today.
