University #50 Mesa, W A 85205 BOE: 0l.14-LO PN: 901 084 005 The Board carefully reviewed all the information submitted by both parties and conducted a physical inspection of the property. Vice-Chairman Marlow stated that per the Board's request, the appellant forwarded a copy of the County's denial of their permit application to access Highway 20 which was made part of the record. It was agreed that it is highly unlikely that this property could be developed, based on the topography, access and utility problems, and the fact that it is located in a land slide hazard area. In order to address those issues which impact the market value of this parcel, it was decided that the base land value be reduced by 95%. Vice-Chairman Marlow moved to overrule the Assessor's determination of value and reduce it from $90,370 to $18,070. Member DeLeo seconded the motion which carried by a unanimous vote. While the property is not currently being used for commercial purposes, it is zoned commercial and based on commercial property sales, the valuation is fair and equitable. Vice-Chairman Marlow moved to sustain the Assessor's valuation of $47,500. Member DeLeo seconded the motion which carried by a unanimous vote. While the Board members may share many of the viewpoints and issues of concern brought up by the appellant during the hearing, those matters are of a legislative nature and therefore, should be directed to the Board of Equalization Minutes - October 17, 2001 Pa~e 3 appropriate authority. The function of the Board of Equalization is to insure property values are fair and equitable based on sales of similar property. The varying views of each lot do not adversely affect the value of the property as a whole parcel.
