DeLeo Chairman Vice-Chairman Member Chairman William S. Marlow called the meeting to order at 9:30 a.m. in the presence of Vice-Chairman Richard A. Broders and Member James A. DeLeo. DETERMINA nONS John & Peggy Molsness 1070 55th Street Port Townsend, W A 98368 BOE: 99-94-R PN: 972 903 905 After reviewing all the information submitted by both parties and conducting an inspection of the property, the Board concurred that the fair market value of the improvements should be based on construction costs, permit fees, and contractor's fee (15% plus sales tax). Vice-Chairman Broders moved to overrule the Assessor and reduce the current assessment from $158,880 ($26,000 for the land and $132,880 for the improvements) to $151,150 ($26,000 for the land and $125,150 for the improvements). Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of December 14, 1999) Hervey K. It was ah'Teed that the older equipment should be valued at $10,000 ($100,000 x .10) based on what the equipment might bring at auction, and the value of the recently purchased equipment (1998) should be valued at $4,000. Vice-Chairman Broders moved to overrule the Assessor and reduce the personal property assessment from $104,000 to $14,000. Member DeLeo seconded the motion which carried by a unanimous vote. It was agreed that even though the property is approved for commercial use, it is not zoned as commercial property and should not be valued as such. The residual acreage value was reduced from $7,500 per acre (commercial acreage value) to $5,000 per acre (residential acreage value). Vice-Chairman Broders moved to overrule the Assessor and reduce the value from $92,550 ($72,550 for the land and $20,000 for the improvements) to $78,700 ($58,700 for the land and $20,000 for the improvements). Member DeLeo seconded the motion which carried by a unanimous vote. It was agreed that the current assessment accurately reflects fair market value. Vice- Chairman Broders moved to sustain the Assessor's value of$55,265. Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of December 14, 1999) Parcel #901112041: After reviewing all the information submitted by both parties and conducting an inspection of this parcel, the Board concurred that the parcel should be valued as residential ($5,000 per acre) with a 25% reduction on the residual acreage due to wetlands. Vice-Chairman Broders moved to overrule the Assessor and reduce the value from $53,250 to $47,875. Member DeLeo seconded the motion which carried by a unanimous vote. Parcel #901112 002: After reviewing all the information submitted by both parties and conducting an inspection of this parcel, the Board concurred that the current assessment accurately reflects fair market value. Vice-Chairman Broders moved to sustain the Assessor's valuation of $82,500 ($75,000 for the land and $7,500 for the improvements). Chairman Marlow seconded the motion. The motion carried. Vice-Chairman Broders moved to sustain the Assessor's valuation of $90,600. Chairman Marlow seconded the motion. The motion carried. It was agreed that the current assessment accurately reflects fair market value. Vice-Chairman Broders moved to overrule the Assessor and reduce the value from $270,390 ($108,230 for the land and $162,160 for the improvements) to $246,065 ($108,230 for the land and $137,835 for the improvements). Chairman Marlow seconded the motion. The motion carried. It was agreed that the improvement value should be reduced by 15% due to economic obsolescence. Vice-Chairman Broders moved to overrule the Assessor and reduce the value from $300,200 ($104,780 for the land and $195,420 for the improvements) to $270,885 ($104,780 for the land and $166,105 for the improvements). Chairman Marlow seconded the motion. The motion carried.
