Marlow called the meeting to order at 11 :00 a.m. in the presence of Vice-Chairman Richard A. Broders. Member James A. DeLeo was not present. APPROVAL OF MINUTES Vice-Chairman Broders moved to approve the minutes of January 8, and 16,2001. Chairman Marlow seconded the motion. The motion carried. ACCEPT ASSESSOR'S CERTIFICATE OF NEW CONSTRUCTION VALUE Vice-Chairman Broders moved to accept the Assessor's certificate of new construction value in th~ amount of $60,060,980. Chairman Marlow seconded the motion. The motion carried. REQUEST FOR DIRECT APPEAL TO THE STATE BOARD OF TAX APPEALS Vice-Chairman Broders moved to approve a request for direct appeal to the State Board of Tax Appeals submitted by Robert Mahon, Perkins Coie LLP, Agents for Safeway Inc., BOE #00-97-P, personal property tax parcel #10-11696. Chairman Marlow seconded the motion. The motion carried. Phone (360)385-9100 / 1-800-831-2678 Fax (360)385-9382 jellbocC@Co.jefferson.wa.ua BOARD OF EQUALIZATION MINUTES - FEBRUARY 6, 2001 Page 2 REQUEST FOR RECONVENING Laurence Conn and Naomi Nachun submitted a "Request for Reconvening" based on the condition being met pursuant to WAC 458-14-127 RECONVENED BOARDS-AUTHORITY (l)(c) which states that Boards of Equalization may reconvene on their own authority to hear requests or appeals concerning the current assessment year when the request or appeal is filed with the Board by April 30 of the tax year immediately following the Board's regularly convened session and when a bona fide purchaser or contract buyer of record has acquired an interest in real property subsequent to the first day of July and on or before December 31 of the assessment year and the sale price was less than ninety percent of the assessed value. Vice-Chairman Broders moved to approve the reconvening request. Chairman Marlow seconded the motion. The motion carried. A hearing will be held in March. DETERMINATIONS / EQUALIZATION Chairman Marlow stated that the Board received eighteen (18) separate appeals from a property owner in the Snow Creek Ranch area in Quilcene. In the course of hearing these timely filed appeals, the Board obtained market value evidence indicating that it is necessary to equalize the value of other parcels in the Snow Creek Ranch area. The Board's determination of value for the eighteen (18) parcels appealed are as follows: Philip Irvin/Michael Z. It was agreed that the value of parcel number 802 024 001 adequately reflects fair market value. However, the Board determined that the value of the remaining 17 parcels should be reduced by 50% for lack of usability. BOARD OF EQUALIZATION MINUTES. Vice-Chairman Broders moved to overrule the Assessor and reduce the value of the remaining 17 parcels as follows: Parcel number 995 400 024 from $10,000 to $5,000. (See also minutes of December 5, 2000) EOUALIZATION: As stated above, based on the market value evidence the Board obtained in the course of hearing Mr. Irvin's timely filed appeals, it is necessary to reduce the values of the various parcels located in the Snow Creek Ranch area to insure equity among the properties.
