Chairman Richard A. Broders called the meeting to order at 9:30 a.m. in the presence of Vice-Chairman
William S. Marlow and Member James A. DeLeo.
APPROVAL OF THE MINUTES
Vice-Chairman Marlow moved to approve the minutes of August 13, 14, and 16, 2001 and September 13, and
24, 2001 as presented. Member DeLeo seconded the motion which carried by a unanimous vote.
ASSESSOR'S CERTIFICATE OF NEW CONSTRUCTION VALUE FOR 2001
The Board reviewed the Assessor's Certificate of New Construction Value for 2001. Vice-Chairman Marlow
moved to accept the Assessor's Certificate of New Construction Value for 2001. Member DeLeo seconded the
motion which carried by a unanimous vote.

No representative was present on behalf of Discovery View Associates, Appraiser Robert Shold represented the
Assessor's office and was sworn in by Chairman Broders. The property under appeal consists of a low-income
housing development located at 1051 Hancock Street, Port Townsend. A letter was sent to the Board by the
appellant requesting that the Board sustain the current assessment, due to the fact that court cases on the general
issue of low-income housing valuation are still pending at the Washington Court of Appeals. Furthermore,
sustaining the property value will also enable the appellant to file an appeal with the Washington State Board of
Tax Appeals where it can be consolidated with the appeals for similar properties. Currently the property is
assessed at $1,315,140 ($415,960 for the land and $899,180 for the improvements). The appellant had initially
requested that the property assessment be reduced to $900,000. A breakdown between land and improvements
was not provided.

Mr. Shold stated that this appellant files an appeal each year and then requests that it be sustained in order to
proceed with an appeal to the State Board of Tax Appeals. He explained that the property was revalued this
year for $1,315,140. It was previously valued at $2,398,930. He believes the impact of the low-income
housing designation on the market value of this property, was adequately taken into account and is reflected in
the current assessment as evidenced by sales of similar properties. He recommends the Board sustain the
current valuation.
After reviewing all the information submitted and hearing the testimony of the Assessor's representative,
Chairman Broders closed the hearing. There will be no physical inspection of this property and a decision will
be made at a later date.
