DETERMINATIONS Earl Grondahl 1448 Madison Port Townsend, W A 98368 BOE: 99-01-R PN: 001021012 After reviewing all the information submitted by both parties and conducting an inspection of the property, the Board concurred that the current assessment best reflects true and fair market value as of the assessment date. Vice- Chairman Broders moved to sustain the Assessor's valuation of $111,670 ($50,400 for the land and $61,270 for the improvements). NE Seattle, W A 98105 BOE: 99-23-R PN: 701344015 The Board reviewed all the information submitted by both parties and conducted an inspection of the property. Appraiser Peter Schuck submitted the Assessor's recommended valuation reductions for this parcel and other parcels located in the Dabob Cove area (See attached). The valuation reductions are based on the degree of impact the lands slides have had on individual parcels. Some parcels have been physically damaged by the land slides and others are impacted by lack of road and/or beach access. Mr. Schuck explained the methodology used to determine the valuation reductions. He believes these values are supported by sales of comparable property which also do not have beach access. After further discussion it was agreed that the Board will review the information provided by Mr. Schuck before making a decision. Courtney 610 Fourteenth Street Port Townsend, W A 98368 BOE: 99-38-R PN: 948 303 802 After reviewing all the information submitted by both parties and conducting an inspection of the property, the Board agreed to reduce the value of the improvements by $25,000 based on changes made by the previous owner to the interior of the house which devalued the property. Vice-Chairman Broders stated that the purchase price of $243,000 for the property accurately reflects fair market value. He moved to overrule the Assessor and reduce the improvement value from $206,185 to $181,185 for a new total value of$243,185. Member DeLeo seconded the motion which carried by a unanimous vote. The value of parcel number 948304910 was not included in that appraisal. Based on that information the current assessment accurately reflects fair market value of the property. Vice-Chairman Broders moved to sustain the Assessor's valuation of$213,790 ($47,000 for the land and $166,790 for the improvements) for parcel number 948304901 and $30,200 for parcel number 948 304 910. Vice- Chairman Broders moved to sustain the Assessor's valuation of$230,950 ($50,000 for the land and $180,950 for the improvements). Vice-Chairman Broders moved to sustain the Assessor's valuation of$173,175 ($31,500 for the land and $141,675 for the improvements). When the property was purchased by the appellants it was zoned commercial and then later rezoned residential. The Board agrees that the property has been devalued for the following reasons: the dov.'Il zoning of the property from commercial to residential; the location along Rhody Drive for residential development; and the fact that there is no city water available. In order to reflect fair market value the Board concurred to reduce the value of each parcel by 60%. Vice-Chairman Broders moved to overrule the Assessor and reduce the value of parcel number 994 200 044 from $41,400 to $16,560 and reduce the value of parcel number 994 200 041 from $43,290 to $17,316. Based on the topography of the property the Board concurred to reduce only the land value by increasing the adjustment factor from -25% to -50%. Vice-Chairman Broders moved to overrule the Assessor and reduce the current land value from $45,875 to $33,918 for a new total valuation of$65,803. It was agreed that the appellant's purchase price of $7,500 for this parcel best reflects fair market value. Vice-Chairman Broders moved to overrule the Assessor and reduce the valuation from $31,185 ($30,685 for the land and $500 for the improvements) to $15,593 ($15,343 for the land and $250 for the improvements). Vice- Chairman Broders moved to overrule the Assessor and reduce the value of parcel number 802 243002 from $195,465 to $146,599, and reduce the value of parcel number 802 243 003 from $89,225 to $66,919. It was agreed that the current assessment reflects fair market value based on sales of comparable properties. Vice- Chairman Broders moved to sustain the Assessor's valuation of $20,000. Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of August 3, 1999) DETERMINATIONS I EQUALIZATIONS Chairman Marlow stated that the Board received five (5) separate appeals from property owners in the Dabob Cove area in Quilcene. All the appeals were based on the land slides which have occurred and severely damaged or impacted the properties in the area, thereby decreasing the property values. Since the land slides affected many more properties than just the five (5) which were appealed, the Assessor's representative Peter Schuck recommends that all the valuations of the properties in the area that have been impacted, be equalized to reflect the degree of damage sustained. Mr. Schuck previously submitted recommendations for valuation reductions. In addition to reductions in value for physical damage, he also recommends a valuation reduction of $5,000 for all the properties which were affected by the loss of beach access and a valuation reduction of $3,000 for the road access problems. Discussion ensued regarding the recommended valuation adjustments of the Assessor's representative. Most of the values are acceptable, however, the Board felt certain parcels warranted an even further reduction than recommended. The five appeals were decided as follows: BOARD OF EQUALIZATION MINUTES - SEPTEMBER 29,1999 Page 6 Ron & Diane Desjardins 78 Beach Drive Quilcene, W A 98376 BOE: 99-24-R PN: 701 344 009 The Board conducted an inspection ofthe property and reviewed all the information submitted by both parties including the recommendation of Mr. Schuck. It was agreed to accept the recommended land value as the land slides in the area did not directly impact the appellant's property, however, they did impact the access to the beach which warrants a reduction of $5,000. Vice-Chairman Broders moved to overrule the Assessor's valuation of $170,765 ($37,250 for the land and $133,515 for the improvements) and reduce the land value to $32,250 for a new total valuation of $165,765. Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of August 4, 1999) Ronald & Kathryn Desjardins 74 Beach Drive Quilcene, W A 98376 BOE: 99-36-R PN: 701 344041 After conducting an inspection of the property and reviewing all the information submitted by both parties including the recommendation ofMr. Schuck, the Board agreed to accept the land value recommendation as the land slides did not directly impact this parcel, but, did have an impact on beach access. It was also agreed that a -10% adjustment will be given on the residual 11.1 acres due to the topography. Vice-Chairman Broders moved to overrule the Assessor's valuation of $187,765 ($94,965 for the land and $92,800 for the improvements) and reduce the land value to $86,470 for a new total valuation of $179,270. Avenue NW Seattle, WA 98117 BOE: 99-25-LO PN: 701344020 The Board conducted an inspection ofthe property and reviewed all the information submitted by both parties including the recommendation ofMr. Schuck. It was agreed to accept the land value recommendation as this property was impacted due to the lack of beach and road access which warrants a reduction of $8,000. Vice- Chairman Broders moved to overrule the Assessor's valuation of $102,500 ($77,500 for the land and $25,000 for the improvements) and reduce the land value to $69,500 for a new total valuation of $94,500. NE Seattle, WA 98105 BOE: 99-23-R PN: 701344015 The Board conducted an inspection of the property and reviewed all the information submitted by both parties including the recommendation ofMr. Schuck. It was agreed to accept the land value recommendation, but, further reduce the value of the improvements by 75% because the house has to be moved. Vice-Chairman Broders moved to overrule the Assessor's valuation of $205,120 ($132,250 for the land and $72,870 for the improvements) and reduce it to $91,968 ($73,750 for the land and $18,218 for the improvements). According to the geotechnical report, this parcel is unbuildable. It was agreed to accept the land value recommendation of $12,155. Vice-Chairman Broders moved to overrule the Assessor's valuation of$171,540 and reduce it to $12,155. Member DeLeo seconded the motion which carried by a unanimous vote. He moved to reduce the land value from $76,425 to $63,210. Member DeLeo seconded the motion which carried by a unanimous vote. Parcel number 701 344 029 needs to be equalized to reflect the physical damage to the property, the lack of beach access and the fact that it has been red tagged by the County. Vice-Chairman Broders moved to reduce the land value from $88,690 to $42,345 and reduce the improvement value from $61,760 to $15,440 for a new total valuation of$57,785.
