Broders James A. DeLeo Chairman Vice-Chairman Member Chairman William S. Marlow called the meeting to order at 9:30 a.m. in the presence of Vice-Chairman Richard A. Broders and Member James A. DeLeo. APPROVAL OF MINUTES Vice-Chairman Broders moved to approve the minutes of October 28,2002 and November 5 and 13, 2002. Member DeLeo seconded the motion which carried by a unanimous vote. HEARING Phillip Johnson/Sandra Krist 1110 Willow Street Port Townsend, W A 98368 BOE: 02-66-C PN: 989 704 002 Mr. Johnson and Ms. Krist were present. Assessor Jack Westerman and Appraiser Robert Shold represented the Assessor's office. Chairman Marlow explained the hearing process and swore them in. The property under appeal is the building in which the Rose Theater is located. Mr. Johnson explained that while they have invested a great deal of money making improvements to the interior of the building and restoring the Rose Theater, the exterior structure of the building is nothing more than a rusted corrugated metal lean-to. The First American National Bank building located across the street recently sold for $350,000. It is approximately the same size as their building, however, it is constructed of masonry bricks. In comparing the sale price of the First American National Bank building to the current assessment of their property in the amount of $376,700, they feel there is some inequity in the assessment and that it is too high. They estimate the value of the property to be $300,000. Ms. Krist added that the facade of the Rose Theater is rusted out tin and will need to be replaced. Mr. Johnson stated that it looks good because they keep painting it. The appellants filed their appeal because the historical exemption was removed from their property resulting in the increase of their valuation. After reviewing all the information submitted and hearing the testimony of both parties, Chairman Marlow closed the hearing. The Board will conduct a physical inspection ofthe property and make a determination later this morning. DETERMINATION Chairman Marlow and Vice-Chairman Broders were present. Member James DeLeo was absent. PhiDip Johnson/Sandra Krist 1110 Willow Street Port Townsend, W A 98368 BOE: 02-66-C PN: 989704002 The Board reviewed all the information presented by both parties and conducted an inspection ofthe property. It was agreed that the current assessed value exceeds the amount this property would bring if sold on the open market due to the condition of the building. Vice-Chairman Broders moved to overrule the Assessor and reduce the improvement value from $231,100 to $154,400. The land value will remain at $145,600 for a new total assessed value of $300,000. Chairman Marlow seconded the motion which carried by a unanimous vote. (Also see hearing above) CLOSE BOARD OF EQUALIZATION 2002 SEASON/APPROV AL OF MINUTES The Board approved the actions taken on this date (December 9,2002), upon the completion, review and signing of the minutes.
