Chairman Richard A. Broders called the meeting to order at 9:30 a.m. in the presence of Vice-Chairman
William S. Marlow and Member James A. DeLeo.
APPROVAL OF THE MINUTES
Vice-Chairman Marlow moved to approve the minutes of October 17, 2001 as presented. Member DeLeo
seconded the motion which carried by a unanimous vote.
ACCEPTANCE OF ASSESSMENT CORRECTION
Member DeLeo moved to accept the following assessment correction agreed to by the petitioner and the
Assessor's office.

Mr. and Mrs. Jubie were not present. Appraiser Peter Schuck represented the Assessor's office and was sworn
in by Chairman Broders. The property under appeal consists of a residential building located on a lot at 1920
31" Street, Port Townsend. The appellants stated on their petition that "We paid $17,000 for the lot on 10/6/01.
We have $45,000 in material improvements (building) to date. We do not believe the tax value can be so much
higher". Currently the property is assessed at $113,555 ($30,335 for the land and $83,220 for the
improvements). The appellants estimate the value to be $80,000 ($20,000 for the land and $60,000 for the
improvements).

Mr. Schuck stated that this is an appeal of new construction. The appellants built a new home on the property in
2001. He explained how he valued the improvements and stated that there have been quite a few property sales
in the immediate area. Portions of the appellant's property are considered "wetlands". When the City initially
designated this area as wetlands, property values dramatically decreased. However, in the past, the City had
approved building permits for properties in this area. Therefore, within the last year or two, the City has
changed the designation of those properties which have been developed in the area. Mr. Schuck then discussed
comparable property sales which support the current assessed value.
Chairman Broders asked if the house is completely finished?
Mr. Schuck answered that to the best of his knowledge it is complete. The appellants never stated that it was
unfinished. He noted that the living quarters are on the second story, so, it is difficult to see from the outside.
After reviewing all the information submitted and hearing the testimony of the Assessor's representative,
Chairman Broders closed the hearing. The Board will conduct a physical inspection of the property and make a
determination at a later date.
