Broders called the meeting to order at 9:30 a.m. in the presence of Vice-Chairman William S. Marlow and Member James A. DeLeo. ASSESSOR'S CERTIFICATION OF NEW CONSTRUCTION VALUE Vice-Chairman Marlow moved to accept the Assessor's Certificate of New Construction Value in the amount of$61,025,980. Appraiser Peter Schuck represented the Assessor's office. After explaining the hearing process Chairman Broders swore them in. The parcels under appeal are lots 5, 6, 7, and 8 of Go- Onna Beach Tracts, Division 2 in Coyle. Mrs. Messer stated that they purchased all four (4) lots for $10,000 in July of 1998, The lots are currently assessed at $6,000 each, which based on their purchase price, is not reflective of market value. They believe $10,000 is a fair valuation for the parcels as only two (2) ofthe parcels may be buildable. The property does not have a view and it borders State and privately owned timber land. Mr. Schuck stated that the values of the parcels were based on sales of comparable property in the immediate area. After discussing the sales he said that those properties are superior to the appellants' property, Discussion ensued regarding the possible affects on the property valuation due to the proximity to the State Department of Natural Resources' timber land. Without knowing the classification of the State owned land it is not known if that is a factor with regard to the value of the appellants' property. After hearing the testimony of both parties the Board concurred to conduct an inspection of the property and make a determination at a later date. Ernest & Marilyn Ford, Trustee 544 Grasseth Poston Road Longview, WA 98632 BOE: 98-42-R PN: 993200 014 Mr. Ford was present. Appraiser Dennis Pownall represented the Assessor's office. After explaining the hearing process Chairman Broders swore them in. The property under appeal is a residential lot with a mobile home located in Seamount Estates, Division 2 (lot 14) in Brinnon. Mr. Ford stated that he questions how the Assessor's office calculates "replacement value" for his mobile home, He doesn't understand why the "% good" factor changed from 85% in 1994, to 91 % in 1998 and then was reduced to 80%, The neighborhood is deteriorating due to property with run-down mobile homes and poorly kept yards. The currenl assessment is $46,130 ($18,000 for the land and $28,130 for the improvements). Mr. Ford's estimate of value is $36,660 ($14,000 for the land and $22,660 for the improvements), Mr. Pownall stated that Mr. Ford purchased the property for $40,000 in 1991. Since that time he has replaced the roof and made some other improvements to the property. He explained how he valued the lot and the characteristics of the improvements, and presented sales of comparable property. Replacement values are calculated using national standards set by "Marshall and Swift". The change in the "% good" factor was due to an error. Mr. Ford stated that he replaced the roof because it was leaking. He does not see how maintenance ofa roof increases the value of the property. It is not an improvement, it is maintenance. The roof protects the mobile home. That is its only use. Mr. Pownall explained that the improved roof increases the marketability of the mobile home because the buyer is insured that the roof is in good condition. The value is based on the costs of the improvements. After hearing the testimony of both parties the Board concurred to conduct an inspection of the property and make a determination at a later date.
