Marlow called the meeting to order at 9:30 a.m. in the presence of Vice-Chairman Richard A. Broders and Member James A. DeLeo. DETERMINATIONS Thomas Edwards 993 Old Tarboo Road Quilcene, W A 98376 BOE: 99-56-R PN: 801 204 007 After reviewing all the information submitted by both parties and conducting an inspection of the property, the Board concurred that the current assessment best reflects true and fair market value. Vice-Chairman Broders moved to sustain the Assessor's valuation of $87,310 ($21,000 for the land and $66,310 for the improvements). Member DeLeo seconded the motion which carried by a unanimous vote. It was agreed that the improvement value be reduced by 15% for economic obsolescence. Vice-Chairman Broders moved to overrule the Assessor and reduce the value from $159,735 ($27,000 for the land and $132,735 for the improvements) to $139,825 ($27,000 for the land and $112,825 for the improvements). Member DeLeo seconded the motion which carried by a unanimous vote. Vice-Chairman Broders moved to overrule the Assessor and reduce the valuation from $332,465 ($113,000 for the land and $219,465 for the improvements) to $327,965 ($108,500 for the land and $219,465 for the improvements). Member DeLeo seconded the motion which carried by a unanimous vote. It was agreed to reduce the valuation based on land slides in the area. Vice-Chairman Broders moved to overrule the Assessor and reduce the value of parcel number 721 093 027 from $283,895 ($40,000 for the land and $243,895 for the improvements) to $241,310 ($34,000 for the land and $207,310 for the improvements), and reduce the value of parcel number 721093025 from $21,250 to $18,000. Member DeLeo seconded the motion which carried by a unanimous vote. It was agreed that the current assessment accurately reflects fair market value. Vice- Chairman Broders moved to sustain the Assessor's valuation of$61,785. (See also minutes of November 15, 1999) Parcel #821 083015: The Board reviewed all the information submitted by both parties and conducted an inspection of this parcel. It was agreed that the value should be reduced by $2,500 due to the fact that the parcel is less than 1 acre in size which may cause permitting complications or require a boundary line adjustment or septic waiver. Vice-Chairman Broders moved to overrule the Assessor and reduce the valuation from $17,500 to $15,000. Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of November 15, 1999) Parcel #821 081 001: After reviewing all the information submitted by both parties and conducting an inspection of this parcel, the Board concurred that the property warrants a further valuation reduction for wetlands. Changing the reduction given on the excess acreage from 10% to 30% will result in fair market value. Vice-Chairman Broders moved to overrule the Assessor and reduce the valuation from $92,595 ($73,770 for the land and $18,825 for the improvements) to $83,090 ($64,265 for the land and $18,825 for the improvements). Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of November 15, 1999) Parcel #821 081 002: After reviewing all the information submitted by both parties and conducting an inspection of this parcel, the Board concurred that the wetlands on portions of the property reduce the value. The "site value" was reduced to $25,000 to be consistent with the other parcels, and the reduction given on the excess acreage for wet conditions was increased from 10% to 30%. Vice-Chairman Broders moved to overrule BOARD OF EQUALIZATION MINUTES - DECEMBER 13, 1999 Page 5 the Assessor and reduce the value from $66,900 ($64,780 for the land and $2,120 for the improvements) to $50,395 ($48,275 for the land and $2,120 for the improvements). Box 725 Quilcene, WA 98376 BOE: 99-09-R PN: 701 213 005 Chairman Marlow noted that during the meeting held on December 8, 1999 the Board erred in calculating the amount of reduction for the above referenced parcel. Vice-Chairman Broders moved to change the valuation to $165,200 ($90,245 for the land and $74,955 for the improvements). Member DeLeo seconded the motion which carried by a unanimous vote.
