Vice-Chairman Marlow stated that the Board members may share many of the viewpoints and issues of concern brought up by the appellant during the hearing, however, those matters are of a legislative nature and therefore, should be directed to the appropriate authority. Based on comparable property sales, the Board is compelled to uphold the current assessment as it reflects fair market value of the property. Based on comparable property sales, the Board is compelled to uphold the current assessed value of the property. It was agreed to reduce the land value based on comparable property sales. There was not sufficient evidence of value of any fumishings which may have been purchased with the unit. We find that non-disclosure of the purchase of furnishings on an excise tax affidavit does not preclude the fact that the purchase price did include value of furnishings. Chairman Broders clearly stated that the decision is not based on the issue of furnishings, but rather strictly on comparable sales information. Vice-Chairman Marlow moved to overrule the Assessor's determination of value and reduce it from $144,600 ($45,000 for the land and $99,600 for the improvements) to $129,600 ($30,000 for the land and $99,600 for the improvements). It is the Board's finding that the assessment of parcel number 936901 901 accurately reflects fair market value. Vice-Chairman Marlow moved to sustain the Assessor's valuation of $50,600 for this bare land parcel. Chairman Broders seconded the motion. The motion passed. The Board determined that the water problem on parcel number 936 900 901 has more of a negative impact on the market value than was reflected in the assessment. Therefore, the 15% reduction given on the excess unimproved lots which are negatively impacted by the drainage corridor was increased an additional 10%, for a total reduction of 25%. Vice-Chairman Marlow moved to overrule the Assessor's determination of value and reduce it from $133,015 ($48,400 for the land and $84,615 for the improvements) to $130,615 ($46,000 for the land and $84,615 for the improvements). Vice-Chairman Marlow moved to sustain the Assessor's valuation of $50,200. Chairman Broders seconded the motion. The motion passed. Based on residential use, the market value of parcel number 001 212 010 is considerably less than the current assessment. As such, the base acreage rate is reduced from $17,500 to $10,000 with an additional reduction of 20% given to the land value for the negative impact on the residential use of this property due to the proximity of Highway 20. Vice-Chairman Marlow moved to overrule the Assessor's determination of value and reduce it from $115,500 to $52,800. Chairman Broders seconded the motion. The motion passed. Box 745 Port Townsend, W A 98368 BOE: 01.08.LO PN: 948601401 The Board carefully reviewed all the information submitted by both parties and conducted a physical inspection of the property. Based on the appellant's purchase price for this property and other sales in the area, the base lot rate of $6,000 should be reduced to $3,000 to reflect fair market value. Vice-Chairman Marlow moved to overrule the Assessor's determination of value and reduce it from $67,030 to $33,516. Chairman Broders seconded the motion. The motion passed.
