Marlow called the meeting to order at 10;00 a.m. in the presence of Vice -Chairman Richard A. Broders and Member .fames A. DeLeo. Robert Hopkins P.O. Box 725 Quilcene, WA 98376 DETERMINATIONS BOE: 99-09-R PN: 701213 005 99 -10 -LO 701205 015 After reviewing all the information submitted by both parties and conducting an inspection of the property, the Board concurred to change the value of parcel #701 213 005 by valuing 20 front feet at $1,100 with a reduction of 25% for depth; 80 front feet at $500 with a reduction of 25% for depth; and 165 front feet at $500 with adjustments for depth and excess front footage. Vice -Chairman Broders moved to overrule the Assessor's valuation of $201,200 ($126,245 for the land and $74,955 for the improvements) and reduce it to $153,499 ($78,544 for the land and $74,955 for the improvements). Member DeLeo seconded the motion which carried by a unanimous vote. The Board also concurred that the value of parcel 9701205 015 should be based on a front footage rate of $1,100 per front foot with a 5% reduction for depth. Vice -Chairman Broders moved to overrule the Assessor's valuation of $157,500 and reduce it to $115,500. Member DeLeo seconded the motion which carried by a unanimous vote. Rouse 1607 Sheridan Avenue Port Townsend, WA 98368 BOE: 99-05-R PN: 948 310 603 After reviewing all the information submitted by both parties and conducting an inspection of the property, the Board concurred to reduce the improvement value by reducing the "percent good" factor to 85%. Vice - Chairman Broders moved to overrule the Assessor and reduce the value of $212,430 ($36,000 for the land and $176,430 for the improvements) to $202,630 ($36,000 for the land and $166,630 for the improvements). Member DeLeo seconded the motion which carried by a unanimous vote. It was agreed that the property was not affected by the slides and that the current assessment best reflects fair market value. Vice -Chairman Broders moved to sustain the Assessor's valuation of $194,770 ($66,000 for the land and $128,770 for the improvements). Bay Way Port Ludlow, WA 98365 BOE: 99-43-R PN: 921 292 045 After reviewing all the information submitted by both parties and conducting an inspection of the property, the Board agreed that the current assessed value of the property is fair and equitable. Member DeLeo moved to sustain the Assessor's value of $184,185 ($28,500 for the land and $155,685 for the improvements). Vice - Chairman Broders seconded the motion which carried by a unanimous vote. Box 68 Bisbee, ND 58317 After reviewing all the information submitted by both parties and conducting an inspection of the property, the Board concurred to change the land value by giving a reduction of 50% for excess front footage. Vice - Chairman Broders moved to overrule the Assessor and reduce the current valuation from $439,995 to $249,945. Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of October 20, 1999) David & Jacquelynn Wheeler 93 Sea Vista Place Port Ludlow, WA 98365 BOE: 99-47-R PN: 998 700 036 After reviewing all the information submitted by both parties and conducting an inspection of the property, the Board concurred that the design of the house and the way it is situated on the lot, causes a loss of view which warrants a 15% reduction in land value. Vice -Chairman Broders moved to overrule the Assessor and reduce the current assessment from $217,510 ($57,750 for the land and $159,760 for the improvements) to $210,760 ($51,000 for the land and $159,760 for the improvements). SE Auburn, WA 98002 BOE: 99 -48 -LO Page 3 PN: 983 400 605 After reviewing all the information submitted by both parties and conducting an inspection of the property, the Board concurred that the current assessment accurately reflects fair market value. Vice -Chairman Broders moved to sustain the Assessor's valuation of $13,500. In the temporary absence of Member DeLeo, Chairman Marlow seconded the motion. The motion passed. (See also minutes of November 4, 1999) David Amos BOE: 99-49-R PN: 901 244 005 1871 Swansonville Road Port Ludlow, WA 98365 After reviewing all the information submitted by both parties and conducting an inspection of the property, the Board concurred that a portion of the property is not usable and warrants a land value reduction of 50% for excess acreage. Vice -Chairman Broders moved to overrule the Assessor and reduce the valuation from $104,630 ($35,130 for the land and $69,500 for the improvements) to $99,980 ($30,480 for the land and $69,500 for the improvements). Chairman Marlow seconded the motion in the temporary absence of Member DeLeo. The motion passed. (See also minutes of November 4, 1999) Charles & Lyra Parkman 41.4 Howe Road Port Angeles, WA 98368 BOE: 99 -51 -LO PN: 942 300 007 The Board reviewed all the information submitted by both parties and conducted an inspection of the property. Due to a land slide on the property the Board concurred to accept the Assessor's recommendation to reduce the land value by 30%. Vice -Chairman Broders moved to overrule the Assessor and reduce the land value from $22,950 to $16,065. Member DeLeo seconded the motion which carried by a unanimous vote. Wedgewood Lane Carbondale, 11L 62901-2119 BOE: 99 -52 -LO PN: 921 194 035 After reviewing all the information submitted by both parties and conducting an inspection of the property, the Board concurred to reduce the land value by 50% due to topography problems, a seasonal stream, and standing water on the property. Vice -Chairman Broders moved to overrule the Assessor and reduce the land value from $5,500 to $2,750. Member DeLeo seconded the motion which carried by a unanimous vote. It was agreed that the current assessment accurately reflects fair market value. Vice -Chairman Broders moved to sustain the current assessment of $138,000 ($48,000 for the land and $90,000 for the improvements). Member DeLeo seconded the motion which carried by a unanimous vote.
