Broders James A. DeLeo Chairman Vice-Chairman Member Chairman William S. Marlow called the meeting to order at 9:30 a.m. in the presence of Vice-Chairman Richard A. Broders and Member James A. DeLeo. DETERMINATIONS Olympic Manganese Mining Gerald Richert, President W 2631 Skok Valley Road Shelton, W A 98584 BOE: 02-39-LO PN: 703 071 001 After careful consideration of all the information submitted by both parties and conducting a physical inspection of the property, the Board determined that the access and topography issues radically affect the value of this parcel and that no usablelbuildable site exists due to stream setback requirements. The Board concurred to remove the one acre site value and change the reduction given by the Assessor's staff for topography and access problems from 50% to 75% to reflect the true value of this parcel. Vice-Chairman Broders moved to overrule the Assessor and reduce the current assessed valuation from $225,600 to $108,300. Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of August 12, 2002) Courtney & Heidi Lamm 5025 NE Lamms Lane Poulsbo, W A 98370 BOE: 02-10-LO PN: 701271 006 After careful consideration of all the information submitted by both parties and conducting a physical inspection of the property, the Board determined that sales in the area do not indicate that there has been a downturn in the market. The property is valued fairly based on comparable sales. Vice-Chairman Broders moved to sustain the Assessor's valuation of $110,830 ($107,150 for the land and $3,680 for the improvements). Member DeLeo seconded the motion which carried by a unanimous vote. September 4, 2002 Page 2 Michael Naughton & Terri Murphy-Naughton 233 Blueberry Hill Drive Quilcene, W A 98376 BOE: 02-09-R PN: 601105004 After the hearing was held the Board was contacted by the appellants stating upon reviewing the Assessor's information they accept the current valuation and feel it is fair. Since the appellants accept the value as fair, the Board concurred to uphold the current assessment. Vice-Chairman Broders moved to sustain the Assessor's valuation of $171,420 ($47,300 for the land and $124,120 for the improvements). Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of August 12, 2002) Allan & Mary Kollar 1421 E. Aloha Seattle, W A 98112 BOE: 02-15-LO PN: 701191006 The Board carefully reviewed all the information submitted by both parties and conducted a physical inspection of the property. It was agreed that the method used by the Assessor's staff to value this parcel is not inappropriate. With this methodology it is assumed that the property is unbuildable and it is valued as excess front footage to the adjacent parcel under the same ownership. Based on market sales of comparable property in the area, the Board is compelled to uphold the current assessed value. Vice-Chairman Broders moved to sustain the Assessor's valuation of $55,100. Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of August 12, 2002) Harold Thayer & Karen Nystrom- Thayer 240 Leininger Drive Yakima, W A 98901 BOE: 02-20-LO 02-21-LO PN: 601021018 601 021 019 After carefully reviewing all the information submitted by both parties and conducting a physical inspection of the property, the Board concurred that while there are neighboring properties in poor condition, the current assessment represents fair market value based on sales of comparable property in the area. Vice-Chairman Broders moved to sustain the Assessor's valuation for both parcels. The value of parcel #601 021 018 will remain at $35,060 ($30,900 for the land and $4,160 for the improvements), and the value of parcel #601 021 019 will remain at $13,020. Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of August 13, 2002) Martin Dasler 15679 Pt. Monroe Drive Bainbridge Island, WA 98110 BOE: 02-16-R PN: 701153016 The Board carefully reviewed all the information submitted by both parties and conducted a physical inspection of the property. It is the finding of the Board that while the Assessor's staff has given a 20% reduction to the land value for sloughing problems, a further reduction is warranted for the degree of sloughing, as well as for the silt and sand which covers this property and appears to be unique to this parcel due to how it is situated. Vice-Chairman Broders moved to change the reduction for sloughing from 20% to 40% thereby reducing the land value from $140,035 to $103,025. Adding on the improvement value of $13,205 the new total valuation will be $116,230. Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of August 13, 2002) Board of Equalization Minutes - September 4, 2002 Page 3 Elsie Lemonds/Joan Lemonds 1341 Lemonds Drive Quilcene, WA 98376 BOE: 02-37-R 02-38-R PN: 601032019 601 032 015 After carefully reviewing all the information submitted by both parties and conducting a physical inspection of the property, the Board concurred that the lack of a legal easement across land owned by ilie Washington State Department of Natural Resources may potentially impact the property with regard to bank financing, however, no evidence was provided to indicate a reduction in value has actually resulted. Cash or owner financing would still be a sales option. Based on comparable property sales in the area the current assessment of both parcels is fair and equitable. Vice-Chairman Broders moved to sustain the Assessor's valuation of $290,750 ($171,300 for the land and $119,450 for the improvements) for parcel #601 032019 and $216,280 ($125,300 for the land and $90,980 for the improvements) for parcel #601032015. Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of August 14, 2002) Todd Miller & Viviann Kuehl 1110 E. Quilcene Road Quilcene, WA 98376 BOE: 02-47-LO PN: 701184010 The Board carefully reviewed all the information submitted by both parties and conducted a physical inspection of the property. It was agreed that while they do not necessarily agree with the method used by the Assessor's staff to proportion the values between the front parcel under appeal and the back parcel, they do agree that the combined value of the two parcels accurately reflects fair market value. Vice-Chairman Broders moved to sustain the Assessor's valuation of $68,000. Member DeLeo seconded the motion which carried by a unanimous vote. (See also minutes of August 14, 2002) James Reid 25863 Tytler Road Poulsbo, W A 98370 BOE: 02-14-R PN: 701 093 004 After carefully reviewing all the information submitted by both parties and conducting a physical inspection of the property, the Board concurred that even though the property is not connected to electrical utilities, the current assessment reflects fair market value. Vice-Chairman Broders moved to sustain the Assessor's valuation of $112,020 ($62,000 for the land and $50,020 for the improvements).
